Delta EDR
(Δ EDR)
The 2018 CAHP will use a Delta EDR (Δ EDR) to
determine program eligibility.
Delta EDR is the difference between the EDR of
the T-24 Standard Efficiency Home and the EDR of
the proposed home efficiency.
A Delta EDR of 3 will qualify for the Program
Energy
Design Rating
(EDR)
An EDR is a whole-house energy efficiency metric
in which ratings closer to zero mean better
performance.
It is a scale based on the 2006 IECC
It uses TDV and the Title-24 Ruleset
3. Program
Eligibility
Single-family and low-rise multi-family will use
the Delta EDR plus Kicker points to determine the
project’s CAHP Delta EDR and program eligibility.

2019 CODE
KICKERS
Cash bonuses for 2019 code-ready homes and 2019 code homes
HYBRID
KICKERS
Measures that have performance-embedded savings and a cash
kicker to emphasize their importance (e.g. high performance
attics)
BONUS CASH
KICKERS
Green, or non-modeled measures that don’t lead to direct
energy reductions (e.g. DOE Zero Energy Ready Home)

2019 Code Kickers
To be eligible for these kickers, the home must qualify for the
program without taking solar PV into account.
2019 Code-Ready Home ($250 SF, $25 LRMF only):
Annual Site kWh = Zero with a 3kW PV system modeled but not installed
2019 Code Home ($500 SF, $50 LRMF only):
Annual Site kWh ≤ Zero with a PV system installed

$500/unit for 30% or greater
Max incentive of $250,000
11. 50% Increase for both the base incentive and kickers
Total base incentive could be up to $5,625 with an
additional maximum kicker bonus of $2400
To qualify:
Rebuild of fire- and debris flow-damaged home
Remodel/renovation that requires stripping the house down to
the studs and a whole house energy model
Confirmed by the property APN
Enhanced CAHP
CAHP is an Energy efficiency and market-transformation program intended to capture above code savings, assist builders in overcoming the hurdles of the energy codes, and advance high performance design
Facilitates energy-efficient design and construction through incentives and design assistance
Program is funded by the CPUC
Educate the industry about where the next code is headed
Help the industry work toward meeting standards before they are required
Promote advanced building practices and efficiency measures to encourage early adoption and implementation
EDR is required for CALGreen Tier 3, ZNE
Homes cannot use the solar photovoltaic (PV) Offset to gain entry into CAHP
CAHP only applies solar PV for the 2019 code kickers
Permit-to-program rule applies
Applicable to all 2016 Code-permitted homes, starting 01/01/17
100% LED Lighting (EDR point – 0.5 inland, 1.0 coastal)
All hard-wired lighting needs to be LED and meet the requirements of JA8-2016
Home Energy Management System (SF) (EDR point – 0.5 inland, 1.0 coastal)
Must track multiple end uses within the home including all HVAC equipment and all plug loads
Must provide a method for the user to access energy-use information/ history via a user interface
Alternate compliance path: wire home so that no plug load, lighting load, or appliances share a common circuit
All ENERGY STAR® Tier II Appliances (MF only) (EDR point – 0.5 inland, 1.0 coastal)
All appliances are ENERGY STAR® Tier II. Must install refrigerator, dishwasher, & bathroom fan
Balanced IAQ ($100 SF, $25 MF):
Home installs a balanced IAQ ventilation system meeting ASHRAE 62.2
DOE Zero-Energy Ready ($400 SF, $25 LRMF only):
Home obtains Department of Energy Zero Energy Ready Home certification
A home may not claim both these, if they do both DOE and IAQ they will get 400
ENERGY STAR® Laundry Facility ($5 per machine MF)
Drain Water Heat Recovery ($200 per device MF)
Whole-house Fans ($100 SF only):
In accordance with the prescriptive requirements of 2016 Title 24 part 6
High-performance Attics ($200 SF only):
In accordance with the prescriptive requirements of 2016 Title 24 part 6, or totally sealed attics
High-performance Walls ($200 SF, $25 MF):
In accordance with the prescriptive requirements of 2016 Title 24 part 6
High-performance Fenestration ($200 SF, $75 MF)*:
All windows have a U-factor of ≤ 0.24
