Utilizing the right people for the assessment is
key
Trained and qualified personnel carry out all aspects of the MOC
program. This would include personnel in human resources to
handle communications, training assessments and job description
updating if needed. Subject matter experts, backed up by their
training and job descriptions, to handle the technical aspects would
need to be engaged. Safety and health professionals as well as
environmental engineers, all backed by their training and job
descriptions, would also be included. Emergency response plans
may need to be reviewed as part of the process. A management
review needs to be concluded prior to the work ever beginning.

Editor's Notes
Ed Sattar- I am the CEO of 360factors, which is Regulatory Compliance Software and Advisory Services company. I’ve spent the past 15 years in the Regulatory Compliance policy making and workflow automation space, which essentially involved in building regulatory intelligence models and developing Software to scale and stream line compliance for corporations, agencies, consulting firms and regulators…. And glad to contribute
Automated control is much easier than controlling documents manually. Why run around the office, send emails, and chase down your documents when you can let procedure management software do it all for you automatically. Automation also improves the review-and-approval process, and eliminates defects and audit findings. Further, you will save time and increase efficiency…another thing automation helps you with is worklfow and Management of change where a safe operating procedure can be send in for approval and editing to managers and co workers and get their sign off before a procedure is released and implementedConsistent Style- According to 30 CFR 250.1913 , there are minimum sets of requirements with respect to procedures with each operation and its lists key elements that should be part of the procedure such job title, safety and environmental consequences etc… Here is another common problem that also occurs- Standard operating procedure for verifying SEMS Safe Operating Procedures and Practice verification are on many occasions being signed off by unqualified personanle in charge who do not have the technical expertise to properly evaluate the procedures – how do you address that…..a sophisticated policy and Procedure management system will allow you to policy template and standardized frameworks that people use to ensure consistency in style and languageIf you have to comply with BESEE or OSHA, a sophisticated system will enable you to be audit readyOne of the SEMS requirement is to demonstrate that the policy and procedures were communicated and accessible to all employees involved in the operations through software system and changes to the procedures were documented and communicated to responsible personnel. This is exactly what a SaaS based policy and procedure system will allow you to do.Training- In a manual policy and procedure environment, how are we verifying that all personnel onboard the facilities understand the operating procedures and safe work practices other than their signature on a piece of paper. A sophisticated system would allow you to convert a policy , procedure or a document into a training module and create knowledge assessment checks to ensure people read and understand the procedure
Competency Management and Training should also be addressed as a part of your management of change. There are several tools and Learning Management Systems out there that can help you with the compplexity of employee, contractors and sub contractor training records and completionsIn the PREDICT360, training and Learning Management is part of the management change process as a result of competency gap analysis or hazard analysis.
Here is an example of how you can automate a SEMs audit at an annual basis, or you can do an audit once a month on each element or field people can do PINC tracking AuditBased on your results of your audit, can you take your preventive and corrective action in the form of training, either create an issue or task or an alert
