Definition
UNICEF (1993) provides a women’s
empowerment framework, which argues that
women’s development can be viewed in terms of
five levels of equality, of which empowerment is an
essential element at each level. The levels are
welfare, access,conscientisation, participation and
control.
There are two approaches commonly used by NGOs:
(a) Empowerment through economic interventions to
improve women’s economic status through
employment, income generation and access to credit.
(b) Empowerment through integrated rural
development programmes, in which strengthening
women’s economic status is just one component
along with education, literacy, provision of basic
needs and services, and reproductive health.

The immediate environment of the NGO is
characterized by its relationship with the funding
agencies, credibility with State and public, and its
achievements.

Step 4: Assessment of the target group
environment
The nature of gender relations that determine their
position at the household and community level along
with their relation with the state and market
institutions would determine their environment.

Participation and
Building awareness and capacity
Step 6: Assessment of the development
programme/project
Terms of participation could be at the household,
economic , social and political front.
The channels of participation include NGOs, various
movements and public life.
On the other hand, various obstacles of participation
include education, skill, work burden, economic and
social pressure.
Step 7: Integration of the findings
The outcome of the empowerment study will be
presented in five separate dimensions and for the
group along with the explanatory comments from
other.
