resourced communities around the country,
Ensure the program goals, objectives as well as fiscal integrity of National Programs in areas such as
mentoring, relationship and marriage education, housing counseling and capacity building services, managing
grant and capacity building funds in six states across the country. Oversee, manage and execute five federal
grants across 12 sites around the country.
NUEVA ESPERANZA / ESPERANZA USA, Philadelphia PA 2002-2005
National Programs Developer
Developed, launched, and directed comprehensive training programs as part of the $2.5M, three-year
Compassion Capital Fund Grant, established to build organizational capacity, increase sustainability,
promote partnerships/collaboration, and improve the overall health of faith- and community-based
organizations across six U.S. cities comprising Region V.
• Brought the resources together that enabled 70%+ of organizations in the cohort to apply for and
receive grant funding, which enabled expansion of their management capacity and strengthened
support for their community-based missions.
• Coordinated the efforts of over 12 external consultants tasked with assessment of training needs and
design of bilingual program curricula. Outlined quality standards guiding program dissemination and
the quality of service delivery provided by consultants.
• Formulated HIV/AIDS programming and education/training for rollout to thousands of individuals in
Hispanic communities and faith-based organizations over five states (CA, FL, NY, NJ, PA). Program
still in action today as Pacto de Esperanza (Pledge of Hope).

government entities. Author grant proposals, facilitate planning and community assessment meetings,
and provide review and recommendations of children’s health programs for state and federal funding.
• Co-wrote a grant proposal on behalf of Temple University’s Kornberg School of Dentistry seeking
funding for development of a community dental health center and expansion of program curriculum.
• Co-founded the Arizona chapter of Latinos in Planning for the American Planning Association;
organized and facilitated quarterly regional meetings, expanded marketing efforts with creation of

- Drove introduction of performance and accountability standards and detailed criteria with which to

• Co-led a high-profile task force of strategic partners, i.e. the KIDS Integrated Data System developing
research and evaluation research to support public health, social and educational services for children.
Facilitated collaboration with Philadelphia School District and Philadelphia Youth Network to devise
strategies to reduce the City’s 53% high-school dropout rate.

Led planning, timeline development, and rollout of programs and proposals, including the Move to Work
campaign. Managed 40 staff; controlled a $17M operating budget as well as 4 individual program budgets
for social services and Head Start programs.
• Evaluated performance, compliance, and effectiveness of social-service subcontractors enlisted for
HUD-funded grant program HOPE VI, established to support broad scale revitalization initiatives of
inner-city public housing communities.
• Ensured compliance, quality assurance for effective program delivery, and multi-stakeholder
satisfaction for federal Head Start programs by defining and instituting best-practice policies and

• Developed a first-ever cultural competence policy and curriculum from scratch that proven vital in
improving communications between the Public Health Department and affected populations. Policy
and programming was deployed across multiple municipal human service agencies.
- Surveyed local Indian Health services and professionals to determine what support measures
were needed to overcome barriers in providing adequate services to clients from affected
populations.
- Created a multi-pronged program that included basic foreign-language instruction, field and
administrative support, and leadership development for rising managers/administrators.
