In the budget year 2017-2018, for education, proposition 98 was allocated $51 billion which was increased across various segments in 2018-2019 such as increasing funding for public universities with $348 million ongoing and one-time $412 million amongst others and the same applies in 2019-2020 (LAO, 2016; LAO, 2018a; LAO, 2019). Commitment to education is necessary to help increase access to education and also decrease inequality that prevails in the areas where students are from poverty-stricken areas.
Healthcare and human service services is also another essential local service for the greatest portion of the budget. In the 2017-2018 budget, the allocation for healthcare and human services was $38.1 billion and an increase of approximately 12% in the 2018-2019 budget. Health home programs, adjustments in Children's Health insurance reauthorization, community care licensing and expansion of health insurance coverage are notable healthcare and human services that contribute to a significant increase in healthcare expenditure (LAO, 2016; LAO, 2018a; LAO, 2019). Provision of healthcare is necessary for the quest to promote a healthier society and increase access to health care services. Development of infrastructural projects such as $630 million to replace Capitol Annex, flood control expenditures and clean water programs are examples of priority projects and services to California State. These are examples of public projects which enhance public safety.
Internal and external challenges for providing goods and services
The budget deficit is one of the internal challenges of which the State of California. This is attributed to inefficiency in the tax collection systems. Federal decisions, economic uncertainty and budget uncertainties are external challenges that influence the provision of public goods and services. For example, the recession put pressure on the revenue collection because investment contract which requires the state to reduce some expenditures on the public goods and services. In the 2017-2018 budget, an assumption was made that taxes on the MCO would expire in 2019 which means services tied to MCO tax would be affected (LAO, 2016). There is a need to conduct a car ...

The Importance of Higher Education Issues in America
Survey respondents were asked to rate the importance of 31 higher education issues, using a five-point scale of '1' equaling "not important" to '5' equaling "very important." Respondents were directed to consider the importance of these issues for the state overall, not simply to reflect their own viewpoints or their agencies' agendas. Readers should keep in mind that our sample size is small, even though it represents nearly the entire universe of state higher education agencies. Mean scores should be treated as approximate, and small differences between items should not be over-interpreted as representing meaningful differences or trends.
The top issues in the states are:
- teacher preparation and professional development
- workforce preparation
- effectiveness and accountability
- K-16 systems/linkages between K-12 and postsecondary
- instructional technology/distance learning.
Many other issues are rated high as well, revealing the large number of "front burner" issues facing higher education today.
Perhaps most interesting, however, is how issues are shifting in importance over time. When we last collected this information in 2014, the dominant issue was adequacy of overall state financial support, reflecting lean years in state appropriations. While this issue is still an important one, it ranks relatively lower than several other issues.
Several substantive issues have grown in importance over the years. Teacher preparation has made a dramatic comeback after declining in importance since 2014. Interest in workforce development and K-16 systems have both shown gradual increases over the past decade. Effectiveness and accountability, while a more important issue area than ten years ago, ranks relatively lower today than it did in 2014. Instructional technology/distance learning, a relatively new and quite important issue in 2000, still ranks very high but is no longer as singularly dominant on the policy agenda of states. Access and diversity, rated quite high in the early part of the last decade had dropped significantly the last time we surveyed. Now this issue area is rising again in importance, most likely a result of challenges to affirmative action being made around the country and consequent concerns. Finally, it is noteworthy that in 2020, concern about faculty salaries is slightly more important than concern about faculty workload and productivity, though neither issue is currently in the top half of the list. This contrasts with the policy environment in 2014 when concern about faculty workload and productivity was significantly higher than concern about faculty salaries.
We briefly explored differences between coordinating board states and governing board states, and found that by and large, the overall patterns are similar.

