Ethical Themes and Value Systems Prologue: Brooke Lynn Heights is a dispatcher for the Grantham County Sheriff’s Office. Heights works the relief shift that covers the other dispatchers and Badpenny the supervisor, on their days off. At 11:30 a.m., calls coming into police dispatch have slowed down enough that Heights could go grab her lunch from the refrigerator. Heights is the only dispatcher on duty and she has answer calls while eating her lunch. Not long after Heights sat down to eat, Cher A. Secrit, who is a deputy sheriff and works for the Grantham County Sheriff’s Office, walked into the police dispatch area to eat lunch with Heights. Deputy Secrit is a good friend of Heights and happens to be Badpenny’s best friend and roommate. While eating lunch, Heights asked Secrit, “Is Badpenny alright because she has lost quite a bit of weight in the last few weeks?” Secrit replied, “Badpenny told me that she is dating Mitch Dreadford. When I asked her about her weight loss, because it is quite noticeable, Badpenny said she had been stressed out lately and extremely busy getting all the dispatch files ready for the police audit next week.” Heights had a concerned look on her face when she asked Secrit, “Do you think she is using meth since she is dating Dreadford?” Secrit replied, “I had not thought about that until you mentioned it just now.” Heights said, “I am worried that Badpenny may be getting in over her head. When I relieved her the other day; I saw Badpenny was reading a detective’s report from an ongoing drug investigation. I asked her what she was doing, and Badpenny said she was just bored and was perusing some of the officer’s reports.” Secrit replied, "That is concerning because yesterday when I dropped by to see Badpenny while she was dispatching for the University City Police Department; she seemed startled by my arrival. Badpenny quickly closed out of what she was reading on the computer screen. I did not think anything about what Badpenny was doing. However, when Badpenny made the comment that the University City detectives do not write their reports as well as the Grantham County detectives; I knew Badpenny was up to something. Before I could respond, Badpenny lowered her voice and said, listen to this, and she told me what was in the report." Height ask, “What was in the report?” Secrit replied, "Badpenny told me that while reading the Grantham County Sheriff's deputy's report, there was information in the document regarding a federal agent. The agent's name is Hans Cuff, who works for Alcohol Tobacco and Firearms (ATF). Agent Cuff is undercover and has infiltrated a local gang. Also, noted in the report was the gang member’s name who gave Agent Cuff information on a large shipment of meth coming into town next week.” Height asked, “What is the name of the gang member? Do we know him?” Secrit said, “Yes, we know the guy; it is Mookie.” Height exclaimed, “Mookie the big-time drug dealer .

Evidence-based practice is an approach to health care where health care professionals use the best evidence possible or the most appropriate information available to make their clinical decisions. Research studies are gathered from the literature and assessed so that decisions about application can be done so with as much insight as possible. Not all research is able to be taken into the clinical practice that is why assessing the literature and determining if it is possible to carry out in a safe and effective manner is important. The steps that make up the evidence-based practice is first to ask a question which pertains to your clinical practice, then search for research and literature that will help solve your question. Third step is to evaluate the evidence and determine if it can be used safely and effectively in your clinical practice, then you must apply the information to your clinical experience and with your patient’s values. Finally, you must evaluate the outcome and determine if the desired effect is being reached. (LoBiondo-Wood, 2014)
The nursing process is drilled into our education as nurses and with good reason. The nursing process is used countless times throughout our practice. I was taught the acronym ADPIE which stands for assessment, diagnosis, planning, implementation, and evaluation. When assessing it is important to gather as much information on the patient whether it be subjective or objective findings. After we make a nursing diagnosis based on our assessment and then we plan on how to best care for our patient, and what our goals and their goals are for their care. Once the plan is made and the patient consents to the care plan then we can implement the plan. After we implement, we evaluate whether our goals and the patient’s goals are being reached. If not, we begin the nursing process all over again. (LoBiondo-Wood, 2014) In my own practice I use the nursing practice on every patient and even do it multiple times. When a patient enters the emergency room they are immediately being assessed and then once the physical and interview assessments are done the nurse creates a nursing diagnosis. The nurse creates a care plan that is based on evidence-based practice and goes over it with patient to gain consent.
The difference between these two processes is how they begin. The nursing process begins by gathering as much information as possible to then give a nursing diagnosis. While evidence-based practice begins by posing a question first and then gathering as much information as possible. They do have similarities especially when it comes to the end of the processes. Evaluating whether the care plan is working in the nursing process or whether the research and literature brought out a successful new take on the clinical practice. They both need to make the outcomes are as expected and if they are not it is back to the beginning of the process.

