3. 1- introduction:
Panjshir river basin, which is one of the basins under the Kabul River, is
located 120 km northeast of Kabul, a mountainous province with an area of
3610 square kilometers and an estimated population of 447,837 people. The
lowest flow rate of this river is 35 cubic meters per second and the highest
flow rate is The average is 217.1 cubic meters per second and the annual
inflow of this river is about 1.8 billion cubic meters. Among the causes of
floods in this basin, we can mention the destruction of the vegetation of
forests and pastures, environmental crises in the region and climate changes,
rising temperatures, continuation of droughts, changes in the rainfall regime,
and rising temperatures.
4. 2- Problem:
In Panjshir sub-river basin , floods have been destructive every year,
floods in rivers and flood plains are generally caused by various natural
factors. Heavy and short-term rains, light and long-term rains, melting
snow or a combination of melting rain and snow, and finally, in some
areas, the compression of broken ice are the main causes of flooding,
since there are many challenges in the area below the river. Panjshir,
including the lack of a suitable plan for flood reduction, lack of
planning for land use management, insufficient combined measures,
the need to create resilience against floods in regional and social
residential areas, lack of a suitable plan for the upper basin, lack of an
early warning system and Lack of public awareness is one of the main
causes of floods.
The floods occurred on the night of 14/15/2018 in Panjshir province

1- Where are the most vulnerable areas under the risk of floods in the Panjshir River Basin?
2-How to control and reduce floods in the Panjshir River Basin area?
6. 3- Methodology
The purpose of this project plan is to find a flood risk map for the area
under the Panjshir River using GIS data in ArcGIS environment. This
plan may have a causative effect on floods in the region, using it, it is
possible to calculate the flow (drainage network/river), height, slope,
land use/cover, road and rainfall intensity. This system is used in
checking the quality of surface water and estimating the physical
characteristics of basins, quantitative and qualitative checking of water
resources and runoff caused by precipitation and preparing a map of
floodplains, checking the hydraulic conditions of water flow.

There are various methods to control floods that are effective to a large extent in reducing the amount of injuries and damages.
Reforestation, creation of dams, construction of dams, reservoirs and flood channels are among some of these methods. In
general, flood control methods include two categories of structural methods (hard) and It is non-structural (soft).
1- Construction method of flood control:
The structural method of flood control is one of the most common flood control methods that countries invest heavily in. This
method is used before the occurrence of flood and in order to prevent its consequences.
2- Non-structural method of flood control:
It is said to be a method in which no physical structures are built to reduce the risks caused by floods. The purpose of this
method is to learn to live with floods instead of resisting them. The use of structural and non-structural methods together is
effective to a large extent in reducing the damages and consequences caused by floods.

Flooding can happen almost anywhere, so it is important to use a combination of discount and insurance coverage to protect yourself
against the risk of flooding that has become more severe with climate change. Properties are often affected by several types of water
throughout the year. and severe weather Learn how to protect your home from other types of severe weather hazards.
Analytic flood risk mapping (GIS) is a valuable tool for estimating flood-prone areas and helps water resource planners and decision-
makers focus on specific areas for more accurate flood risk assessment.
The geographic information system (GIS) method, which is used as a multi-criteria analysis, makes it possible to integrate several
elements under the two criteria of risks and vulnerability for flood risk assessment and mapping, and we can Manage properly and
provide solutions. . I suggest using construction and non-construction methods.
9. 6- Recommendation:
According to the analysis and mapping of flood risk areas, I recommend the following topics to manage and reduce its risks in
this sub-basin of the river.
1. Construction, investigation of dams and small dams in sub basins, especially in urban areas, to control and reduce flood
risks and water exploitation in agricultural land development and groundwater feeding.
2.Installation of digital early warning systems in vulnerable places and places that are more important
3. Biological and mechanical operations in order to strengthen the vegetation cover, protect the soil and increase the
permeability as a result of reducing the flooding potential of the basin.
4. Lack of construction of houses and development of irrigation areas on the banks of the river in order to reduce the
vulnerability, damage and other negative effects caused by natural hazards such as floods in the communities.
5.Information on aquifer management and flood distribution in order to effectively use the flood flow and reduce its damages
