MHR 6751, Labor Relations and Collective Bargaining 1
Course Description
Explores labor relations, contract negotiation and
administration, and bargaining unit decision making processes.
Examines social, political, and economic impact of collective
bargaining and challenges to administration of a collectively
established relationship.

Course Learning Outcomes
Upon completion of this course, students should be able to:
1. Describe the roots of the American labor movement and its
transition to the present.
2. Differentiate the challenges for unions and employers in the
workplace of today.
3. Discuss the concept of collective bargaining.
4. Discuss the concept of unfair labor practices and union
avoidance strategies.
5. Construct a labor agreement.
6. Distinguish among negotiation models, strategies, and tactics.
7. Judge the market factors, including wage, salary, and
benefits, impact labor negotiations.
8. Compare and contrast unions' and employers' concerns with
job seniority and security.
9. Distinguish among the grievance and disciplinary procedures,
mediation, and arbitration.
10. Examine the future of the labor movement in the 21st
century.
11. Interpret the laws impacting unions and equal employment.
12. Discuss the worldwide labor movement.
Credits
Upon completion of this course, the students will earn three (3)
hours of college credit.
Course Structure
1. Unit Learning Outcomes: Each unit contains Learning
Outcomes that specify the measurable skills and
knowledge students should gain upon completion of the unit.
2. Unit Lesson: Each unit contains a Unit Lesson, which
discusses unit material.
3. Reading Assignments: Each unit contains Reading
Assignments from one or more chapters from the textbook
4. Key Terms: Key Terms are intended to guide students in their
course of study. Students should pay particular
attention to Key Terms as they represent important concepts
within the unit material and reading.
5. Discussion Boards: Discussion Boards are a part of all CSU
term courses. Information and specifications
regarding these assignments are provided in the Academic
Policies listed in the Course Menu bar.
6. Assessments: This course contains eight Unit Assessments,
one to be completed at the end of each unit.
Assessments are composed of written response questions.
7. Unit Assignment: Students are required to submit for grading
a Unit Assignment in Unit VIII. Specific information
and instructions regarding this assignment are provided below.
A grading rubric is included with the assignment.
Specific information about accessing this rubric is provided
below.

plan or to assist you in any way in finding relevant, appropriate,

search strategies, links to videos, research guides, screen
captures, attachments, a phone call, live screen sharing,

Unit Assignment
Course Project
Select ONE of the following three options for your course
project.
Your paper should be a well-organized paper of six to eight
pages in length (in addition to a title page identifying your
name and the course number), clearly articulated, and to the
point. Your paper must reflect APA style and contain at least
three references other than the textbook, which may include
Internet sources, professional journal articles, or other
resources from the CSU Online Library.
1. Select a topic covered in the course and have it approved by
the instructor. Then conduct research on the
topic to determine historical trends and recent developments.
Before completing your paper, have your
instructor approve your bibliography.
2. You are the Human Resource Director for a 500-bed hospital.
You have learned that the American
Professionals Union is attempting to unionize your 1,000
registered nurses. The CEO has asked you to
draft a plan—either supporting the nurses in their efforts OR
attempting to remain union-free. Draft solid
arguments—either pro or con—for presentation and
recommendation to the CEO.
3. Much political effort has been given to the passage and
implementation of the “Employee Free Choice
Act.” Your local U.S. representative has asked you, the local
HR group president, to submit a position
paper to her regarding the HR group's position on the strengths
and weaknesses of the proposed
legislation. Your work could influence the Representative's
vote—make your arguments fact-based and
strong.
Your course project is due by the end of Unit VIII.

this assignment is provided below.
APA Guidelines
The application of the APA writing style shall be practical,
functional, and appropriate to each academic level, with the
primary purpose being the documentation (citation) of sources.
CSU requires that students use APA style for certain
papers and projects. Students should always carefully read and
follow assignment directions and review the associated
grading rubric when available. Students can find CSU’s Citation
Guide in the myCSU Student Portal by clicking on the
“Citation Resources” link in the “Learning Resources” area.
This document includes examples and sample papers and
provides information on how to contact the CSU Success
Center.

