“……waste or unreasonable use ….. be prevented, and that the conservation of such waters is to be exercised”

Water Demand Management Measures: Water Management Grant or Loan Funds (2007, AB 1420) –
Conditions eligibility for water management grants or loans

The Water Conservation Act of 2009 (SBx 7-7) –
Requires urban retail water providers to achieve a 20% reduction in per capita water use by 2020

19. Regional Alliance Under SBx7-7
•
Under SBx7-7 (20% by 2020) retail water suppliers are able to join one or more Regional Alliances
•
Benefits of a Regional Alliance
It serves as an insurance policy for local compliance
No added risk to retail agencies
The entire Alliance benefits from regional investments such as conservation & recycled water
Regional Alliance reporting can be done by MWDOC
MWDOC provides annual monitoring for Regional Alliance and individual retail agency compliance 19
20. Calculating a Regional Alliance
•
Two step process to calculate a regional compliance target
1.
Each retail water agency must first calculate their individual target
2.
Individual targets are then weighted by population and averaged over the Regional Alliance 20
21. Determining Compliance
•
Provides multiple ways to win
•
If the Regional Alliance successfully meets its compliance target
All agencies in the alliance are deemed compliant regardless of individual performance
•
If the Regional Alliance fails to meet its compliance target
Each individual supplier will have an opportunity to meet their targets individually 21
22. Data Reporting for a Regional Alliance
•
The OC Regional Alliance is included in MWDOC’s regional UWMP
MWDOC provides all the required reporting, and retail agencies simply cite that they are part of the Regional Alliance in their individual UWMPs
