A country in which Muslims are in minority
and disbeliever's are ruler.
A country in which Islamic law does not
followed but they have made their own
ruler system

Muslim country if he is unable
to follow Islam?
Translation
“Verily, as for those whom the angels take (in death) while they are wronging
themselves (as they stayed among the disbelievers even though emigration was
obligatory for them), they (angels) say (to them): “In what (condition) were you?” They
reply: “We were weak and oppressed on the earth.” They (angels) say: “Was not the
earth of Allah spacious enough for you to emigrate therein?” Such men will find their
abode in Hell — what an evil destination!”
[Al-Nisa’ 4:97]

8. Explanation
The basic principle is that it is not permissible for the Muslim to settle among
the mushrikeen where Muslims are poor oppressor and unable to follow
Islam.
Messenger of Allah says:
In the Sunnah, the Prophet (peace and blessings of Allah be upon him) said:
“I disown every Muslim who settles among the mushrikeen.”
(Narrated by Abu Dawood, 2645; classed as saheeh)

9. Can a Muslim live in
non Muslim country if he can
practice of Islam openly?
If Muslims are practice Islam openly then there is no need to
migrate toward Islamic state.
Prophet Muhammad (Sallallahu alaihi wa sallam) told the Companions in
Makkah:
‫حتى‬ ،‫صدق‬ ‫أرض‬ ‫وهي‬ ‫أحد‬ ‫عنده‬ ‫يظلم‬ ‫ال‬ ‫ملكا‬ ‫بها‬ ‫فإن‬ ‫الحبشة‬ ‫أرض‬ ‫إلى‬ ‫خرجتم‬ ‫لو‬ ‫لكم‬ ‫تعالى‬ ‫هللا‬ ‫يجعل‬
‫فيه‬ ‫أنتم‬ ‫مما‬ ‫فرجا‬.
Translation: It is good if you go to Abyssinia because the king of that land is
such that in his land nobody is oppressed. It is the best land until Almighty
Allah opens a better way for you.(sahi tarmizi )

10. Is it allowed to move
toward non Muslim
country for business?
Islam never prohibit to do business.
If Muslims are able to led their lives according to Islam
then they live in non Muslim country with out
compromising on Islamic traditions.
But If there is a fear that his second generation would
deviate from Islam then it is batter to live in Muslim
country. Because it is the duty of the parents to teach
morality to their child.

11. Is it allow in Islam to
migrate to non Muslim
country for education?
Education is a lost treasure of Muslim so Muslim
should get knowledge everywhere in earth.
Holly prophet(PBUH) says:
Sahi Bukhari bab-ul-Alim

12. Education has supreme importance in Islam.
Holly prophet(PBUH) freed the prisoner in the
reward of teaching 10 Muslims.
So migration for the seek of knowledge is
absolutely according to Islam if they practices
of Islam openly.

13. Can a Muslim follow
the non Muslim constituent?
A Muslim can follow the constituent of Islam
• If the constituent match with the commandment of
Allah and messenger of Allah.
• but if the constituent is against the Islam then it will
be rejected because Islam is the constituent of
Muslim.

14. Holly prophet(PBUH) says
If you see any oppression stop it by using
force.
• If you are you are unable then it stop by talk
• If you are ill to do it then curse it in your
heart it is the poorest stage of imam.(sahi
Muslim)
• It mean we should reject the constituent that
is contrary to Islam.
