This document provides a course syllabus for a fire service personnel management course. The 3-credit course examines personnel issues in fire-related organizations, including topics like personnel management, organizational development, and collective bargaining. Course Description
Examines relationships and issues in personnel administration
and human resource development within the context of fire-
related organizations, including personnel management,
organizational development, productivity, recruitment and
selection,

Course Learning Outcomes
Upon completion of this course, students should be able to:
1. Identify and explain contemporary personnel management
issues.
2. Explain potential personnel management issues.
3. Classify the collective rules, procedures, laws, and policies
that relate to personnel management issues.
4. Analyze simple/complex personnel management issues from
recruitment to retirement.
5. Formulate recommendations and solutions to personnel
management issues.
6. Explore organizational development and leadership styles and
how they relate to personnel relationships.
2. Prerequisite(s)
No prerequisite courses are required by CSU for enrollment in
this course.
Credits
Upon completion of this course, the students will earn 3 hours
of college credit.
Course Structure
1. Study Guide: Course units contain a Study Guide that
provides students with the learning outcomes, unit lesson,
required reading assignments, and supplemental resources.
2. Learning Outcomes: Each unit contains Learning Outcomes
that specify the measurable skills and knowledge
students should gain upon completion of the unit.
3. Unit Lesson: Unit Lessons, which are located in the Study
Guide, discuss lesson material.
4. Reading Assignments: Units contain Reading Assignments
from one or more chapters from the textbook and/or
outside resources.
5. Suggested Reading: Suggested Readings are listed within the
Study Guide. Students are encouraged to read the
resources listed if the opportunity arises, but they will not be
tested on their knowledge of the Suggested Readings.
6. Discussion Boards: Students are required to submit
Discussion Board posts in Units I-VIII. Discussion Boards
provide students the opportunity for student-to-student and

7. Unit Assignments: Students are required to submit for

Unit Assignments
Unit I Scholarly Activity
Upon arriving to your department today at 8 AM, notice of a
mandatory staff meeting beginning at 9 AM is announced. The
usual talk about what it could be about ensues.
At 9 AM, everyone files into the meeting room where Fire Chief
Williams begins the meeting. “Today, I am holding a special
meeting to announce the creation of a new position within our
department—assistant fire chief of administration, and the
person in this position will deal with all personnel matters
within the department. This position will report directly to me
and
will be filled internally. With the help of a few other local fire
chiefs from around the state, I have created the requirements
that we will be looking for within our interviews. Everyone is
encouraged to apply. If you have further questions, please let
me
know. As you leave, please pick up the paper with the
requirements listed. Thank you.”
As you exit the meeting and pick up the requirements paper, you
5. begin to look it over. The criteria below will be evaluated
within the review. (Note: It is asked that you use your current
or a past department’s requirements when answering the
criteria below to incorporate personal experience. If you do not
belong to a fire department, work with your local department,
or research specific fire department policies or programs
dealing with these topics online.)
Identify how your personal personnel management plan has
helped you to prepare for the upcoming interview. Which
aspects of the exam/interview do you feel the most and least
confident about? Why?
Elaborate on social media use, cultural diversity, and
motivation levels within the department as they are a major
responsibility of this new position.
Prepare a plan of action to address the policies in place
surrounding each of the above (social media use, cultural
diversity, and motivation levels), along with your ideas on how
to improve upon them to make the department more
unified, thus making it a better place to work.
Your assignment must be at least three pages in length but no
more than five, and this is not counting the title and reference
pages. You must follow APA guidelines throughout. Also, you
must include at least two outside references, one of which can
be the textbook.

Unit II Scholarly Activity
For this assignment, you are to choose a legal issue surrounding
personnel management in the fire service or an issue
within the workforce of the 21st century. Consider the
information learned in this unit, which pertains to integrity and

decision-making, motivational techniques, and leadership styles
that can be used in dealing with the legal topic you choose.
Legal topics may include, but are not limited to, the following
areas:
managing diversity;
handling Equal Employment Opportunity Commission (EEOC),
affirmative action, and subsequent hiring procedures;
developing a positive work environment;
dispute resolution;
effect of various statutes, executive orders, and laws upon the
fire service;
Supreme Court decisions affecting the fire service; and
sexual harassment in the workplace.
Upon choosing your topic, you will need to ensure you address
the components below.
Explain the issues surrounding the topic within personnel
management.
Compile recommendations and solutions surrounding ethical
decision-making, motivational techniques, and leadership
styles to combat management issues.
You will need to discuss your topic as it pertains to your
workplace in a minimum of three pages, not counting your title

You do not have to look far to find cases where firefighters are
getting into trouble for posting videos on Facebook or other
Internet mediums. For this assignment, you need to access the

The culture of the fire service has been developed over years of
tradition. This tradition has helped create the personnel
policies that have been established surrounding a para-military
type of organization. In this unit, you have looked at how you
can deal with conflicts, complaints, and mistakes as well as how
to use a process when it comes to following personnel
rules.
For this assignment, you will need to identify an example or
examples from your personal experiences for each of the three
types of problems listed below:
a conflict,
a complaint, and
a mistake.
You may use the same example if it covers all three types of
problems, or you may include three different examples where
each one covers a different type of problem.

11. As discussed in the lesson, the following two topics are crucial
to each organization:
the evaluation process, and
the discipline process.
There needs to be clear policies and procedures when it comes
to both evaluations and discipline. While each may be
different in fire departments throughout the United States, the
one thing they have in common is the desire to help improve
employee performance and keep behavior aligned with the
organization’s expectations.
After completing the assigned reading, you will need to develop
an informational PowerPoint presentation that will fully
explain both processes to a class of new recruits in your
department.
The components below need to be included.
Discuss examples of forms and policies in place for both the
evaluation and discipline processes.
Identify forms and policies currently used within both the
evaluation and discipline processes.
Elaborate on issues within both processes.
Propose recommendations and/or solutions to combat issues
plaguing both processes.

For this assignment, you are to read the case study on page 184
in Chapter 10. After reading this case, reflect on a situation
that happened in your workplace that was similar in that an
employee challenged an order and pointed to another document,
such as a labor contract, rules and regulations, standard
operating procedures (SOPs), or past practices, to state that he
or
she was not going to follow the order.
You will need to look at this personnel matter from the
standpoint of both the employee and the supervisor, and you
will
describe how long it took to resolve the matter in order to meet
the requirements below.

Evaluate the grievance process within your organization

Critique steps taken in the grievance process to resolve or

Grading Rubrics
This course utilizes analytic grading rubrics as tools for your
professor in assigning grades for all learning activities. Each
rubric serves as a guide that communicates the expectations of
the learning activity and describes the criteria for each level
of achievement. In addition, a rubric is a reference tool that
lists evaluation criteria and can help you organize your efforts
to
meet the requirements of that learning activity. It is imperative
for you to familiarize yourself with these rubrics because
these are the primary tools your professor uses for assessing
learning activities.
Rubric categories include (1) Discussion Board, (2) Assessment
(Written Response), and (3) Assignment. However, it is
possible that not all of the listed rubric types will be used in a
single course (e.g., some courses may not have
Assessments).
