Course Syllabus
Course Description
Examines relationships and issues in personnel administration
and human resource development within the context of fire-
related organizations, including personnel management,
organizational development, productivity, recruitment and
selection,
performance management systems, discipline, and collective
bargaining.
Course Textbook(s)
Ward, M. J. (2015). Fire officer: Principles and practice
(Enhanced 3rd ed.). Burlington, MA: Jones & Bartlett.
Course Learning Outcomes
Upon completion of this course, students should be able to:
1. Identify and explain contemporary personnel management
issues.
2. Explain potential personnel management issues.
3. Classify the collective rules, procedures, laws, and policies
that relate to personnel management issues.
4. Analyze simple/complex personnel management issues from
recruitment to retirement.
5. Formulate recommendations and solutions to personnel
management issues.
6. Explore organizational development and leadership styles and
how they relate to personnel relationships.
Prerequisite(s)
No prerequisite courses are required by CSU for enrollment in
this course.
Credits
Upon completion of this course, the students will earn 3 hours
of college credit.
Course Structure
1. Study Guide: Course units contain a Study Guide that
provides students with the learning outcomes, unit lesson,
required reading assignments, and supplemental resources.
2. Learning Outcomes: Each unit contains Learning Outcomes
that specify the measurable skills and knowledge
students should gain upon completion of the unit.
3. Unit Lesson: Unit Lessons, which are located in the Study
Guide, discuss lesson material.
4. Reading Assignments: Units contain Reading Assignments
from one or more chapters from the textbook and/or
outside resources.
5. Suggested Reading: Suggested Readings are listed within the
Study Guide. Students are encouraged to read the
resources listed if the opportunity arises, but they will not be
tested on their knowledge of the Suggested Readings.
6. Discussion Boards: Students are required to submit
Discussion Board posts in Units I-VIII. Discussion Boards
provide students the opportunity for student-to-student and
professor-to-student interaction based on relevant course
concepts and ideas. Specific information about accessing the
Discussion Board rubric is provided below.
7. Unit Assignments: Students are required to submit for
grading Unit Assignments. Specific information and
instructions regarding these assignments are provided below.

8. Ask the Professor: This communication forum provides
students with an opportunity to ask their professor general
questions or questions related to course content.

The CSU Online Library is available to support your courses

in finding relevant, appropriate, and timely information.

Unit Assignments
Unit I Scholarly Activity
Upon arriving to your department today at 8 AM, notice of a
mandatory staff meeting beginning at 9 AM is announced. The
usual talk about what it could be about ensues.
At 9 AM, everyone files into the meeting room where Fire Chief
Williams begins the meeting. “Today, I am holding a special
meeting to announce the creation of a new position within our
department—assistant fire chief of administration, and the
person in this position will deal with all personnel matters
within the department. This position will report directly to me
and
will be filled internally. With the help of a few other local fire
chiefs from around the state, I have created the requirements
that we will be looking for within our interviews. Everyone is
encouraged to apply. If you have further questions, please let
me
know. As you leave, please pick up the paper with the
requirements listed. Thank you.”
As you exit the meeting and pick up the requirements paper, you
begin to look it over. The criteria below will be evaluated
within the review. (Note: It is asked that you use your current
or a past department’s requirements when answering the
criteria below to incorporate personal experience. If you do not
belong to a fire department, work with your local department,
or research specific fire department policies or programs
dealing with these topics online.)
Identify how your personal personnel management plan has
helped you to prepare for the upcoming interview. Which
aspects of the exam/interview do you feel the most and least
confident about? Why?
Elaborate on social media use, cultural diversity, and
motivation levels within the department as they are a major
responsibility of this new position.
Prepare a plan of action to address the policies in place
surrounding each of the above (social media use, cultural
diversity, and motivation levels), along with your ideas on how
to improve upon them to make the department more
unified, thus making it a better place to work.
Your assignment must be at least three pages in length but no
more than five, and this is not counting the title and reference
pages. You must follow APA guidelines throughout. Also, you
must include at least two outside references, one of which can
be the textbook.

