Project Capital Equipment, Bulk Sourcing, Finalization Sub-Contracts

(including T&C’s & Price), Order finalization. Can play a major Key role in
cost reduction initiatives. Strategic decision making in consultation with all

after award. Participate in Project review meetings and Clients meeting. MIS

Responsible for overall procurement and sub-contracting activities of the
Project as covered in the Contract includes sourcing of project Capital Equipments,
technically compliant and approved goods and services in time, commitment to
delivery as per project approved planning package. Selection of vendor, floating
enquiries, Bid Receipt, Technical evaluation co-ordination, Commercial evaluation,
Negotiation (T&C and Price) and finalization of orders. In addition to the above.
Leading a team of procurement and logistic engineers to ensure Project milestones
are met as per main contract schedule. Coordinate with all supporting departments
such as Engineering, QA/QC & Finance, Construction and Commissioning teams.
Following are the key responsibilities
 Organization of Procurement Office.
 Preparation of Procurement & Sub-contracting and related
Procedures & short list vendors
 Receive Material Requisitions. Review and scrutinize Material
Requisitions to an extent to see that the documents are complete

in all respects in the order that the VENDORS are able to offer the
Materials in the required manner as called for in the Specifications
and the Contract.
 Preparation of RFQ / Enquiry, which includes technical and
commercial requirements and guidelines to the VENDORS.
 Attend to clarifications of VENDORS, if any
 Follow-up for receipt of offers &Check for completeness of offers.
 Distribute technical offers to the ENGINEERING MANAGER for
evaluation.
 Arrange Technical Clarifications meeting with the VENDORS.
 Conduct commercial evaluation of offers, negotiation and
finalization of orders and sub-contracts.
 Short-Listing of VENDORS for commercial evaluation.
 Prepare Award Recommendation.
 Seek Client Approval of Award Recommendation
 Place Purchase Orders on Client approved VENDORS.
 Follow up for the acceptance of the Purchase Order.
 Attend pre-production and kick-off meetings with the VENDORS,
as the case may be.
 Follow-up for the necessary deliverables, Drawings and
documents from VENDORS.
 Appoint Third Party Inspection Agency, where applicable and
required.
 Co-ordination with the QA/QC Manager for arranging source
inspection, factory test as required
 Prepare Expediting Schedule & Organize expediting visits.
 Attend to bottle-necks in production and explore alternatives.
 Control and monitor VENDORS in all respects.
 All activities related to Procurement of 2 years operation spares

and Post bid discussion & clarifications, Techno-commercial
Evaluation, Negotiations, and awards. Contracts Management

(Change orders, extra scope of works, dispute resolutions /
settlements, contract clause clarification & interpretation), Provide
Cash flow statement to Finance, Expediting, Logistic planning and
