plans were prepared and village level DRR plans were incorporated in Annual socio-
economic development plans of communes and district. 20 PVA facilitators from the
community were well trained.
 With the Participatory livelihood analysis, effect of climate change in agriculture and
community adaptations for such changes were well captured with the improved
analysis tool of PVA
 12 rescue teams with 65 members were trained, equipped and rescues teams were
accepted as an official structure in emergency response of the Vu Quang district
administration. Village Disaster reduction committees were established and now
functioning as village level arm of storm & flood control committee of commune
 Innovative disaster mitigations structures were constructed in the disaster prone
schools.
 Communities were well capacitatedand all households were wellprepared for disasters
and there were not any human causality and very less property damages during the
typhoon Ketsana and in subsequent floods
 As a member of Join Advocacy Network Initiative (JANI) of DIPECHO partners, an
innovative media campaign on DRR was planned and conducted. 20 journalists were
well trained in DRR journalism
 Conducted national level advocacies and an regional sharing workshop on DRR

recovery and targeting and coverage was done well.

 Strong perspectives on DRR, Human Security, and Women’s Rights and HIV/AIDS

 A community driven livelihood development process based on “threshold level income”
was designed and implemented across eastern & southern provinces. This was a novel
approach in livelihood development
 A citizens’ report on fisheries livelihood policies in Sri Lanka were produced.

 14 days training module to train the business counselors with psychosocial insight was

 A training module for SME Development Banking for the staff of Bank of Ceylon was

Micro Finance, Livelihood and coastal community development:
 Team Leader for establishment of alternative income generating activities for coastal
resource abusersatHambantota IntegratedCoastalZone Management Project-SriLanka.
This assignment included selecting resource abusers, entrepreneurship development,
technological enhancement and setting up of a revolving fund (RF) for 125 beneficiaries
and RF was Rs.2.5 million (from 2002 to 2004). Under this program, systems and
procedures for RF and a new methodology to assess the Participatory Financial
Institutions (PFIs) was developed. (Norway Project)
 Team Leader for alternative livelihood assessment of coastal Zone of Hambantota
District Under Rekawa,Ussangoda,& Kalametiya area biodiversity conservation project
(GEF /RUK Project) under Coast Conservation Department.Target group involved 600
of resource abusers. (2003)
 Team Leader for providing alternative income generating activities for 100 resource
abusers under GEF/RUK project & setting up of a revolving fund. In this program, PFIs
were selected and established successfully a Revolving Loan Fund of LKR 4 million.
 Worked as a consultant in Self-Help Program for Women in North Western province,Sri
Lanka- 1992/1993. This was a poverty alleviation program and my duties involved agro
based enterprise development. I was able to implement a successful micro finance
scheme under this program.
Aquaculture and fisheries development
 Founder of Aquaculture Services Centre (ASC) of North Western Province that is the
first ever State Sector extension service for shrimp industry in Sri Lanka aiming
revitalization of ill-fated shrimp industry in environmentally sustainable manner. (This
project was implemented as an outcome of My M.Sc Thesis.) The ASC now is the only
state sector extension service dedicated for shrimp farmers in Sri Lanka. ASC servesthe
inland fresh water fish farming sector in providing technical advices as well as seed
materials
 Consultant for establishment of the Global Feed (Pvt) Ltd. Aquaculture Laboratory, at
Chilaw that is the first ever private sector laboratory using modern bio-technology for
diseases diagnosis of shrimps, in Puttalam District, Sri Lanka
 Member of team that conducted “Potentiality Survey for Inland Fisheries Development
in Matale District, Sri Lanka”. (For REAP-Matale)
 Member of team that prepared the Code of Good Practices for Shrimp Industry in Sri
Lanka. (FAO-NARAProject). The Code of Good Practiceswas developed for making
shrimp industry an environmentally sustainable.

Village Disaster reduction committees were established and now functioning as village level arm of storm & flood control committee of commune  Innovative disaster mitigations structures were constructed in the disaster prone schools.  Communities were well capacitatedand all households were wellprepared for disasters and there were not any human causality and very less property damages during the typhoon Ketsana and in subsequent floods  As a member of Join Advocacy Network Initiative (JANI) of DIPECHO partners, an innovative media campaign on DRR was planned and conducted. 20 journalists were well trained in DRR journalism  Conducted national level advocacies and an regional sharing workshop on DRR  Represented AAV in Disaster Management working group and Climate Change working group of Vietnam