Unit II Scholarly Activity
For this assignment, you are to choose a legal issue surrounding
personnel management in the fire service or an issue
within the workforce of the 21st century. Consider the
information learned in this unit, which pertains to integrity and
ethical
decision-making, motivational techniques, and leadership styles
that can be used in dealing with the legal topic you choose.
Legal topics may include, but are not limited to, the following
areas:
managing diversity;
handling Equal Employment Opportunity Commission (EEOC),
affirmative action, and subsequent hiring procedures;
developing a positive work environment;
dispute resolution;
effect of various statutes, executive orders, and laws upon the
fire service;
Supreme Court decisions affecting the fire service; and
sexual harassment in the workplace.
Upon choosing your topic, you will need to ensure you address
the components below.
Explain the issues surrounding the topic within personnel
management.
Compile recommendations and solutions surrounding ethical
decision-making, motivational techniques, and leadership
styles to combat management issues.
You will need to discuss your topic as it pertains to your
workplace in a minimum of three pages, not counting your title
and
reference pages. You must use at least three references, one of
which can be the textbook, to help you formulate the

Unit III Reflection Paper
You do not have to look far to find cases where firefighters are
getting into trouble for posting videos on Facebook or other
Internet mediums. For this assignment, you need to access the
following resource which was a required video for this unit.

below.
Recall information learned in this unit that can help you should

Identify policies and procedures that are in place within your
organization for both hazing and the use of social media.
Elaborate on effective use of social media in today’s fire
department culture for a positive influence on your community
and organization.
Note: If you do not belong to a fire department at this time,
please discuss this with your local fire department, and use what
they have in place.
This paper is to be a minimum of three pages in length, not
counting the title and reference pages. Your paper should be
formatted following all APA guidelines. You will need to use at
least three references in developing this reflection paper,
which can come from the textbook, policies, and even the
hazing video, but you are not limited to using the
aforementioned
resources only.

to write an essay discussing both the similarities and the
unique differences between mentoring and coaching.
To complete this essay, you will need to address the
components below.
Identify someone who you have personally experienced or
witnessed in your organization who is a coach, mentor, or
both.
Identify personnel management issues ranging from recruitment
to retirement.
Examine your selected coach and/or mentor’s role within your
organization.
Correlate how your selected individual combats issues from
recruitment to retirement.
Explain how both coaching and mentoring can help you in the
management of your personnel by using examples
connected to the video provided.
Your essay should be a minimum of three pages in length, not
counting the title and reference pages, and your essay
should follow APA guidelines throughout. You are required to

Unit V Essay
The culture of the fire service has been developed over years of
tradition. This tradition has helped create the personnel
policies that have been established surrounding a para-military
type of organization. In this unit, you have looked at how you
can deal with conflicts, complaints, and mistakes as well as how
to use a process when it comes to following personnel
rules.
For this assignment, you will need to identify an example or
examples from your personal experiences for each of the three
types of problems listed below:
a conflict,
a complaint, and
a mistake.
You may use the same example if it covers all three types of
problems, or you may include three different examples where
each one covers a different type of problem.
After identifying your example(s), you will need to meet the
requirements below.

Unit VI PowerPoint Presentation
As discussed in the lesson, the following two topics are crucial
to each organization:
the evaluation process, and
the discipline process.
There needs to be clear policies and procedures when it comes
to both evaluations and discipline. While each may be
different in fire departments throughout the United States, the
one thing they have in common is the desire to help improve
employee performance and keep behavior aligned with the
organization’s expectations.
After completing the assigned reading, you will need to develop
an informational PowerPoint presentation that will fully
explain both processes to a class of new recruits in your
department.
The components below need to be included.
Discuss examples of forms and policies in place for both the
evaluation and discipline processes.
Identify forms and policies currently used within both the
evaluation and discipline processes.
Elaborate on issues within both processes.
Propose recommendations and/or solutions to combat issues
plaguing both processes.
Upon completion of the presentation, the new recruits should
have a good understanding of both processes and how they
affect them as they move from recruit to probationary status
within your organization.
Your presentation is to contain at least 12 slides, not counting
the title or reference slides. Remember to use APA citations
for facts, ideas, and all pictures or graphics used from a specific
source.

