UNICEF (1993) provides a women’s
empowerment framework, which argues that
women’s development can be viewed in terms of
five levels of equality, of which empowerment is an
essential element at each level. The levels are
welfare, access,conscientisation, participation and
control.

5. There are two approaches commonly used by NGOs:
(a) Empowerment through economic interventions to
improve women’s economic status through
employment, income generation and access to credit.
(b) Empowerment through integrated rural
development programmes, in which strengthening
women’s economic status is just one component
along with education, literacy, provision of basic
needs and services, and reproductive health.

The channels of participation include NGOs, various

The outcome of the empowerment study will be
presented in five separate dimensions and for the
group along with the explanatory comments from
other.
