Training & Counseling for Prison Staff:
• Most of the prison staff is insensitive and
untrained to deal with prison inmates
• In most of the prisons, there is absence
of a female superintendent or deputy
superintendent or welfare officer.
• The wardens are poorly trained to handle
the problems of the inmates and their
mind set is biased as they consider all
prison inmates "criminal".
• Regular sensitization and awareness
creation workshops for the prison staff.
• Appointment of a female deputy
superintendent or head warden with
proper training.
• Appointment of welfare officer on
compulsory basis.
• Proper induction and orientation of
prison staff on regular basis.
Observation and Recommendation based on two decades
experience of working inside prisons
( Tihar, Gurgaon & now Faridabad and Ghaziabad )
18. Legal Awareness: Recommendations
• The whole legal system is very sluggish and
no time frame is drawn as far as judgments
are concerned.
• As a result there are numerous persons
languishing in the prison without any
evidence of their involvement in any crime as
under trails and leading to over-crowding.
• In many cases when bail has been granted
the individual is forced to stay incarcerated as
there is no one to pay guarantee due to
poverty.
• Setting up of more Lok-Adalats/Fast Track Courts
so as to expedite the cases.
• Frequent visit by lawyers under the supervision of
session judge, CJM with timely update to both and
the superintendent.
• Awareness workshops for inmates to bring
transparency and create awareness/educate
inmates about their cases by legal experts/NGO’s
• Proper govt. intervention/ support/scheme for
those who cannot pay assurance amount or
guarantee money.
• Except Tihar there is no system or transparency in
case of inmates getting accurate information about
their case details, court date schedule or
information about their parole or furlough.
19. Vocational Training and Skill
Enhancement Options for the Inmates:
Recommendations
• Lack of vocational training and skill
enhancement opportunities for the female
inmates
• A network of NGO with their expertise
should be invited to prison to work with the
prison inmates
• More private and public participations for
vocational trainings and skills enhancement
of the female inmates.
Counseling Sessions for Inmates:
• Lack of professional staff like psychologists
and psychiatrist in special cases
• Appointment of professional staff for expert
counseling or visits from such professional
team for specialized support for such cases.
20. Health Care Education: Recommendations
• Delay in Medical treatment and only one
type of medicine is provided in all ailments.
• No health care awareness or education is
given to the poor and uneducated inmates
• Even inmates with communicable and
infection inducing diseases are kept without
segregation.
• Appointment of more doctors especially
female ones with the active participation
from private hospital for regular medical
checkup and their regular visits.
• Regular health awareness and medical
camps in partnership with voluntary
organizations and private hospitals.
• Separate cells/ward for such inmates.
Proper Schedule of Reformation activities:
• No proper time table or schedule in any
of the prisons for reform activities in
female wards
• Proper time table and reformation
room/centre for all such activities in all the
prisons
21. After Care services for the Children of
prison inmates :
Recommendations
• In our 20 years of working in different prisons
with women inmates and their children, we
found a total lack of any system/service for
this socially challenged group.
• Special provision for this group of children in
Govt. running vocational institute with
accommodation facility.
• Issue special medical insurance cards for
these children to meet the health needs in
private hospitals.
• Increase the accessibility of Govt. schemes,
training programs and other benefits for the
holistic development of the children of
prisoners.
Coordination amongst all NGO’s working for Prison reforms:
• Lack of coordination amongst NGO’s working
inside prisons
• Evolve a system wherein different NGO’s with
their expertise work in tandem for the
betterment of the inmates so as to minimize
replication of similar work/training.
22. Follow up Network after release Recommendations
• Lack of post release schemes for the female
inmates and their children
• Government schemes like short stay
home/hostel for the female inmates and
distribute seed money to restart their life
after release.
• Encourage NGO's all over India to set up
their unit for crime affected families and
children.
