Chemisto Satya Ali is a seasoned development professional with over 18 years’ experience in
Water, Sanitation and Hygiene sector. He has also worked with cross-border peace building and
conflict resolution initiatives in the East African Region. Chemisto is a social scientist by
background, which he has applied in diverse settings. He has facilitated the review and
development of strategic plans for national and international organisations. He has developed a
strong network with both civil society and government, developing capacities using a variety of
approaches. He has demonstrated expertise in organizational and institutional development,
action research and policy analysis and development. He managed Girls in Control-Menstrual
Hygiene Management Project of SNV from 2014 to November 2015. Earlier, he managed the
civil society component of the UNICEF/Embassy of the Kingdom of the Netherlands (EKN)
funded Community Empowerment Program and coordinated the multi-partner Mobile Phones for
Water (M4W) initiative under SNV-Netherlands Development Organistion. Chemisto earlier
completed assignments in the Lake Victoria Region of Kenya, Tanzania and Uganda where SNV
worked in consortium with UNESCO-IHE-Institute for Water Education, Federation of Canadian
Municipalities and Gender and Water Alliance to implement a capacity building program for
institutions and human resources at local and regional governments and civil society for the
sustainability of improved water and sanitation services. Chemisto worked with ActionAid
International Uganda as a Regional Coordinator and supported civil society organisations and
Government on peace building and conflict resolution, while he also had a stint with the
government in Ministry of Water and Environment under the Rural Water and Sanitation
(RUWASA) program. He has published papers and attended a number of international
conferences.

The Senior WASH Advisor is a member of the WASH team in the Country Program and advices management in
general on matters regarding strategy development. The senior advisor develops national level activities and
participates in (inter)national networks, meetings and conferences on behalf of SNV.
Major Responsibilities:
 Strategic Positioning: Lead the sectoral work to boost quality, visibility, applicability and up-scalability of
SNV expertise in the country and to position SNV Uganda as a knowledgeable organisation with a clear
profile and focus.
 Network Development: Develop, expand and maintain effective and efficient(local) networks with relevant
stakeholders (clients,partners,etc.) and facilitates sector coordination for jointaction,mutual learningand
scaling up
 Resource Mobilisation /Program Development: Lead program development and resource mobilisation
activities, and actively manages relations with donors and partners active in the WASH sector
 Advisory Services:Act as thelead advisor of a number of WASH clients and guideadvisory teams to prepare,
implement and monitor assignment agreements, including involvement of other disciplines
 Review and Evaluation of Advisory Services: Conduct progress monitoring, assignment reviews and MOU
reviews with clients and partners, and leads the collective learning in this.

Achievements
1. Spearheaded the inter-sector collaboration and networking in SNV Uganda that ensured that resources were
efficiently and effectively used. This involved the coordination of sectors of Water, Sanitation and Hygiene
and Education plus Renewable Energy and ensuring that a harmonized operation plan was developed and
used to guide implementation of work
2. Was at the forefront of developing partnership and developing proposals for resource mobilization. This
included initiating and establishment of relationships with UNICEF, UN-HABITAT, European Union Water
Facility (EUWF) WaterAid Uganda, Ministry of Water and Environment and Network for Water and Sanitation,
to mention a few.
3. Establishmentof the Multi-stakeholder platforms for Kapchorwa,Soroti, Kumi and Mbalethat facilitated the
implementation of Water, Sanitation and Hygiene programs
4. Initiated the establishmentof a Regional Framework for Eastern Uganda for the planningand implementation
of integrated water resources management programs
5. CollaboratingUganda’s armof the development and implementation of capacity buildingprogramof the East
Africa Region’s Lake Victoria Water and Sanitation Initiativewith UN-HABITAT to support11 Towns including
4 from Uganda. This program is still on-goingand plans to expand to reach out to an additional 15 towns to
bring the number to 25 are under way with funding from African Development Bank. The countries to be
covered are Rwanda, Burundi, Kenya, Tanzania and Uganda.
6. Initiated and supported the Water and Sanitation Alliance(SAWA) for promoting knowledge management and
Learning involving WaterAid, SNV-Netherlands Development Organisation, Uganda Rainwater Harvesting
Association, Network for Water and Sanitation (NETWAS) and Uganda Water and Sanitation NGO Network
7. Enhanced the SNV Knowledge development, brokeringand networking potential by facilitatingprocesses that
enhance learning, sharing and documentation of practices in the sector across Eastern and Southern Africa
Region.
8. Successfully planned and executed the capacity building program for Technical Support Units in Ministry of
Water and Environment which consequently reached out to over 100 districts improvingaccessto safewater

