The Office of State Budget & Management (OSBM) is the primary fiscal advisor to the Governor of North Carolina, preparing and recommending the Governor's budget as well as administering the budget passed by the General Assembly. OSBM provides in-depth analysis across many policy areas and ensures public resources are used effectively, comprising six divisions that conduct budget development and execution, economic and demographic analysis, and more. OSBM works to support the Governor's priorities through objective research and ensures a balanced budget through flexible solutions to emerging issues.