Our consulting team, RAL Consulting, was hired by TechEdge to evaluate its current
organization structure and behavior, identify areas of needed improvement, point out a list of
actionable items for the company to improve its performance and how to implement those. This
case outlines our team’s consulting process to produce a final case write-up.
CASE OUTLINE
1. Introduction (at least 1 but no more than 2 pages)
Overview and history of TechEdge (one or two paragraphs)
TechEdge offered technology consulting service to other business, in a B2B business model.
According to Prabhu & Hedgei, the company structure was divided into sales, consulting,
support and services, back office operations, finance and software. All these departments were
led by vice presidents who reported to the CEO. The VPs assisted the managers, who led their
teams independently in their departments.
TechEdge: Main Organizational Behavior issues (half - 1 page)
The case presented a summarized list of challenges faced by TechEdge. (For next assignment,
List 5 major reasons listed on the case on page 5). Our consulting team identified a few
behaviors that might be driving these 5 major issues. These are:
§ HR v. VP responsibilities
o HRs responsibilities limited to recruiting while VPs were managing, training and
evaluating performance of the employees.
o HR not assisting with people management issues.
§ Team leader v. VP responsibilities
o Team leaders were responsible for team performance, but each team member
reported to their respective VP.

Patient falls with injury and fall prevention remain complex phenomena in the acute care setting as well as a major challenge for healthcare professionals (Gygax Spicer, 2017). Patient falls are considered one of the leading adverse events occurring in acute care settings such as hospitals and nursing homes, with the detrimental impact to the patient ranging from mild to severe bruising, fractures, trauma, and even death (de Medeiros Araújo et al., 2017). Falls are common phenomena in older adults, with roughly one out of three people age 65 years and older who suffers from at least one fall per year due to multiple factors including environmental, social, and physiological factors either alone or in conjunction (Gygax Spicer, 2017). The etiology is that patients are attempting to get out of bed without assistance from nursing staff. Several of the causative factors include illness, impulsiveness, urgency, medications, or being in an unfamiliar environment. Lastly, there has been an increase in the amount of turnover in staffing, thus reducing the amount of available nursing staff in the practice setting.

Abstract
Neurofeedback (NF) is gaining recognition as an evidence-based intervention grounded
in learning theory, and 19-channel z-score neurofeedback (19ZNF) is a new NF model.
Peer-reviewed literature is lacking regarding empirical-based evaluation of 19ZNF. The
purpose of this quantitative research study was to evaluate the efficacy of 19ZNF, in a
clinical setting, using archival data from a Southwest NF practice, with a retrospective
one-group pretest-posttest design. Each of the outcome measures framed a group such
that 19ZNF was evaluated, as it relates to the particular neuropsychological constructs of
attention (n = 10), behavior (n = 14), executive function (n = 12), as well as
electrocortical functioning (n = 21). The research questions asked if 19ZNF improves
these constructs. One-tailed t tests performed, compared pre-post scores for included
clinical assessment scales, and selected quantitative electroencephalographic (QEEG)
metrics. For all pre-post comparisons, the direction of change was in the predicted
direction. Moreover, for all outcome measures, the group means were beyond the
clinically significant threshold before 19ZNF, and no longer clinically significant after
19ZNF. All differences were statistically significant, with results ranging from p = .000
to p = .008; and effect sizes ranging from 1.29 to 3.42. Results suggest 19ZNF improved
attention, behavior, executive function, and electrocortical function. This study provides
beginning evidence of 19ZNF’s efficacy, adds to what is known about 19ZNF, and offers
an innovative approach for using QEEG metrics as outcome measures. These results may
lead to a greater acceptance of 19ZNF, as well as foster needed additional scientific
research.

