PROFILE
A senior military officer, skilled diplomat and combat proven helicopter pilot with +3,000 flight
hours with a particularly robust operational and extensive international experience, I am a
genuine leader and an integrator of skills and assets able to translate strategy into action. Having
managed teams from several up to several thousands of multicultural individuals, particularly in
aeronautics, nationally and internationally, I have a strong personal record of achievements of
complex and ambitious projects, some of them in complicated, high pressure or dangerous
environments. Furthermore, thanks to a first-class education and a series of postings with higher
responsibilities, I have demonstrated a sharp ability to inform and make original and agile
decisions on a routine basis as well as in chaotic situations and to share my experience with
persons or organisations through training and advice.
KEY ACHIEVEMENTS AND CORE SKILLS
 Stakeholders relationships and influence: elaborated a French MOD doctrine to
strengthen relationships between the armed forces and civilian stakeholders in a sensitive
political period (2000-03); implemented policies and created from scratch a network of
high profile influential public and private stakeholders; directed and used appropriately
their influence through bespoke partnerships; as a Defence Attaché, based on an
extensive international network of friendships all over the world, identified and isolated
frictions and convergences and defined the most efficient ways and means to achieve
common strategic targets (2011-15).
 Strategic vision and innovation: designed innovative strategies to focus teams on
efficiency, value for money and overcome stovepipe culture with a particularly strong
record in intelligence, risk management and aeronautics (2008-10); delivered actionable
advice and security policy to high level political or operational organisations and
leadership (2006-08; 2010-11).
 Strategic leadership, people management and performance & organisation
optimisation: proved particularly effective in assuming all-round responsibilities to make
timely and appropriate strategic decisions with reference to people, budget, engagement,
security or policy (2008-10) eventually in harsh environments and with uncertain and
conflicting information (Chad 2008, Afghanistan 2010, Libya 2011); defined operational
and technical skills targets for all national combat helicopter units and managed
appropriately their training program (2006-08); refined yearly short-term and medium-term
concepts, doctrine and policy (2010-11); controlled in real time achievements and
capabilities and reported to Paris General Staff.
 Commercial and financial acumen: commanded a 370 acre base and managed the
training, support and administration – including HR, legal and finance - of a +1,700
personnel and 70 helicopters strong community; managed highly efficiently a +15 million
pounds budget and successfully restructured an operational formation in depth to
enhance outputs against higher pressure on budget and people (2008-10).
 Project and critical operations management: achieved strategic objectives in the
framework of a complex coalition, by leading a 300 people and 20 Attack helicopters-
strong unit against pro-Gadhafi forces (2008-10); bridged two French and British strategic
organisations and translated their national ambitions into common action (2003-06);
defined and implemented an offensive Public Affairs policy at strategic level (2000-03).
EMPLOYMENT EXPERIENCE
Military Attaché in the United Kingdom and in the Republic of Ireland 2012-2015
 In the framework of the Lancaster House Treaties, advised French and British Secretaries
of State and Ministers to strengthen strategic cooperation in a complex political
environment; enhanced the military interoperability between the two armed forces in
accordance with operational and political objectives at short, medium and long term;
 Set up an extensive network of diplomatic, political, intellectual, business, defence, public
and non-governmental contacts to support highly sensitive projects.
Helicopter Strike Force Commander (Libya) 2011
 Managed at strategic level, in the framework of a complex international coalition, the
deployment on short notice of 20 French Attack helicopters against pro-Gadhafi forces;
 Unlocked the serious situation on the ground and created the military and political
conditions for a Libyan national reconciliation as of July 2011.
Head of a Training Division (French MOD - Lille) 2010-2011
 Defined operational and technical skills for all combat helicopter units and managed their
training program; refined regularly concepts, doctrine and policy, controlled achievements
and capabilities at regimental level and above and reported to Paris;
 As Subject Responsible Officer advised the Commander Land Forces on the use of the
helicopter forces overseas; planned and supported all deployments worldwide.
French helicopter formation Commander (Afghanistan) 2010
 Commanded a team of 300 military personnel and 20 Attack helicopters in the East of
Kabul region;
 Provided French forces with 24/7 security from the air; supported the regional
commander’s operational decisions with appropriate advice to reach coalition objectives.
Air base Commander (Phalsbourg) 2008-2010
 Commanded a +1,700 personnel and 70 helicopters strong community and managed
successfully their training, support and administration; restructured the organisation in
depth to enhance outputs against higher pressures on budgets and people; provided
anytime and on short/very short notice helicopter support according agreements;
 Commanded a EU Multinational formation in Chad and the Central African Republic and
met EU ambitions to protect humanitarian corridors, refugee camps and the Eastern
Chadian border during the Darfur events.
Head of Operations (Nancy) 2006-2008
 Managed and controlled unit training, operational capability and deployability;
 As chief of Staff for Operations during 5 months in Kosovo of a 4,000 strong multinational
contingent, monitored a complex security situation, informed and supported directly all
local actors’ decisions.
Liaison Officer to the MOD (London) 2003-2006
 Provided complex subject matter expertise on Defence cooperation at French and British
heads of Armies’ strategic level;
 Bridged the two organisations and translated their national ambitions into common action.
Head of mission for Public Affairs (French Defence Ministry - Paris) 2000-2003
 Elaborated a French MOD doctrine to bridge the armed forces and civilian stakeholders
to deal with fears and uncertainties following the suspension of national conscription;
 Implemented policies and created from scratch a network of high profile influential public
and private stakeholders; directed and used appropriately their influence through bespoke
partnerships;
