Summary of Bill • 1. Diabetes screening collaboration and outreach program. 2. Advisory group regarding employee wellness & disease management best practices. 3. National Diabetes Report Card. 4. Improvement of vital statistics collection. 5. Study on appropriate level of diabetes medical education.
Why is this bill important? • Diabetes is a chronic public health problem in the U.S. that is getting worse • Diabetes carries staggering costs. • Diabetes complications also carry staggering economic and human costs for our country and health system.
Why is this bill important? (cont.) Diabetes is deadly, according to Centers for Disease Control and Prevention. Diabetes is unique because many of its complications & costs are largely preventable through early detection, better education on self-management, and improved delivery of available medical treatment.
How will the bill affect the health care system? Lead to increased amount of diabetes medical education required for healthcare professionals. Improve vital statistics collection of diabetes mortality data. Track progress in meeting national goals for improving diabetes care, costs, and prevalence.
How will the bill affect the health care system? (cont.) Establish advisory group to encourage the adoption of effective employee wellness and disease management programs. Maximize cost effectiveness in increasing utilization of diabetes screening benefits.
Who in society will be affected? One in 3 Americans born in 2000 will get diabetes. 5,700,000 Americans are currently undiagnosed. In 2007, 23,600,000 Americans had diabetes, which was 7.8% of the US population.
Possible Financial Impact of H.R. 1402 CBO cost estimates have not yet been published. In 2007, the total amount of costs of diabetes was estimated $174,000,000,000. 18% of Medicare pop. has diabetes but spending on this group consumes 32% of Medicare budget.
Possible Financial Impact of H.R. 1402 (cont.) According to the Agency for Healthcare Research and Quality, appropriate care for diabetes complications could have saved the Medicare and Medicaid programs $2,500,000,000 in hospital costs in 2001 alone.
I believe that H.R. 1402 should be passed into legislation. • Improve Quality of Life for those suffering from Diabetes. Better Track Progress in Meeting National Health Goals. Improve Diabetes Medical Education. Promote Disease Management Best Practices.
