Super Typhoon Mangkhut hit the northern Philippines in September 2018, killing over 60 people and affecting 5.7 million nationwide. It had winds over 150 mph making it the strongest storm of 2018. In the mining town of Itogon, a mudslide buried dozens of homes and miners, with 16 bodies recovered so far. Rescue efforts used shovels and pulleys to manually search for survivors and recover remains in the unstable, wet ground unable to support heavy machinery. The mining site was reportedly shut down in the 1990s but some miners may have been working there illegally to support their families, raising questions around punishment if illegal work is necessary to survive.