Position: Team Leader- South and Thematic Head for Livelihood Development From 01.08.2005 to 31.10.2008 Organization: ActionAid International Sri Lanka, 141/10, Isipathana Mawatha,Colombo-5, Sri Lanka Major duties:  Responsible for the annual budget of GBP 1.0 million for the South Region Tsunami response Program (Funded by DEC).  Lead the livelihood program across 6 districts in EAST & SOUTH Provinces  Managing the Program Support Unit Hambantota for all Tsunami related community based relief and rehabilitation activities with special focus on livelihood and local economy rebuilding in Hambantota District  Directing program focus towards women’s rights, mainstreaming, HIV/AIDS and Human security into the program, ensure education rights of target communities  Annual planning of programs, & budget preparations  preparation of participatory village development plans  Supervising, guiding and capacity building of the staff of PSU,and partner organizations  Monitoring program in Disaster Response and finance.  Planning implementation of AASL livelihood program across six districts.  Livelihood policy advocacy works with civil society movements.  Coordination with government and other stakeholders  Member of AAI Emergency Fast Action Support Team (EFAST) Achievements & accomplishments:  The humanitarian principles were strictly in place for all phases of the program  100% budget achievement with well-maintained program quality.  Transparency and accountability mechanisms were in place, community capacity was built in social audits and program monitoring  17,000 families were supported in livelihoods,  165 permanent houses constructed  Strong perspectives on DRR, Human Security, and Women’s Rights and HIV/AIDS were developed in the program.  A community driven livelihood development process based on “threshold level income” was designed and implemented across eastern & southern provinces. This was a novel approach in livelihood development  A citizens’ report on fisheries livelihood policies in Sri Lanka were produced.  Recently designed and implemented campaign on “People’s Solution to Food Crisis” in Sri Lanka with people’s movements.

Achievements/ accomplishments Micro Finance, Livelihood and coastal community development:  Team Leader for establishment of alternative income generating activities for coastal resource abusersatHambantota IntegratedCoastalZone Management Project-SriLanka. This assignment included selecting resource abusers, entrepreneurship development, technological enhancement and setting up of a revolving fund (RF) for 125 beneficiaries and RF was Rs.2.5 million (from 2002 to 2004). Under this program, systems and procedures for RF and a new methodology to assess the Participatory Financial Institutions (PFIs) was developed. (Norway Project)  Team Leader for alternative livelihood assessment of coastal Zone of Hambantota District Under Rekawa,Ussangoda,& Kalametiya area biodiversity conservation project (GEF /RUK Project) under Coast Conservation Department.Target group involved 600 of resource abusers. (2003)  Team Leader for providing alternative income generating activities for 100 resource abusers under GEF/RUK project & setting up of a revolving fund. In this program, PFIs were selected and established successfully a Revolving Loan Fund of LKR 4 million.  Worked as a consultant in Self-Help Program for Women in North Western province,Sri Lanka- 1992/1993. This was a poverty alleviation program and my duties involved agro based enterprise development. I was able to implement a successful micro finance scheme under this program. Aquaculture and fisheries development  Founder of Aquaculture Services Centre (ASC) of North Western Province that is the first ever State Sector extension service for shrimp industry in Sri Lanka aiming revitalization of ill-fated shrimp industry in environmentally sustainable manner. (This project was implemented as an outcome of My M.Sc Thesis.) The ASC now is the only state sector extension service dedicated for shrimp farmers in Sri Lanka. ASC servesthe inland fresh water fish farming sector in providing technical advices as well as seed materials  Consultant for establishment of the Global Feed (Pvt) Ltd. Aquaculture Laboratory, at Chilaw that is the first ever private sector laboratory using modern bio-technology for diseases diagnosis of shrimps, in Puttalam District, Sri Lanka  Member of team that conducted “Potentiality Survey for Inland Fisheries Development in Matale District, Sri Lanka”. (For REAP-Matale)  Member of team that prepared the Code of Good Practices for Shrimp Industry in Sri Lanka. (FAO-NARAProject). The Code of Good Practiceswas developed for making shrimp industry an environmentally sustainable.  A member of Task Force for Revitalization of Shrimp Industry at Ministry of Fisheries and Aquatic Resources (1997-2001)

This assignment included selecting resource abusers, entrepreneurship development,technological enhancement and setting up of a revolving fund (RF) for 125 beneficiaries and RF was Rs.2.5 million (from 2002 to 2004). Under this program, systems and procedures for RF and a new methodology to assess the Participatory Financial Institutions (PFIs) was developed. (Norway Project)  Team Leader of Consultancy Team for alternative livelihood assessment of coastal Zone ofHambantota DistrictUnderRekawa,Ussangoda,& Kalametiya area biodiversity conservation project (GEF /RUK Project) under Coast Conservation Department. Target group involved 600 of resource abusers. (2003)  Team Leader of Consultancy Team for providing alternative income generating activities for 100 resource abusers under GEF/RUK project & setting up of a revolving fund. In this program,PFIs were selected and established successfully a Revolving Loan Fund of LKR 4 million.  Consultant in Self-Help Program for Women in North Western province, Sri Lanka- 1992/1993. This was a poverty alleviation program and my duties involved agro based enterprise development. I was able to implement a successful micro finance scheme under this program.