Unit VII Reflection Paper
For this assignment, you are to read the case study on page 184
in Chapter 10. After reading this case, reflect on a situation
that happened in your workplace that was similar in that an
employee challenged an order and pointed to another document,
such as a labor contract, rules and regulations, standard
operating procedures (SOPs), or past practices, to state that he
or
she was not going to follow the order.
You will need to look at this personnel matter from the
standpoint of both the employee and the supervisor, and you
will
describe how long it took to resolve the matter in order to meet
the requirements below.
Summarize a situation surrounding personnel management
issues.
Evaluate the grievance process within your organization
surrounding personnel management issues.
Critique steps taken in the grievance process to resolve or
attempt to resolve personnel management issues.
Model recommendations and solutions surrounding the selected
situation from the standpoint of the employee and
supervisor.
Remember, be mindful and respectful of those within your
chosen situation by keeping specific names from being used.
This assignment must be a minimum of three pages in length,
not counting the title or reference pages. In addition to the
textbook, at least one outsides source must be used to address
the aforementioned requirements. Finally, you must follow
APA formatting throughout the paper.

Unit VIII PowerPoint Presentation
Congratulations! You have been chosen by your chief officer to
present for an upcoming officer’s seminar that is a part of
the Officer Candidate School being held at your department. All
future officers in your department must successfully
complete this seminar before they can sit for the promotional
exam to become a company officer. Your PowerPoint
presentation will be included in Part III of the Officer
Candidate School, which involves personnel management.
For your presentation, which is comprehensive in nature, you
will first need to select of one of the following humanistic
management concepts:

Explain your chosen theory.
Apply real-life examples that support your chosen theory.
Correlate how your chosen theory and real-life examples relate
to managing personnel.
Your presentation should be a minimum of 14 slides, with a
maximum of 16 slides, not counting the title and reference
slides.
Include at least five content-specific images to support your
material.
Include at least three sources, one of which will be your

APA Guidelines
The application of the APA writing style shall be practical,
functional, and appropriate to each academic level, with the
primary purpose being the documentation (citation) of sources.
CSU requires that students use APA style for certain papers
and projects. Students should always carefully read and follow
assignment directions and review the associated grading

Grading Rubrics
This course utilizes analytic grading rubrics as tools for your
professor in assigning grades for all learning activities. Each
rubric serves as a guide that communicates the expectations of
the learning activity and describes the criteria for each level
of achievement. In addition, a rubric is a reference tool that
lists evaluation criteria and can help you organize your efforts
to
meet the requirements of that learning activity. It is imperative
for you to familiarize yourself with these rubrics because
these are the primary tools your professor uses for assessing
learning activities.
Rubric categories include (1) Discussion Board, (2) Assessment
(Written Response), and (3) Assignment. However, it is
possible that not all of the listed rubric types will be used in a
single course (e.g., some courses may not have
Assessments).
The Discussion Board rubric can be found within Unit I’s
Discussion Board submission instructions.
The Assessment (Written Response) rubric can be found
embedded in a link within the directions for each Unit
Assessment. However, these rubrics will only be used when
written-response questions appear within the Assessment.
Each Assignment type (e.g., article critique, case study,
research paper) will have its own rubric. The Assignment
rubrics
are built into Blackboard, allowing students to review them
prior to beginning the Assignment and again once the
Assignment has been scored. This rubric can be accessed via the
Assignment link located within the unit where it is to be
submitted. Students may also access the rubric through the
course menu by selecting “Tools” and then “My Grades.”
Again, it is vitally important for you to become familiar with
these rubrics because their application to your
Discussion Boards, Assessments, and Assignments is the
method by which your instructor assigns all grades.

Course Syllabus Course Description Examines relationships and issues in personnel administration and human resource development within the context of fire- related organizations, including personnel management, organizational development, productivity, recruitment and selection, performance management systems, discipline, and collective bargaining. Course Textbook(s) Ward, M. J. (2015). Fire officer: Principles and practice (Enhanced 3rd ed.). Burlington, MA: Jones & Bartlett. Course Learning Outcomes Upon completion of this course, students should be able to: 1. Identify and explain contemporary personnel management issues. 2. Explain potential personnel management issues. 3. Classify the collective rules, procedures, laws, and policies that relate to personnel management issues. 4. Analyze simple/complex personnel management issues from recruitment to retirement. 5. Formulate recommendations and solutions to personnel management issues. 6. Explore organizational development and leadership styles and how they relate to personnel relationships.
  • 2. Prerequisite(s) No prerequisite courses are required by CSU for enrollment in this course. Credits Upon completion of this course, the students will earn 3 hours of college credit. Course Structure 1. Study Guide: Course units contain a Study Guide that provides students with the learning outcomes, unit lesson, required reading assignments, and supplemental resources. 2. Learning Outcomes: Each unit contains Learning Outcomes that specify the measurable skills and knowledge students should gain upon completion of the unit. 3. Unit Lesson: Unit Lessons, which are located in the Study Guide, discuss lesson material. 4. Reading Assignments: Units contain Reading Assignments from one or more chapters from the textbook and/or outside resources. 5. Suggested Reading: Suggested Readings are listed within the Study Guide. Students are encouraged to read the resources listed if the opportunity arises, but they will not be tested on their knowledge of the Suggested Readings. 6. Discussion Boards: Students are required to submit Discussion Board posts in Units I-VIII. Discussion Boards provide students the opportunity for student-to-student and

