6. I met Shri Pralhad Joshi Ji in 2014 when the Parliamentary
Committee members of Petroleum and Natural Gas had called my
Employer IOCL to Parliament for a presentation on Pipeline
scenario in India.
Since 2014, the Parliamentary committee has relied on me to give
periodic briefings on pipeline scenario in India.
Moreover, he has been a Mentor, and taught me stress coping
techniques like Meditation.
Apart from work , we frequently interact informally where he seeks
my inputs and opinion on certain schemes that he implements.

7. Some of the ideas I suggested in the Committee meetings have been
accepted and are being implemented by Oil Public Sector Undertakings of
India.
For e.g., Idea of using hooters and electric fences on pipelines to deter thieves.
Some other ideas are being debated vigorously at higher levels,
For e.g., using a single pipeline Joint venture to transport crude oil and products by a
group of companies, rather than each company separately laying parallel pipelines.
This will save capital expenditure for each of the companies.
Many times, during informal discussions, I have given a public perspective
on the pro poor initiatives.
For e.g., I once suggested to promote the government’s ‘LPG Give It Up campaign’ via
radio, to maximise its reach. Mr. Joshi was already contemplating the same and later
launched the same too. This saved a lot of avoidable revenue of the Government of
India. I helped in conducting market assessment or feedback of this initiative.

8. Successfully conducting the vital Parliamentary Committee
meetings, which take ‘Parliament to the people' and allow direct
contact between members of the public by a representative group of
Members of the House. Committees oversight and scrutinize the
Executive and contribute towards a better informed administration
and government policy-making process.
My analysis and suggestions regarding future pipeline proposals and
their expected ROI’s have been of great advantage to the
Parliamentary committee and it takes my opinion on critical matters
related to granting approvals to new pipeline projects.

9. 1. POSDCORB Management Strategy
(Planning, Organizing, Staffing, Directing, Coordinating, Reporting, and
Budgeting)
Planning : Mr. Joshi and I both examine the future and draw up plans of
actions. For example, his preparation of House Elections and my preparations
for my MBA entrance have similar approach.
Organizing : We both create a clear cut division and coordination of tasks. An
organizational structure should clearly define the division of labor, delegation
of authority and span of control. For example, he does so for delegation of
authority to bureaucrats, I do it during Manpower Planning, where I have to
decide the purpose and reason for using Manpower
Staffing : Main objective of Staffing is to manage various job profiles created
by organization and right people are staffed for the right roles. He and I both
do this well. For example, he does it when identifying volunteers and in turn
builds future leaders of India. I do it when preparing Manpower proposals to
identify the right skillset and number of resources required.

10. Directing : Directing is a continuous task of making decisions and
embodying them in specific and general orders and instructions and serving
as the leader of the enterprise. Directing includes Communicating,
Leading and Motivating. For example, he leads and makes decisions for
the people of one of the largest Parliamentary constituencies of India . I,
informally, mentor the unemployed graduates of my neighborhood, and help
them in making the right decisions.
Co-ordination : Unifying and harmonizing activities and efforts. For
example, he has to coordinate with all the other Ministries when finalizing a
policy which has inter-ministerial ramifications. In a similar manner, I have
to keep in touch with All India pipeline regional heads to collect inputs for
preparing Action Taken Reports of various meetings
Reporting : Reporting involves regularly updating the superior about the
progress or the work related activities. The information dissemination can
be through records or inspection. For example, he keeps the Petroleum
Minister abreast of the activities of the Parliamentary Standing committee
on Petroleum. I keep GM (Management Services) informed on the updates
of the Pipeline Management Committee meetings.

11. Budgeting : Budgeting involves all the activities that under Auditing,
Accounting, Fiscal Planning and Control. For example , he acts as a check
and oversight on of the Capital expenditure of the various Oil and Natural
gas sector companies in India. In Systems department , I used to coordinate
with Finance department , taking inputs, and estimate the ROI of various
pipeline projects
Apart from these, I have found a few more Similarities:
Participative decision making style: We both consult experts before taking a
course of action.
Goals : We both work with public welfare in our minds and hearts.
Team leadership: We enjoy building group sessions in which we are
leading the discussion
Openness: We are both open to feedback and suggestions from others

12. 1. Leadership style : Mr. Pralhad Joshi is more experienced than me
and has millions of followers, thus, using Charismatic authority
suits him, because of his great achievements and service to
humanity. But, I am a young officer in a governmental setup. At
this stage of my career, emphasis is less on charisma and more on
rational communication and informal authority.
2. Micromanagement : Mr. Joshi has to deal with a wide variety of
issues from Public grievances to complaints from Corporates about
policy paralysis. Thus, he does not need to delve into each issue a
lot. He has able bureaucrats for this. He just needs to have a broad
perspective of the same. On the other hand, my work is highly
specific. I have to delve for details and Micromanage all the
intricacies of Pipelines whether Manpower planning or Pipeline
material selection
Differences
13. Leadership : An instance I can recall is when during an important presentation,
he expected me to bring some of my experienced colleagues to assist me.
Instead, I came with few fresh recruits but I had prepared them well, so much
that they delivered excellent presentations. It’s said that a great leader creates
great leaders and, Thanks to his constant encouragement, I proved it that day.
Work Life Balance : He usually calls on me to play badminton with his family
and friends. Having seen him taking out time from his extremely hectic schedule
for family, I have developed this art of balancing work with other important
things in life.
Meditation : He once advised me to practice meditation. I heeded to his advice
and it has greatly benefitted me in gaining peace of mind and developing calm
temperament. For Example, many times during committee meetings, I am cross-
questioned on the slow progress of pipeline projects, but thanks to meditation,
every time I keep my cool and politely respond to all arguments with a smile.
Moral Values : He has acted as a mentor and helped me imbibe values like
Integrity , Discipline . Another important non-tangible achievement which I
have attained is the trust and support of a number of senior bureaucrats. possible
only because of the time and efforts he put in as well as his attitude towards his
co-workers.
