14. CONSTRUCTION OF LT PVC / 3 CORE XLPE CABLES
Underground cable is not a just a piece of conductor or link
between two locations. It is electrical component that has an
infinite value of resistance, capacitance, inductance and many
factors such as number of joints over the total length.
There are different type of LT cables such as PVC & XLPE
(cross link Polyethylene) cables & HT cables such as Paper,
Oil field paper, XLPE (cross link polyethylene) cables.

16. WHAT IS A CABLE FAULT ?
A cable fault is any defect that affects its performance.
A power distribution cable of any size, working voltage, insulation
material etc. can develop following faults

However they vary so much that they take on a multitude of forms.
17. 1. CONTACT FAULT
A short circuit fault between two cores or between core / cores
and the metallic sheath.
The fault resistance can vary from zero Ohm to few M Ohm

18. 2. BREAK FAULT
This type of fault is also called as open circuit fault. One or all
The cores of the cable break at a point, having infinite resistance
between two ends. There can be cases when there is a
measurable resistance across the gap or with adjacent metal.
3. FLASHING FAULT
The cable withstands insulation test up to some level, beyond
which it flashes at a spot that acts like a spark gap.
19. 4. INGRESS OF MOISTURE
Water enters into cable at some point of damage and remains
inside it. It causes insulation breakdown at weak point.
5. GROUND CONTACT FAULT
This fault is also called as earth fault or sheath fault. Core or
metallic sheath or armour of the cable comes in contact with
mass of earth due to external damage.

23. INTRODUCTION OF POWER CABLE FAULT LOCATION
Before we proceed to the training of LT/HT cable fault location
it is necessary to discuss about cable faults. Any defect,
weakness, inconsistency that affects the performance of cable
is called as cable fault.
Fault occurs in a cable because of external interference, such
as over load operation, external damages, manufacturing
defects.
No two faults can be identical with each other.
Fault location of underground cable requires different
equipments for conducting many tests depending upon the
fault characteristic.
These tests can be performed systematically to achieve the
success of cable fault location.
The power distribution division of industry has also to
undertake measures to repair all breakdowns within shortest
possible time.

34. Our customers are Govt. utilities, public sector companies, Pvt.
Ltd. companies where payment terms are anywhere between
30 days to 90 days (for some customer like MSEDCL 120 days).
This leads to a cash flow contraction.
Working capital requirements for large value orders are not
addressed.
100% advance is almost unheard of but we now insist on 50%
advance, 75% wherever possible to maintain cash flow. But this
is for a small pool of customers.
Credit facilities from banks are subject to rigid, stringent & time
consuming procedures.
While banks do need security before advancing credit / loans,
security needed is 100% which can be a problem for
entrepreneurs. Typically the loan advanced is 80% of value of
security.
35. Processing fees, Stamp duty, Visiting fees, Renewal fees are
additional to be borne by the SME.
This involves long procedures, reevaluation of the security
every year leading to additional cost.
ROI on loan/credit provided is 12.75% which is a huge burden
for the SME against 8% which bank offer on FD’s.
W.e.f. 1st June CBDT has notified that for remitting suppliers
internationally, form 15CA / 15CB is required adding to the
convoluted process.
Govt. announced sops for women Enterprises are not reflected
on the ground.
For LC’s & BD’s, Bank charges intent of 12.75% making it
unviable. Bank commissions are extra for LC or BD.
Even after long association of the industry with the particular
bank, loan/credit sanction taken 45-60 days after submission.
36. Uncertain nature of business, customized products, delayed
payment from customers means that our cash flow is always
stretched.
37. Suggestions for Improvement
Reduce documentation process & simplify it.
Processing/Renewal charges can be waived off.
Quicker loan approvals not more than 7-10days.
Creation of a special SME cell not just physically but with a
different blue print with respect to approval of loan, rate of
interest, disbursement of loan, reducing of collateral
requirements based on a special SME Nodal Committee
report.
Creation of a special SME Nodal Committee with a team of
experts that can evaluate the efficiency, reliability & credibility
of an SME unit.
Consortium of banks to address issues of SME’s.
38. IT IS ONLY BY ADDRESSING ISSUES OF
SME’S AT THE GROUND LEVEL CAN THE
“ MAKE IN INDIA” CAMPAIGN SUCCEED.
