9. REASONING
Institutional support, through provision of funding
for APCs, will be based on criteria aligned with the
University’s strategic goals, specifically with respect
to enhancing the University’s international
reputation through recognition and impact of its
research. This means that support will be provided
for articles to be published in recognised, peer-
reviewed, international OA journals of high quality.

10. WEBOMETRICS
The original aim of the Ranking was to promote Web
publication. Supporting Open Access initiatives, electronic
access to scientific publications and to other academic
material are our primary targets.

13. PUBLICATION FUND POLICY ISSUES
• Eligibility – faculty staff; researchers; postgraduate students.
• Co-authors (national vs. international).
• A pre-determined publication list of Open Access journals.
• Pre-funded research – e.g. grant, donor or faculty funding that
includes publication fees.
• Partial funding – only funding a percentage of the APCs (60%).
• UP publications – exclude articles published
in University of Pretoria Open Access Journals.
• Publication dates – only articles published
within the most recent calendar year.
• No embargoes (or other time restrictions).
14. SUGGESTED UP MODEL
A UP (Open Access) Publication Fund
earmarked with R2.9m for 2014
R900 000 for BMC + R2m
• obtained from the Library’s Information Resources Budget (capital
budget) for 2014
• to be administered by the Open Scholarship Office
• within the parameters of a Publication Fund Policy
• with the necessary divide to ensure funding throughout the year.
Sustaining this Publication Fund will
require additional funding annually