The practice mostly happens when an individual is suffering from a disease that is incurable and so painful, a physical disorder which is damaging, by withholding the treatments and also by removing the artificial measures put in place to support life.
The practice has been supported by various groups, while others have firmly stood against the practice. For instance, some religious groups believe that practicing euthanasia would kill the value as well as the respect that society has for human life (Bekos, 2019). There have been controversies on euthanasia between religion and morality. Some people are for the idea that euthanasia is the same as murder and is unacceptable.
Other people believe that euthanasia should only be practiced when someone has the capability of making sound decisions. Religious groups and other groups that are against euthanasia believe that embracing the practice would vest a lot of power to the doctors, therefore, affecting the trust of the patients (Mintz, 2019). The team believes that there is appropriate palliative care, thus reducing the need to perform euthanasia. In some cases, the patients may be pressured by the friends, the doctors, or even the family members to request for the practice what might be against the wish. Others argue that embracing the practice would demoralize the teams committed to research and develop new treatments and cures for the diseases. Additionally, euthanasia would reduce the commitment of the nurses and doctors in saving lives.
People supporting euthanasia believe that people should be given the right to make decisions on how to die and when to die. They believe that practicing euthanasia will help control the situations of people and allow them to have a dignified death. Additionally, the group argues that the state should not interfere with an individual decision concerning death since it is a separate issue. Euthanasia is also seen as a way of reducing the cost of treatment. The group believes that the cost of treating diseases that have no cure could be saved by the practice, thus diverting the resources to save more people who are suffering from curable diseases. In addition to this, the act would protect the friends and the families the pain of watching their dear ones suffer for a long time (Jones, Gastmans, & MacKellar, 2017). They, therefore, argue that the same ways the community allow animals to be put to death when they are sick as a way of showing kindness the same way human beings should be prevented from suffering. Until today, the ethicality of euthanasia has not come into a clear agreement, although some states have legalized the practice.

Philip Roessler asks fundamental questions:
• Why are some African countries trapped in vicious
cycles of ethnic violence and others not?
• What causes civil wars in some African countries?
(p. i)
In relation to the civil war issue, he argues that:
• Successful or unsuccessful bargaining over power is
at the center of the equation;
• Successful or unsuccessful bargaining over power is
much more important in these equations than
issues of poverty, inequality, land conflicts,
corruption, etc. (p. xv)
In other words, for Roessler,
• Traditionally, analysts have seen civil wars as a
consequence of the need to forge order and peace
out of anarchy;
• Yet, competition for the control of the central
government has been surprisingly marginal in the
analysis of the causes of civil wars in Africa, yet he
believes that this is where we must look a little
more carefully if we are to understand those causes.
(p. xvi).

conditions that arose in Africa with the
end of colonialism. According to him,
the end of colonization triggered:

On the issue of power-sharing and coup d’états,
Roessler suggests that:
• Most leaders of the new African countries did
understand that they could not avoid sharing
power with other ethnic groups. However, this
realization came with a conundrum:
• When they decided to share power, they were
inevitably but also paradoxically giving rival groups
the ability to seize power in a coup.
• And, this, in turn automatically created a coup-civil
war trap, which took effect immediately after the
withdrawal of colonial powers.
• The Cold War (1946-1991) that was triggered after
World War II then worsened this situation by
creating permanent conditions of political
instability through support to such or such other
group, either by the United States and its Western
European allies, or by the Soviet Union and its
Eastern European and Asian allies (p. xvi)
The civil war conundrum, thus, represents the direct
consequence of a strategic choice by rulers with an
ethnic base of supporters to use such an ethnic base
to coup-proof their regimes from ethnic rivals.

Abstract
Neurofeedback (NF) is gaining recognition as an evidence-based intervention grounded
in learning theory, and 19-channel z-score neurofeedback (19ZNF) is a new NF model.
Peer-reviewed literature is lacking regarding empirical-based evaluation of 19ZNF. The
purpose of this quantitative research study was to evaluate the efficacy of 19ZNF, in a
clinical setting, using archival data from a Southwest NF practice, with a retrospective
one-group pretest-posttest design. Each of the outcome measures framed a group such
that 19ZNF was evaluated, as it relates to the particular neuropsychological constructs of
attention (n = 10), behavior (n = 14), executive function (n = 12), as well as
electrocortical functioning (n = 21). The research questions asked if 19ZNF improves
these constructs. One-tailed t tests performed, compared pre-post scores for included
clinical assessment scales, and selected quantitative electroencephalographic (QEEG)
metrics. For all pre-post comparisons, the direction of change was in the predicted
direction. Moreover, for all outcome measures, the group means were beyond the
clinically significant threshold before 19ZNF, and no longer clinically significant after
19ZNF. All differences were statistically significant, with results ranging from p = .000
to p = .008; and effect sizes ranging from 1.29 to 3.42. Results suggest 19ZNF improved
attention, behavior, executive function, and electrocortical function. This study provides
beginning evidence of 19ZNF’s efficacy, adds to what is known about 19ZNF, and offers
an innovative approach for using QEEG metrics as outcome measures. These results may
lead to a greater acceptance of 19ZNF, as well as foster needed additional scientific
research.

