themselvesfullybefore makinganydecision. Thisstrategycancreate a positive advantageinavery
competitiveecosystem. Althoughwe cannotpositivelyquantifythe costs relatedtothe executive’s
failure tofullyinformhimself,we believe thatthisstrategywill helphim toavoidanylegal,publicor
mediaticchallengesof hisknowledge,integrityandincentive. Thatsaid,once thisinformationof this
processwill be availabletotheirinvestors,itwill helpthemtounderstandthe quality,quantity and
viabilityof the processleadingtothe executive decisionmaking. Itwill addclaritytothe processand
helpinvestorstounderstandhowthe executivesdidmanage the riskrelatedtothisdecisionmade and
if theywere guidedbyreasonable sources(theirnames,experiences, knowledge of thistype of issues,
and proximity)andmore. We will notremindyouthatDr Kimdidtake hisjobat the Bank withthe belief
that the WorldBank group employeeswerethe problemof the group,itis a false assessment. Atthe

72 yearsago to survive anyleaders. ItiswhyUS, the majorcontributorof these institutionsdoesnot
stopgivingthemmore liquidfortheirworkstobuildafair andopenglobal economyonthe road toward
expandingfreedom,democracy,righttolive andopportunity. Unlike whatwe have beenreading,
wealthy countriesare investingalotof moneyinthese International Financial Institutionstoprovide
financial assistance topoorandmiddle income countriesinordertoreduce global poverty,advance
democracyand national security (includingcybersecuritysoon), overcome environmental challenges,
helpenhance foodsecurity,andquicklyrespondtoemergingnatural disasters,pandemicandrefugees
crisiswhile developingtheireconomies(buildingof resilience tofuture crises,addressglobal priorities
and more). All of these activities werebudgeted in2016 tothe US by the US Treasuryfor$2.3 Billionin
orderfor US to sustainitsleadershipstatusinInternational development. More than70 yearslater,U.S
isstill numberone donorinconcessional lending. Thismoney (concessional loans) comesfromthe
wealthy countriesincludingsome transfers. Donorcountriesmeettogetherevery3or 5 yearsto
replenishthese resources(replenishment)justtosave the poorestcountrieswithneededcash. USand
otherswealthy countriesbelieve thatthese countriesare notpoorjust because of drug/drinking
problem,failed conversion therapy,local executive/judicial racketeeringstyle with criminal records,
denieddocuments,forcedmarriage topolice,jailersandmore justtoadvance local court approved
program (cocaine,…),theyare poorbecause of wars,birthsfrompoorwombsand/orecosystem andthe

3. like. Itiswhy theyneedhelpnotjustasfellow humanbeingsbutalsotoput a stop signto this
mentality,epidemicandpractice fromreachingthe US andothercountries. Also,Ihave to admitthat I
couldnot trace whatwentwrongwith$60 Millionrequest inthe 2016 for the IMF, didit join US
TreasurybudgetunmetcommitmentstoMDBs,I don’tknow. At the time of thisincreasedeconomic
uncertainty,the IMFwithitssurveillance,technical assistance andlendingpracticesisworkingtolessen
the toll relatedtolowoil pricescrisis,financial marketvolatility,questionable economicpolicyand
financing, we believe thatUSand US Dept Treasurydidthe right thing. Inaddition,Ihave alsoto admit
that the US budgetedcontributiontrendisnotgoodforthe future,maybe because of the MDB’s voting
powerreformtowardequalitywithoutequaledcontributionandownership. But,Letme reassure that
US still holdssome vetopowerpens. But,Ifeel verysorryforJapan,Germany,France,U.K, Saudi Arabia
and Chinawhoare contributingalotof moneyandreceivinglessvotingpower. Unfortunately,these
poorestcountriesare gettingeverything forfree withthe helpof selectedcapital increasesand special
fundscreatedandfundedbyrich countries. Inshort,if youcouldaffordto listenthissongtitled‘pygmy
divorce’ fromFrancisBEBEY, a Sorbonne andNYU educatedpoet,musicianandambassador,he asksthis
questiontohisdivorcingwife ”whowill payme?”. That said,letme repeatthisquestion,“whowill pay
US and these wealthycountriesforall these contributionsandsharingsuccess?”. We do not believe
that US and itspeersare lookingforanyreimbursement(onlycumulativecontributiontothe IDA is
closedat $100 BillionforUSalone).