School leaders survey 2015
Putting aside the detail of the findings for one moment, one of the very interesting aspects of this year’s survey is that, unlike in previous years, there is far less divergence of opinions between academy and maintained school respondents. This perhaps reflects the fact that we are now entering into the sixth year of the expanded academies programme and all schools are feeling the continued effects of the changing accountability measures, frailties of the examination system as well as financial restraint in the public sector.
Two clear themes struck me when looking at the survey findings. The Government’s education programme heavily relies on school leaders and it is clear more needs to be done to support current leaders as well as identifying and developing the leaders of the future.With continuation of the academy programme at pace and the emergence of more local school groups this will be a critical part of succession planning at both a local and national level.
This Government also needs to follow through on its manifesto commitments on schools funding. The Conservative manifesto made a commitment to provide‘proper funding’ to every school and to ‘make schools funding fairer’. However, Nicky Morgan has said the new funding formula will not be ready until September 2017 at the very earliest. Many will remember the last Education Secretary of State started consultation on fair funding in 2012 but progress soon stalled.
Whilst 2017 will feel too late for many, it is important to ensure that this time real progress will be delivered for our worst funded schools and their pupils. The Prime Minister’s announcement in July this year that the additional £390m previously confirmed for 2015-16 would be base-lined in budgets for future years was a welcome start. Any additional measures the Chancellor can facilitate in the comprehensive spending review to help narrow the gap pending the full implementation of fair funding will be very welcome.

Access and diversity, rated quite high in the early part of the last decade had dropped significantly the last time we surveyed. Now this issue area is rising again in importance, most likely a result of challenges to affirmative action being made around the country and consequent concerns. Finally, it is noteworthy that in 2020, concern about faculty salaries is slightly more important than concern about faculty workload and productivity, though neither issue is currently in the top half of the list. This contrasts with the policy environment in 2014 when concern about faculty workload and productivity was significantly higher than concern about faculty salaries.
We briefly explored differences between coordinating board states and governing board states, and found that by and large, the overall patterns are similar.

School leaders survey 2015
Putting aside the detail of the findings for one moment, one of the very interesting aspects of this year’s survey is that, unlike in previous years, there is far less divergence of opinions between academy and maintained school respondents. This perhaps reflects the fact that we are now entering into the sixth year of the expanded academies programme and all schools are feeling the continued effects of the changing accountability measures, frailties of the examination system as well as financial restraint in the public sector.
Two clear themes struck me when looking at the survey findings. The Government’s education programme heavily relies on school leaders and it is clear more needs to be done to support current leaders as well as identifying and developing the leaders of the future.With continuation of the academy programme at pace and the emergence of more local school groups this will be a critical part of succession planning at both a local and national level.
This Government also needs to follow through on its manifesto commitments on schools funding. The Conservative manifesto made a commitment to provide‘proper funding’ to every school and to ‘make schools funding fairer’. However, Nicky Morgan has said the new funding formula will not be ready until September 2017 at the very earliest. Many will remember the last Education Secretary of State started consultation on fair funding in 2012 but progress soon stalled.
Whilst 2017 will feel too late for many, it is important to ensure that this time real progress will be delivered for our worst funded schools and their pupils. The Prime Minister’s announcement in July this year that the additional £390m previously confirmed for 2015-16 would be base-lined in budgets for future years was a welcome start. Any additional measures the Chancellor can facilitate in the comprehensive spending review to help narrow the gap pending the full implementation of fair funding will be very welcome.