Program Co-ordinator – Eastern Region for Kapchorwa
This is a management position that entails leadingand coordinatingthe programs of a team of Program Officers.
It involves strategic leadership; program development and implementation plus financial management. I was
initially based in Kapchorwa. However, at the beginning of this year this job was redesigned. The location was
shifted to Mbalewhere I am now based. I work in Kapchorwa for 2 weeks in a month and thereafter the remaining
2 weeks are dedicated to supporting program work in the other 4 Field offices in the Region.
Key Result Areas – Coordinator Kapchorwa – Based in Mbale
 Supervisethe development, implementation and review of the Development Initiativeplans and budgets and
participate in strategic regional influencing work.
 Take lead in raising and monitoring resource utilization at the Development Initiative level and support
fundraising initiatives at the regional and national levels.
 Spearhead documentation and share the impact and learning from alternative models and best practices
emanating from program implementation in the Development Initiative.
 Guide the identification and implementation of Development Initiative level research and support
regional/national research agenda for program improvement and policy influencing work.
 Lead the design of advocacy agendas in theDevelopment Initiativeand influencepolicy makers to putin place
and ensure the implementation of pro-poor policies at the Development Initiative, regional and national
levels.

Achievements
 Successfully presided over the Region duringthe absenceof the substantiveRegional ProgramManager. This
involved leading and coordinating the programs of a team of Policy Analysts; Regional Finance Officers and
Development Initiative Coordinators
 Oversaw the successful Regional launch of the HungerFREE Campaign
 Successfully mobilized resources for the Girki Refugees following proposals that I wrote and submitted to
different potential donors. This has enabled the return of over 1000 people and ensured access to basic
services in health and water plus providing a framework for food security
 Supported Katakwi Team to carry out the assessment of the flood situation and developing fundable
proposals;supported theInter-districtDisaster Appeal team to develop concrete appeal to government to aid
the flood victims in Teso Region
 Was part of East Region team that developed the Three Yea Rolling Plan – 2008-10
 Actively supported East Region’s and Country Programefforts in resourcemobilization. Was at the forefront
of working on the Wood’s Banana Proposal;been at the forefront of the Christmas Appeal; been part of the
team on SIDA-WRAP Proposal.
 Was partof the team from ActionAid that prepared for and participated in the World Social Forumin Nairobi
in January 2007.
 Spearheaded the development of National Strategic Framework on Human Security in Conflict and
Emergencies for ActionAid Uganda which is currently in draft format.
 Supported Country Program Efforts in Human Resource Recruitment and training
 Facilitated the process of undertaking the study on Cattle Rustling in Eastern Uganda. This study forms the
basis for our policy work in the region
 Rejuvenating the functioning of Thinking Groups and particularly that of the Human Security in Conflict and
Emergences Thinking Group. I am presently the head of this Thinki ng Group in Eastern Region.
 Spearheaded the understanding and redefinition of the ‘Karamoja Cluster’ to include a broader spectrum of
people affected by the conflictdue to cattle and other livestock raidingin Uganda,Kenya,Sudan and Ethiopia
during a networking workshop that was held in Lodwar Turkana
 Contributed actively in the job competence profilingworkshop that redefined job roles in ActionAid Uganda.
This was in line with the adoption of the new country strategy for 2006-20011.
 Facilitated in the process reviving human resource morale in ActionAid Uganda - Kapchorwa District
Development Initiative through staff appraisals, performance management; and re-allocation of functions
 Developed the Three Years’ Plan for Kapchorwa District Initiative – ActionAid Uganda
 Actively participated in the development of the Media Strategy for the Eradication of CattleRaidingin Eastern
Region
 Developed a new strategy for the implementation of the Ngenge Irrigation Scheme Project for rice growing.
This involved hiring a firm to develop an appropriate design for Ngenge intakes
 Contributed to the revitalization of thinking and working groups in ActionAid Uganda – Eastern Region
 Supported the process of reviewing the ActionAid Uganda Country Strategy Paper 2001-2005
 Facilitated and participated in the process of developing the 5 years’ strategic country direction 2006 -2011
and the development of the Country Strategy Paper 2006-2011.