Unit Assignments: Students are required to submit for grading Unit Assignments. Specific information and instructions regarding these assignments are provided below. Ask the Professor: This communication forum provides students with an opportunity to ask their professor general questions or questions related to course content. Unit Assignments Unit I Scholarly Activity Upon arriving to your department today at 8 AM, notice of a mandatory staff meeting beginning at 9 AM is announced. The usual talk about what it could be about ensues. At 9 AM, everyone files into the meeting room where Fire Chief Williams begins the meeting. “Today, I am holding a special meeting to announce the creation of a new position within our department—assistant fire chief of administration, and the person in this position will deal with all personnel matters within the department. This position will report directly to me and will be filled internally. With the help of a few other local fire chiefs from around the state, I have created the requirements that we will be looking for within our interviews. Everyone is encouraged to apply. If you have further questions, please let me know. As you leave, please pick up the paper with the requirements listed. Thank you.” As you exit the meeting and pick up the requirements paper, you
  • 5. begin to look it over. The criteria below will be evaluated within the review. (Note: It is asked that you use your current or a past department’s requirements when answering the criteria below to incorporate personal experience. If you do not belong to a fire department, work with your local department, or research specific fire department policies or programs dealing with these topics online.) Identify how your personal personnel management plan has helped you to prepare for the upcoming interview. Which aspects of the exam/interview do you feel the most and least confident about? Why? Elaborate on social media use, cultural diversity, and motivation levels within the department as they are a major responsibility of this new position. Prepare a plan of action to address the policies in place surrounding each of the above (social media use, cultural diversity, and motivation levels), along with your ideas on how to improve upon them to make the department more unified, thus making it a better place to work. Your assignment must be at least three pages in length but no more than five, and this is not counting the title and reference pages. You must follow APA guidelines throughout. Unit II Scholarly Activity For this assignment, you are to choose a legal issue surrounding personnel management in the fire service or an issue within the workforce of the 21st century. Consider the information learned in this unit, which pertains to integrity and
  • 6. ethical decision-making, motivational techniques, and leadership styles that can be used in dealing with the legal topic you choose. Legal topics may include, but are not limited to, the following areas: managing diversity; handling Equal Employment Opportunity Commission (EEOC), affirmative action, and subsequent hiring procedures; developing a positive work environment; dispute resolution; effect of various statutes, executive orders, and laws upon the fire service; Supreme Court decisions affecting the fire service; and sexual harassment in the workplace. Upon choosing your topic, you will need to ensure you address the components below. Explain the issues surrounding the topic within personnel management. Compile recommendations and solutions surrounding ethical decision-making, motivational techniques, and leadership styles to combat management issues. You will need to discuss your topic as it pertains to your workplace in a minimum of three pages, not counting your title and reference pages. Unit III Reflection Paper You do not have to look far to find cases where firefighters are getting into trouble for posting videos on Facebook or other Internet mediums. Identify policies and procedures that are in place within your organization for both hazing and the use of social media. Elaborate on effective use of social media in today’s fire department culture for a positive influence on your community and organization. Note: If you do not belong to a fire department at this time, please discuss this with your local fire department, and use what they have in place. This paper is to be a minimum of three pages in length, not
  • 8. counting the title and reference pages. Your paper should be formatted following all APA guidelines. You will need to use at least three references in developing this reflection paper, which can come from the textbook, policies, and even the hazing video, but you are not limited to using the aforementioned resources only. Recalling what you learned in the Unit IV Lesson, you will need to write an essay discussing both the similarities and the unique differences between mentoring and coaching. To complete this essay, you will need to address the components below. Identify someone who you have personally experienced or witnessed in your organization who is a coach, mentor, or both. Identify personnel management issues ranging from recruitment to retirement. Examine your selected coach and/or mentor’s role within your organization.
  • 9. Correlate how your selected individual combats issues from recruitment to retirement. Explain how both coaching and mentoring can help you in the management of your personnel by using examples connected to the video provided. Your essay should be a minimum of three pages in length, not counting the title and reference pages, and your essay should follow APA guidelines throughout. You are required to use at least one outside resource, in addition to the textbook and video clip provided, to complete this assignment. This tradition has helped create the personnel policies that have been established surrounding a para-military type of organization. In this unit, you have looked at how you can deal with conflicts, complaints, and mistakes as well as how to use a process when it comes to following personnel rules. For this assignment, you will need to identify an example or examples from your personal experiences for each of the three types of problems listed below: a conflict, a complaint, and a mistake. You may use the same example if it covers all three types of problems, or you may include three different examples where each one covers a different type of problem.

