• It deal with rural local government
• Following are major change brought by 73 rd Amendment Act:-
Three tier system
• It proposed formation of gramasabha
• Gramasabha consist of all adult me mes registered as voterscin the
panchayat area.
Election
• Panchayat members directly elected by the people.
• The term of panchayat is five year.
3. Transfer of subjects
• 29 subjects under the state government were transferred to
local government
State Election Commission
• State Election Commission is conducting election to the LSG
• Stage government appoint State Election Commission
State Financial Commission
• State government appoint SFC
• Term is five year
• Function:-
To check financial position of local government
Revenue distribution between state government and local
government
4. 74 Amendment Act ( Municipality Act)
• schedule 12 deal with Urban Local Government and
nagar Palika
• Census of India define an urban area having:-
1. Minimum population of 5000
2. 75% population male working in non agricultural
area
3. Density of Population at least 4000 person sq. km
• 2011 census of India 28% population of Indian live in
urban area.

• 73 rd Amendment Act- Kerala Panchayat Raj Act
passed in 3 April 1994
• 74 Amendment Act - Kerala Municipality Act in 30
May 1994