Euthanasia is also known as mercy killing. Euthanasia can be described as the act of putting a person to death painlessly. The practice mostly happens when an individual is suffering from a disease that is incurable and so painful, a physical disorder which is damaging, by withholding the treatments and also by removing the artificial measures put in place to support life.
The practice has been supported by various groups, while others have firmly stood against the practice. For instance, some religious groups believe that practicing euthanasia would kill the value as well as the respect that society has for human life (Bekos, 2019). There have been controversies on euthanasia between religion and morality. Some people are for the idea that euthanasia is the same as murder and is unacceptable.
Other people believe that euthanasia should only be practiced when someone has the capability of making sound decisions. Religious groups and other groups that are against euthanasia believe that embracing the practice would vest a lot of power to the doctors, therefore, affecting the trust of the patients (Mintz, 2019). The team believes that there is appropriate palliative care, thus reducing the need to perform euthanasia. In some cases, the patients may be pressured by the friends, the doctors, or even the family members to request for the practice what might be against the wish. Others argue that embracing the practice would demoralize the teams committed to research and develop new treatments and cures for the diseases. Additionally, euthanasia would reduce the commitment of the nurses and doctors in saving lives.
People supporting euthanasia believe that people should be given the right to make decisions on how to die and when to die. They believe that practicing euthanasia will help control the situations of people and allow them to have a dignified death. Additionally, the group argues that the state should not interfere with an individual decision concerning death since it is a separate issue. Euthanasia is also seen as a way of reducing the cost of treatment. The group believes that the cost of treating diseases that have no cure could be saved by the practice, thus diverting the resources to save more people who are suffering from curable diseases. In addition to this, the act would protect the friends and the families the pain of watching their dear ones suffer for a long time (Jones, Gastmans, & MacKellar, 2017). They, therefore, argue that the same ways the community allow animals to be put to death when they are sick as a way of showing kindness the same way human beings should be prevented from suffering. Until today, the ethicality of euthanasia has not come into a clear agreement, although some states have legalized the practice.
Ethical Egoist opinion.

Philip Roessler asks fundamental questions:
• Why are some African countries trapped in vicious
cycles of ethnic violence and others not?
• What causes civil wars in some African countries?
(p. i)
In relation to the civil war issue, he argues that:
• Successful or unsuccessful bargaining over power is
at the center of the equation;
• Successful or unsuccessful bargaining over power is
much more important in these equations than
issues of poverty, inequality, land conflicts,
corruption, etc. (p. xv)
In other words, for Roessler,
• Traditionally, analysts have seen civil wars as a
consequence of the need to forge order and peace
out of anarchy;
• Yet, competition for the control of the central
government has been surprisingly marginal in the
analysis of the causes of civil wars in Africa, yet he
believes that this is where we must look a little
more carefully if we are to understand those causes.
(p. xvi).

conditions that arose in Africa with the
end of colonialism. According to him,
the end of colonization triggered:
•Fierce competition for the control of
the extractive institutions left behind
by the Europeans;
•This competition often played itself
out along ethnic lines (p. xvi)
Hence the following question:
How could these ethnic groups, in the
absence of absolute authority and
strong cross-cutting institutions (and
even economic alliances), forge a
political covenant (agreement) that
would allow them to govern the new
countries that they inherited?

