• Step 1: Organization posts a project inviting learners to submit proposals to solve a specific
problem (i.e., an RFP)
• Step 2: Learners join the project and engage in collaborations to inform proposal creation
• Step 3: An engaged subset of learners actually submit proposals
• Step 4: Organization evaluates proposal submissions and provides feedback to learners,
selecting one (or several) for implementation
• Step 5: Organization formally invites learner(s) submitting winning proposals to join as
Independent Contractors to implement the proposed solution for a fixed fee