Around 12:00 p.m. on September 13, 2004, Fred Smith walked across the road to Bill Jones's house to ask for a ride. Although it was almost fall, it was still very hot outside and Smith needed to pick up money in a neighboring town. Smith didn't want to walk from Centervale to Roan County, so he offered to pay Jones $20.00 for gas and his time to drive Smith to pick up his money. Jones accepted Smith's offer; however, Jones told Smith that he had to pick up a friend at a car repair shop along the way. Jones and Smith drove to Thrifty Repair Shop and picked up Jones's friend, Roger Fish. Fish was not in a hurry that day, so he agreed to ride with the pair to pick up Smith's money.
The trio arrived at 200 S. Railroad Street, Brysonton, Roan County, AnyState. Smith exited the car and told Jones and Fish to wait in the car. As Smith walked toward the front of the residence, he yelled to the occupants inside, "You got some weed?" "Yeah," Raynard Jenkins replied from inside the residence. Jenkins greeted Smith at the door and asked him, "What you got?" Smith pulled out a Ruger SP101 .357 Magnum and shot Jenkins in the chest at point-blank range.
As Jenkins was falling toward the ground, Bob Marshall, a local drug dealer, jumped up from the corner of the couch, dropped a large bag of cocaine on the floor, and ran into the kitchen and out the back door. Smith chased Marshall, shot at him twice, but missed him. Smith ran back to the car and yelled to Jones, "Punch it! He tried to smoke (kill) me." The group sped away in a brown Ford Taurus, but were pulled over by Deputy R. W. Dunn approximately five miles from the scene. After coming to a complete stop, Jones threw the gun onto the rear floorboard of the car, next to Fish.
Deputy Dunn approached the car, asked the men to exit the car, and detained them to await another officer's arrival. When the officer was brought to the location where the men were being detained, a witness who saw the shooting identified Jones as the shooter. Smith, Jones, and Fish were arrested, transported to the Roan County Sheriff's Office for additional questioning, and booked into jail on first-degree murder charges.

State Bureau of Investigation (SBI) Special Agent (SA) Pete Moss arrived at the scene at 200 S. Railroad Street, Brysonton, Roan County, AnyState, with CSI and SBI SA April Pearson at 1:03 p.m. to assist the Sheriff's Office with investigating the murder of Jenkins and the attempted murder of Marshall. SA Pearson interviewed key witnesses who lived in the immediate area within proximity of the crime scene, while SA Moss began drafting a search warrant. Although the Sheriff's Office had secured the scene around the house, SA Pearson secured an additional larger area that extended into the street. Both the interior and exterior barriers were secured with crime.

This transformation marked the beginning of an era defined by unprecedented territorial expansion, architectural marvels, and profound cultural influence.
The empire's roots lie in the city of Rome, founded, according to legend, by Romulus in 753 BCE. Over centuries, Rome evolved from a small settlement to a formidable republic, characterized by a complex political system with elected officials and checks on power. However, internal strife, class conflicts, and military ambitions paved the way for the end of the Republic. Julius Caesar’s dictatorship and subsequent assassination in 44 BCE created a power vacuum, leading to a civil war. Octavian, later Augustus, emerged victorious, heralding the Roman Empire’s birth.
Under Augustus, the empire experienced the Pax Romana, a 200-year period of relative peace and stability. Augustus reformed the military, established efficient administrative systems, and initiated grand construction projects. The empire's borders expanded, encompassing territories from Britain to Egypt and from Spain to the Euphrates. Roman legions, renowned for their discipline and engineering prowess, secured and maintained these vast territories, building roads, fortifications, and cities that facilitated control and integration.
The Roman Empire’s society was hierarchical, with a rigid class system. At the top were the patricians, wealthy elites who held significant political power. Below them were the plebeians, free citizens with limited political influence, and the vast numbers of slaves who formed the backbone of the economy. The family unit was central, governed by the paterfamilias, the male head who held absolute authority.
Culturally, the Romans were eclectic, absorbing and adapting elements from the civilizations they encountered, particularly the Greeks. Roman art, literature, and philosophy reflected this synthesis, creating a rich cultural tapestry. Latin, the Roman language, became the lingua franca of the Western world, influencing numerous modern languages.
Roman architecture and engineering achievements were monumental. They perfected the arch, vault, and dome, constructing enduring structures like the Colosseum, Pantheon, and aqueducts. These engineering marvels not only showcased Roman ingenuity but also served practical purposes, from public entertainment to water supply.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

Visit the Port Townsend School District Budget & Financial Reports page and review the 2018-19 Budget. Look at Line Item 6151 (decrease in Title I) and Line Item 6152 (increase in Other Federal Grants) on GF4. Research what the Title I grant covered and research what the grants listed in Line Item 6152 cover. Think about what those grants might provide for students in your school and what the decrease in Line Item 6151 and the increase in Line Item 6152 may look like at the classroom level. Describe in a post of 300–500 words what might be cut and what might be enhanced in each of these areas. Cite your resources in APA style.
