Seven under-secretaries at the Higher Secondary Education Board have demanded that the
government revoke its decision to promote HSEB’s under-secretary Durga Aryal as joint
secretary.
The seven HSEB under-secretaries submitted a complaint letter against Aryal’s promotion to
Minister for Education Chitralekha Yadav. Examination Controller Officer Aryal is also the
chief of Affiliation Division at the HSEB. Ram Chandra Paudel, Acting joint-secretary at the
HSEB’s Curriculum and Training Division, said that Aryal’s name was recommended not on
merit basis but on the basis of his ‘political affiliation’..
As many as 27 HSEB staffers, including seven under-secretaries, who are affiliated to the Nepali
Congress, had yesterday tendered their resignations and sought voluntary retirement to express
their resentment over the decision to promote Aryal.
This is the first time that NC-aligned staff in such a large number resigned en masse.
According to an employee at HSEB, they tendered their resignations after the education minister
ignored their appeal to launch a a fair probe into Aryal’s promotion.
Paudel said that promoting ‘an unqualified person to such a high post’ would set a bad precedent
and ‘give rise to frustration among qualified staff’.
Dambar Batas, under-secretary, Planning and Monitoring Division,Govinda Khaniya, under-
secretary, Affiliation Division; Bhabaraj Koirala, chief, Purchase Unit; Raju Oliya, president,
Employees Association; and Paudel submitted the complaint letter today to Minister Yadav.
Mamata Shrestha, Parbati Aryal, Shova Neupane, Budda Lama, Janardan Bastola, Sharada
Neupane and Manasa Neupane, among others, had tendered their resignations yesterday.