  • 11. As discussed in the lesson, the following two topics are crucial to each organization: the evaluation process, and the discipline process. There needs to be clear policies and procedures when it comes to both evaluations and discipline. While each may be different in fire departments throughout the United States, the one thing they have in common is the desire to help improve employee performance and keep behavior aligned with the organization’s expectations. After completing the assigned reading, you will need to develop an informational PowerPoint presentation that will fully explain both processes to a class of new recruits in your department. The components below need to be included. Discuss examples of forms and policies in place for both the evaluation and discipline processes. Identify forms and policies currently used within both the evaluation and discipline processes. Elaborate on issues within both processes. Propose recommendations and/or solutions to combat issues plaguing both processes. Upon completion of the presentation, the new recruits should have a good understanding of both processes and how they affect them as they move from recruit to probationary status within your organization. Your presentation is to contain at least 12 slides, not counting the title or reference slides. Remember to use APA citations

Information about accessing the grading rubric for this assignment is provided below. Unit VII Reflection Paper For this assignment, you are to read the case study on page 184 in Chapter 10. After reading this case, reflect on a situation that happened in your workplace that was similar in that an employee challenged an order and pointed to another document, such as a labor contract, rules and regulations, standard operating procedures (SOPs), or past practices, to state that he or she was not going to follow the order. You will need to look at this personnel matter from the standpoint of both the employee and the supervisor, and you will describe how long it took to resolve the matter in order to meet the requirements below. Summarize a situation surrounding personnel management issues. Evaluate the grievance process within your organization surrounding personnel management issues. Critique steps taken in the grievance process to resolve or attempt to resolve personnel management issues. Model recommendations and solutions surrounding the selected situation from the standpoint of the employee and
  • 13. supervisor. Remember, be mindful and respectful of those within your chosen situation by keeping specific names from being used. This assignment must be a minimum of three pages in length, not counting the title or reference pages. In addition to the textbook, at least one outsides source must be used to address the aforementioned requirements. Finally, you must follow APA formatting throughout the paper. You have been chosen by your chief officer to present for an upcoming officer’s seminar that is a part of the Officer Candidate School being held at your department. All future officers in your department must successfully complete this seminar before they can sit for the promotional exam to become a company officer. Your PowerPoint presentation will be included in Part III of the Officer Candidate School, which involves personnel management. Apply real-life examples that support your chosen theory. Correlate how your chosen theory and real-life examples relate to managing personnel. Your presentation should be a minimum of 14 slides, with a maximum of 16 slides, not counting the title and reference slides. Include at least five content-specific images to support your material. Include at least three sources, one of which will be your textbook. As always, you must use proper APA format for citations and references, including those for the pictures used. Grading Rubrics This course utilizes analytic grading rubrics as tools for your professor in assigning grades for all learning activities. Each rubric serves as a guide that communicates the expectations of the learning activity and describes the criteria for each level of achievement. In addition, a rubric is a reference tool that lists evaluation criteria and can help you organize your efforts to meet the requirements of that learning activity. It is imperative for you to familiarize yourself with these rubrics because these are the primary tools your professor uses for assessing learning activities. Rubric categories include (1) Discussion Board, (2) Assessment (Written Response), and (3) Assignment. However, it is possible that not all of the listed rubric types will be used in a single course (e.g., some courses may not have Assessments). The Discussion Board rubric can be found within Unit I’s Discussion Board submission instructions.
