SUMMARY
As Executive Director of the Illinois Criminal Justice Information Authority and president of the National
Criminal Justice Association, Jack Cutrone has been a state and national leader in efforts to improve the
operation of the criminal justice system through cost-effective, data-driven practices, programs and policies.
As a recognized subject matter expert, he has provided counsel on criminal justice policy and grants
administration to policymakers nationwide, to White House and congressional officials and staff, to think
tanks, and to governmental and issue advocacy stakeholder organizations.
PROFESSIONAL ACHIEVEMENTS
• Member of the Cabinet, Governor Pat Quinn, 2009-2015, State of Illinois.
• Executive Director, Illinois Criminal Justice Information Authority (ICJIA), the primary executive
branch criminal justice planning, policy and research agency for the State of Illinois. 2009-2015.
• President, National Criminal Justice Association (NCJA), 2012-2014. Elected by peers for two
consecutive terms; successfully led national advocacy effort to promote effective, cost-efficient
criminal justice policy and to preserve federal funding that supports state and local criminal justice
systems.
• NCJA Midwest Region Committee. 2007-2012. Elected by Midwest State Administering Agencies
to represent the Midwest Region on NCJA’s Advisory Council.
• During his tenure as Executive Director of ICJIA, responsible for the successful administration of
over $400 million in federal and state grant funding supporting all facets of the Illinois criminal
justice system and related human service agencies with strong emphasis on funding proven
evidence-based and cost-effective practices and policies to improve public safety and the
administration of justice.
• As Executive Director of the agency and member of the Adult Redeploy Illinois Oversight Board,
provided initial federal funding and later successfully advocated for General Revenue Funds for the
Adult Redeploy Illinois Program, which has diverted approximately 1900 non-violent offenders from
the Illinois Department of Corrections to community corrections with a net savings to the state of
$41.6 million in correctional costs.
• Led the Smarter Solutions for Crime Reduction Summit in September, 2010 bringing together over
200 Illinois criminal justice practitioners from across the state to share information with national
experts on incorporating evidence-based, cost-effective practices into Illinois criminal justice policy
and to develop priorities for Illinois criminal justice.
• Worked with Treatment Alternatives for Safer Communities, Inc. to educate all sectors of the Illinois
criminal justice system about newly available federal funding for drug and mental health treatment
to ensure its use to reduce recidivism in justice-involved populations.
• Under his leadership, Illinois was one of three states chosen for a National Governors Association
grant award to develop pilot electronic data exchanges between local jurisdictions and the Illinois
Department of Corrections, which, when fully implemented, will save the Department of Corrections
tens of millions of dollars each year by eliminating the redundant collection of information about new
inmates already available electronically.
• Made ICJIA’s Award Winning Statistical Analysis Center an integral partner with ICJIA’s Grants Unit
to promote grant planning, develop a cost-benefit analysis tool, stress evidence-based practices
and develop meaningful grant performance measures to ensure that grantees are accountable for
positive public safety results.
• One of the founders and past chair of the Illinois Center of Excellence for Behavioral Health and
Justice which has provided training and technical assistance to problem solving courts and related
entities in over 80 Illinois counties to provide better public safety and individual outcomes for those
individuals with mental health and substance abuse issues, a problem endemic to the criminal
justice system.
• Innovative expansions to criminal justice data and mapping on the agency’s website for the benefit
of policy makers, practitioners and researchers which garnered a national award.
• Expanded grant supported victims’ services to over 250 victim service agencies, providing services
to over 70,000 Illinois citizens victimized by crime each year.
• Reinvigorated the agency’s role as convener, bringing together all sectors of the Illinois Criminal
Justice System to work collaboratively toward shared goals.
• As part of the National Criminal Justice Association’s coalition campaign and annual “Hill Day,”
briefing congressional leaders and committee staff on the programs and projects supported by
Department of Justice grants that are vital to public safety.
PROFESSIONAL EXPERIENCE
Illinois Criminal Justice Information Authority, Executive Director, 2009-2015
• Led the agency’s 70 staff members in the execution of the agency’s statutory duties, administering
an annual budget of over $100 million.
• Leadership to three agency grant programs that gave a significant positive return on investment:
Adult Redeploy Illinois, Illinois Metropolitan Enforcement Groups and Drug Task Forces, and the
Motor Vehicle Theft Prevention Task Forces.
• Initiated import of Pennsylvania’s updated electronic grants management system which will allow
grantees to apply for grants and to file necessary fiscal and program progress reports online
leading to greater efficiencies and accountability for grantees and agency staff.
• Created greater efficiencies so that current agency staff maintain a work output equal to or greater
than that of a staff of 115 in the early 2000’s.
• Initiated research staff analysis of efficacy of ICJIA grants including a study of Multi-Jurisdictional
Drug Enforcement Task Forces, a study which is considered groundbreaking by the Department of
Justice and other states.
• Dedicated agency grant funds for officer safety and other necessary equipment to police and
sheriff’s departments across the state.
• Supervised contract and staff successful lobbying efforts for agency budgets, programs and
initiatives.
Illinois Criminal Justice Information Authority, General Counsel, 2006-2009
• Assisted in the development of agency policy and budget, grant funding priorities and criminal law
policy recommendations to the office of Governor and General Assembly.
• Supervisory authority over all employees of state agency.
• Responsible for all legal work for agency and supervision of legal staff.
• Supervisory case management and liaison with outside counsel from Attorney General’s office
regarding representation of agency in litigation.
• Legal responsibility for administration of $270 million in federal grants, 2006-2009.
• Labor relations, including grievance resolution and negotiation and drafting of supplemental
contracts.

PROFESSIONAL EXPERIENCE Illinois Criminal Justice Information Authority, Executive Director, 2009-2015 • Led the agency’s 70 staff members in the execution of the agency’s statutory duties, administering an annual budget of over $100 million. • Leadership to three agency grant programs that gave a significant positive return on investment: Adult Redeploy Illinois, Illinois Metropolitan Enforcement Groups and Drug Task Forces, and the Motor Vehicle Theft Prevention Task Forces. • Initiated import of Pennsylvania’s updated electronic grants management system which will allow grantees to apply for grants and to file necessary fiscal and program progress reports online leading to greater efficiencies and accountability for grantees and agency staff. • Created greater efficiencies so that current agency staff maintain a work output equal to or greater than that of a staff of 115 in the early 2000’s. • Initiated research staff analysis of efficacy of ICJIA grants including a study of Multi-Jurisdictional Drug Enforcement Task Forces, a study which is considered groundbreaking by the Department of Justice and other states. • Dedicated agency grant funds for officer safety and other necessary equipment to police and sheriff’s departments across the state. • Supervised contract and staff successful lobbying efforts for agency budgets, programs and initiatives.