Grading Rubrics
This course utilizes analytic grading rubrics as tools for your
professor in assigning grades for all learning activities. Each
rubric serves as a guide that communicates the expectations of
the learning activity and describes the criteria for each
level of achievement. In addition, a rubric is a reference tool
that lists evaluation criteria and can help you organize your
efforts to meet the requirements of that learning activity. It is
imperative for you to familiarize yourself with these rubrics
because these are the primary tools your professor uses for
assessing learning activities.
Rubric categories include: (1) Discussion Board, (2) Assessment
(Written Response), and (3) Assignment. However, it is
possible that not all of the listed rubric types will be used in a
single course (e.g., some courses may not have
Assessments).
The Discussion Board rubric can be found within Unit I’s
Discussion Board submission instructions.
The Assessment (Written Response) rubric can be found
embedded in a link within the directions for each Unit
Assessment. However, these rubrics will only be used when
written-response questions appear within the Assessment.
Each Assignment type (e.g., article critique, case study,
research paper) will have its own rubric. The Assignment
rubrics
are built into Blackboard, allowing students to review them
prior to beginning the Assignment and again once the
Assignment has been scored. This rubric can be accessed via the
Assignment link located within the unit where it is to be
submitted. Students may also access the rubric through the
course menu by selecting “Tools” and then “My Grades.”
Again, it is vitally important for you to become familiar with
these rubrics because their application to your
Discussion Boards, Assessments, and Assignments is the
method by which your instructor assigns all grades.
Communication Forums
These are non-graded discussion forums that allow you to
communicate with your professor and other students.
Participation in these discussion forums is encouraged, but not
required. You can access these forums with the buttons in
the Course Menu. Instructions for subscribing/unsubscribing to
these forums are provided below.

which is part of the Microsoft Office Fluent user interface.
T he Ribbon as it appears in M icrosoft Office Word 2007
The Ribbon is designed to help you quickly find the commands
that you need to complete a task. Commands are
organized in logical groups, which are collected together under
tabs. Each tab relates to a type of activity, such as
writing or laying out a page. To reduce clutter, some tabs are
shown only when needed. For example, the Picture
Tools tab is shown only when a picture is selected.

Minimize the Ribbon
The Ribbon is designed to help you quickly find the commands
that you need to complete a task. Commands are
organized in logical groups that are collected together under
tabs. Each tab relates to a type of activity, such as
writing or laying out a page. To reduce screen clutter, some tabs
are shown only when they are needed.
There is no way to delete or replace the Ribbon with the
toolbars and menus from the earlier versions of Microsoft
Office. However, you can minimize the Ribbon to make more
space available on your screen.
Always keep the Ribbon minimized
1. Click Customize Quick Access Toolbar .
2. In the list, click Minimize the Ribbon.

3. To use the Ribbon while it is minimized, click the tab you
want to use, and then click the option or command
you want to use.
For example, with the Ribbon minimized, you can select text in
your Microsoft Office Word document, click the
Home tab, and then in the Font group, click the size of the text
you want. After you click the text size you
want, the Ribbon goes back to being minimized.
Keep the Ribbon minimized for a short time
To quickly minimize the Ribbon, double-click the name of the
active tab. Double-click a tab again to restore the
Ribbon.
Keyboard shortcut To minimize or restore the Ribbon, press
CTRL+F1.
Restore the Ribbon
1. Click Customize Quick Access Toolbar .
2. In the list, click Minimize the Ribbon.
Keyboard shortcut To minimize or restore the Ribbon, press
CTRL+F1.
TIP You can still use the keyboard shortcuts while the Ribbon
is minimized. For more information about
keyboard shortcuts, see Use the keyboard to work with Ribbon
programs.

Examines social, political, and economic impact of collective bargaining and challenges to administration of a collectively established relationship. Course Textbook Carrell, M. R., & Heavrin, C. Course Learning Outcomes Upon completion of this course, students should be able to: 1. Describe the roots of the American labor movement and its transition to the present. 2. Differentiate the challenges for unions and employers in the workplace of today.

