Panchayati Raj is the oldest system of local government in
the Indian subcontinent
First panchayati raj system is in Nagpur city rajasthan (1959)
Father of panchayati raj --- Balwant rai .

Amendment bill lok sabha sep 1991
Bill passed emerged as the 73rd constitutional amendment
act 1992
8. Significance of Panchayat raj system
The Amendment act provide shape to at article 40 of the constitution (directive
principle of the state policy )which direct the state organise the village .
The act has two parts
1.Compulsory provision 2. voluntary provision
Compulsory provision –added to state law and it include the creation of the
panchayati raj system .
voluntary provision –the discretion of the state government

RESERVATION OF SEATS
At every level,reservation of seats occur according to
population percentage .
-for women –not less then one –third of the total number of
seats to be reserved for women
the state legislative are also given the provision to decide on
the reservation of seats in any level of panchayat or office of
chairperson in favour of backward classes

• Parliament can extended this part to these area subject to the exception to the
modificiation of the 73rd amendment act 1992 .
243 N (continues of existing laws and panchayats)
• All state law relating to panchayat shall continue to be force until the expiring of one
year from the commencement of the act .
• State adapt the new panchayati raj system based on the act with the maximum period
of one year from 24 april1993
20. 243 O (bar interference by court)
• The act bars the court from interfering in the electrol matter of panchayat.
• If further lay down that no election to any panchayat is to questioned except by an
election petition presented to such authority and in such authority and in such a manner as
provided by the state legislative .
