What is the Budget problem?• Declining Revenues – Total Revenue in Operating Fund is at FY 2006 level – Current Property Tax Revenue is less than FY 2005 (dropping values & tax rate)• Increasing Costs – Increased cost of consumables (fuel, utilities & chemicals) – Increase benefit costs (pension & health insurance)

How has the problem been addressed? 3-Pronged Approach:• Identify long-term operating efficiencies – Technology – Partnering – Re-organization• Increase and/or preserve Revenue – Increase fees• Service reductions and/or eliminations – Conduct Public Engagement – Look at all programs that are not mandated