Working in 3 of the 13 Districts in the Project area my responsibilities included:
 Participating in the development of the Project annual work plan;

He has also worked with cross-border peace building and conflict resolution initiatives in the East African Region. Chemisto is a social scientist by background, which he has applied in diverse settings. He has facilitated the review and development of strategic plans for national and international organisations. He has developed a strong network with both civil society and government, developing capacities using a variety of approaches. He has demonstrated expertise in organizational and institutional development, action research and policy analysis and development. He managed Girls in Control-Menstrual Hygiene Management Project of SNV from 2014 to November 2015. Earlier, he managed the civil society component of the UNICEF/Embassy of the Kingdom of the Netherlands (EKN) funded Community Empowerment Program and coordinated the multi-partner Mobile Phones for Water (M4W) initiative under SNV-Netherlands Development Organistion. Chemisto earlier completed assignments in the Lake Victoria Region of Kenya, Tanzania and Uganda where SNV worked in consortium with UNESCO-IHE-Institute for Water Education, Federation of Canadian Municipalities and Gender and Water Alliance to implement a capacity building program for institutions and human resources at local and regional governments and civil society for the sustainability of improved water and sanitation services. This involved the coordination of sectors of Water, Sanitation and Hygiene and Education plus Renewable Energy and ensuring that a harmonized operation plan was developed and used to guide implementation of work 2. Was at the forefront of developing partnership and developing proposals for resource mobilization. This included initiating and establishment of relationships with UNICEF, UN-HABITAT, European Union Water Facility (EUWF) WaterAid Uganda, Ministry of Water and Environment and Network for Water and Sanitation, to mention a few. 3. Establishmentof the Multi-stakeholder platforms for Kapchorwa,Soroti, Kumi and Mbalethat facilitated the implementation of Water, Sanitation and Hygiene programs 4. Initiated the establishmentof a Regional Framework for Eastern Uganda for the planningand implementation of integrated water resources management programs 5. CollaboratingUganda’s armof the development and implementation of capacity buildingprogramof the East Africa Region’s Lake Victoria Water and Sanitation Initiativewith UN-HABITAT to support11 Towns including 4 from Uganda. This program is still on-goingand plans to expand to reach out to an additional 15 towns to bring the number to 25 are under way with funding from African Development Bank. The countries to be covered are Rwanda, Burundi, Kenya, Tanzania and Uganda. 6. Initiated and supported the Water and Sanitation Alliance(SAWA) for promoting knowledge management and Learning involving WaterAid, SNV-Netherlands Development Organisation, Uganda Rainwater Harvesting Association, Network for Water and Sanitation (NETWAS) and Uganda Water and Sanitation NGO Network 7. Enhanced the SNV Knowledge development, brokeringand networking potential by facilitatingprocesses that enhance learning, sharing and documentation of practices in the sector across Eastern and Southern Africa Region. 8. It involves strategic leadership; program development and implementation plus financial management. I was initially based in Kapchorwa. However, at the beginning of this year this job was redesigned. The location was shifted to Mbalewhere I am now based. I work in Kapchorwa for 2 weeks in a month and thereafter the remaining 2 weeks are dedicated to supporting program work in the other 4 Field offices in the Region.
