from Hamilton to Congress on public credits (2), national bank,
manufactures and establishing a Mint. The May 10, 1800 Act

before Congress, at the commencement of every session, a report on
the subject of finance, containing estimates of the public revenue and
public expenditures,and plans for improving or increasing the
revenue, from time to time.” After the free banking debacle, in 1853,
1861 and 1863, they were 3 separated annualreports of the Secretary
of Treasury on the condition of the banks in the United States.All the
reports before 1801 were under the resolution passed by the House of
Representatives in 1791 “that it shall be the duty of the Secretary of
Treasury to lay before the House of Representatives,on the 4th

7 legislative committees. The residual value was 4 bills left to the
