What is the Mozambique Tourism Anchor Investment Program?

Mozambique, a little-known tourism destination bordering the Indian Ocean in Southern Africa is set to re-emerge as the pearl
of the Indian Ocean. With 2700km of coral-fringed coastline, tropical climate and an extensive network of protected areas,
Mozambique’s valuable assets once made it a leader of the African tourism market. Now, after 15 years of sustained
economic and political growth, Mozambique, with its aura of mystery, exclusivity and endless potential is once more alive to
possibilities and open for business.
The Anchor Program – Facilitating tourism investment
In order to turn this potential into tangible reality, the Ministry of Tourism has
joined forces with the International Finance Corporation (World Bank Group)
to facilitate the growth of quality tourism investment in Mozambique. This project;
The Mozambique Tourism Anchor Investment Program identifies, plans and
markets key ‘Anchor’ tourism development sites to the investment community,
whilst simultaneously clearing the administrative and regulatory constraints to
investment.
Launched in late 2006, the Anchor Program will run over a three year period. On
conclusion of the program it will have created:
Four anchor tourism resorts across the country
Approximately 25,000 direct and indirect jobs
Approximately US$ 1 billion investment
Spin-off business and investment opportunities; the ‘anchor effect’.
Implementation
The implementation of the program is managed jointly by the International Finance Corporation and the National Tourism Fund
(FUTUR), under the auspicion of the Ministry of Tourism. The program is broken into three Phases:
Phase 1 – Site Selection and detailed Program Design
Phase 2 – Development of Anchor Sites
Phase 3 – Supply-chain linkages and Pro-poor tourism
Anchor Site Selection
The Anchor Program completed Phase 1 in October 2007. After months of scouring the coast, surveying, assessing, mapping
and interviewing, the final Anchor Sites were selected and approved by Tourism Minister Sumbana on September 12th. The

Next Steps: What is the Anchor Program doing now?
Securing the Land
FUTUR is working together with the National and Provincial Government to legally secure the land
in FUTUR’s name. Investment in the sites will then be negotiated with FUTUR.
Planning
The Anchor Program Team is building detailed management and participation plans for FUTUR,
as well as investment procurement strategies for each site.
Preparing the launch of the Anchor Sites
The Anchor Sites will be revealed once the land has been secured. The sites will then be brought
to the market according to the investment strategies created for each site.