On the issue of power-sharing and coup d’états,
Roessler suggests that:
• Most leaders of the new African countries did
understand that they could not avoid sharing
power with other ethnic groups. However, this
realization came with a conundrum:
• When they decided to share power, they were
inevitably but also paradoxically giving rival groups
the ability to seize power in a coup.
• And, this, in turn automatically created a coup-civil
war trap, which took effect immediately after the
withdrawal of colonial powers.
• The Cold War (1946-1991) that was triggered after
World War II then worsened this situation by
creating permanent conditions of political
instability through support to such or such other
group, either by the United States and its Western
European allies, or by the Soviet Union and its
Eastern European and Asian allies (p. xvi)
The civil war conundrum, thus, represents the direct
consequence of a strategic choice by rulers with an
ethnic base of supporters to use such an ethnic base
to coup-proof their regimes from ethnic rivals.

A whistleblower, by definition, is someone who brings an unethical, immoral, or illegal business practice to the public’s attention. Whistleblowers have a difficult time in doing this, and they often find their lives changed because of their actions. Sometimes they are shunned and receive death threats. It is common for the family members to feel the effects of a whistleblower’s behavior.
Dr. Jeffrey Wigand became one of the best-known whistleblowers after his experience was turned into a movie, The Insider. He proved that tobacco companies were deliberately boosting the nicotine content of cigarettes, making them more addictive and cancer causing. However, like other whistleblowers, he suffered from tremendous stress and received death threats and other forms of intimidation for doing the right thing.
How did Dr. Wigand show moral intelligence in this situation? Jeffrey Wigand put his economic future as well as coworkers and his family at risk to expose the tobacco companies. Would you have done the same thing?

Heights works the relief shift that covers the other dispatchers and Badpenny the supervisor, on their days off. At 11:30 a.m., calls coming into police dispatch have slowed down enough that Heights could go grab her lunch from the refrigerator. Heights is the only dispatcher on duty and she has answer calls while eating her lunch. Not long after Heights sat down to eat, Cher A. Secrit, who is a deputy sheriff and works for the Grantham County Sheriff’s Office, walked into the police dispatch area to eat lunch with Heights. Deputy Secrit is a good friend of Heights and happens to be Badpenny’s best friend and roommate. While eating lunch, Heights asked Secrit, “Is Badpenny alright because she has lost quite a bit of weight in the last few weeks?” Secrit replied, “Badpenny told me that she is dating Mitch Dreadford. When I asked her about her weight loss, because it is quite noticeable, Badpenny said she had been stressed out lately and extremely busy getting all the dispatch files ready for the police audit next week.” Heights had a concerned look on her face when she asked Secrit, “Do you think she is using meth since she is dating Dreadford?” Secrit replied, “I had not thought about that until you mentioned it just now.”
- 2. Heights said, “I am worried that Badpenny may be getting in over her head. When I relieved her the other day; I saw Badpenny was reading a detective’s report from an ongoing drug investigation. I asked her what she was doing, and Badpenny said she was just bored and was perusing some of the officer’s reports.” Secrit replied, "That is concerning because yesterday when I dropped by to see Badpenny while she was dispatching for the University City Police Department; she seemed startled by my arrival. Badpenny quickly closed out of what she was reading on the computer screen. I did not think anything about what Badpenny was doing. However, when Badpenny made the comment that the University City detectives do not write their reports as well as the Grantham County detectives; I knew Badpenny was up to something. Before I could respond, Badpenny lowered her voice and said, listen to this, and she told me what was in the report." Height ask, “What was in the report?” Secrit replied, "Badpenny told me that while reading the Grantham County Sheriff's deputy's report, there was information in the document regarding a federal agent. The agent's name is Hans Cuff, who works for Alcohol Tobacco and Firearms (ATF). Agent Cuff is undercover and has infiltrated a local gang. Also, noted in the report was the gang member’s name who gave Agent Cuff information on a large shipment of meth coming into town next week.” Height asked, “What is the name of the gang member? Do we know him?” Secrit said, “Yes, we know the guy; it is Mookie.”

Oh, this is not good.” Assignment: For this week’s assignment, review the scenario above and write a 2 to 3—page paper regarding the ethical themes and value systems, both Heights and Secrit face regarding Badpenny’s actions. Discuss how discretion and duty play into this scenario. Also, apply how the code of silence and the blue curtain of secrecy may prevent Secrit and Heights from reporting what each has discovered about Badpenny.