Distinguish among negotiation models, strategies, and tactics. 7. Judge the market factors, including wage, salary, and benefits, impact labor negotiations. 8. Compare and contrast unions' and employers' concerns with job seniority and security. 9. Distinguish among the grievance and disciplinary procedures, mediation, and arbitration. 10. Examine the future of the labor movement in the 21st century. 11. Interpret the laws impacting unions and equal employment. 12. Discuss the worldwide labor movement. Credits Upon completion of this course, the students will earn three (3) hours of college credit. Course Structure 1. Unit Learning Outcomes: Each unit contains Learning Outcomes that specify the measurable skills and knowledge students should gain upon completion of the unit. 2. Unit Lesson: Each unit contains a Unit Lesson, which discusses unit material. 3. Reading Assignments: Each unit contains Reading Assignments from one or more chapters from the textbook

Students should pay particular attention to Key Terms as they represent important concepts within the unit material and reading. 5. Discussion Boards: Discussion Boards are a part of all CSU term courses. Information and specifications regarding these assignments are provided in the Academic Policies listed in the Course Menu bar. 6. Assessments: This course contains eight Unit Assessments, one to be completed at the end of each unit. Assessments are composed of written response questions. 7. Unit Assignment: Students are required to submit for grading a Unit Assignment in Unit VIII. Specific information and instructions regarding this assignment are provided below. Your paper should be a well-organized paper of six to eight pages in length (in addition to a title page identifying your name and the course number), clearly articulated, and to the point. Your paper must reflect APA style and contain at least three references other than the textbook, which may include Internet sources, professional journal articles, or other resources from the CSU Online Library. 1. Select a topic covered in the course and have it approved by the instructor. Then conduct research on the topic to determine historical trends and recent developments. Before completing your paper, have your instructor approve your bibliography. 2. You are the Human Resource Director for a 500-bed hospital. You have learned that the American Professionals Union is attempting to unionize your 1,000 registered nurses. The CEO has asked you to draft a plan—either supporting the nurses in their efforts OR attempting to remain union-free. Draft solid arguments—either pro or con—for presentation and recommendation to the CEO. 3. Much political effort has been given to the passage and implementation of the “Employee Free Choice Act.” Your local U.S. representative has asked you, the local HR group president, to submit a position paper to her regarding the HR group's position on the strengths and weaknesses of the proposed legislation. Your work could influence the Representative's vote—make your arguments fact-based and strong.

APA Guidelines The application of the APA writing style shall be practical, functional, and appropriate to each academic level, with the primary purpose being the documentation (citation) of sources. CSU requires that students use APA style for certain papers and projects. Students should always carefully read and follow assignment directions and review the associated grading rubric when available. Each
  • 7. rubric serves as a guide that communicates the expectations of the learning activity and describes the criteria for each level of achievement. In addition, a rubric is a reference tool that lists evaluation criteria and can help you organize your efforts to meet the requirements of that learning activity. It is imperative for you to familiarize yourself with these rubrics because these are the primary tools your professor uses for assessing learning activities. Rubric categories include: (1) Discussion Board, (2) Assessment (Written Response), and (3) Assignment. However, it is possible that not all of the listed rubric types will be used in a single course (e.g., some courses may not have Assessments). The Discussion Board rubric can be found within Unit I’s Discussion Board submission instructions. The Assessment (Written Response) rubric can be found embedded in a link within the directions for each Unit Assessment. However, these rubrics will only be used when written-response questions appear within the Assessment. Each Assignment type (e.g., article critique, case study, research paper) will have its own rubric. The Assignment rubrics are built into Blackboard, allowing students to review them prior to beginning the Assignment and again once the Assignment has been scored. This rubric can be accessed via the Assignment link located within the unit where it is to be submitted. Students may also access the rubric through the course menu by selecting “Tools” and then “My Grades.” Again, it is vitally important for you to become familiar with these rubrics because their application to your Discussion Boards, Assessments, and Assignments is the
