Kerken zijn impact investors (VBDO). Het wachten is nu op Christelijke Social Impact Bonds. Met de ruime ervaring in impact investing en het breed vertakte netwerk van lokale sociale organisaties kunnen kerken aan cherry picking doen om de beste organisaties en projecten via groeikapitaal flink op te schalen. De relaties met gemeenten zijn theoretisch uiteraard beperkt door de scheiding van kerk en staat, maar op lokaal niveau komen ze elkaar veelvuldig tegen en werken samen aan allerlei sociale doelstellingen die onder Binnenlands Diakonaat vallen. Denk aan jongeren-, ouderen- en gehandicaptenwerk, ondersteuning van vluchtelingen, daklozen, ex-gedetineerden etc. Kortom men weet wat men aan elkaar heeft.

Next to the Big numbers of Dollars, Deals, Drama leading to reshuffles at target/merger companies. Celebrities partnered with successful CEO’s and M&A experts as non finance professionals although many of them manage huge wealth & business models made in their sport/music/media careers.
It brought great Publicity, not so much $ Performance and SEC regulation: amost a year in the Boom, April 2021, it’s Office of Investor Education and Advocacy cautioned investors in an Investor Alert: It is never a good idea to invest in a SPAC just because someone famous sponsors or invests in it or says it is a good investment.*. Beer is the 5th most consumed beverage in the world, so energy & water use are material to achieve the #GlobalGoals.
So I threw in #EnergyEffiency #RenewebleEnergy and the #Energymix as #DoLessHarm, #DoGOOD & #DoBETTER Impact.
Last but for #People impact most important, I added risks of #alcohol use. #GlobalGoal3: #Target3.5 and more effort on #NoAlcohol & #LowAlcohol sales (in stead of pushing bigger (!) sizes. No/Low Alcohol beers contain less calories so a #DoBETTERImpact factor as well)
I used #SDG12 #ResponsibleConsumption & Production as labels, not #GlobalGoals3 Health, because Heineken is a #FastMovingConsumerGoods #Beverages company and not a Healthcare suplier.
It can become a #GlobalGoal6 #Sweetwater company as they treat 96% of the water (#compliance to regulation) which seems more than they need for beerproduction (1l beer-3lwater). Depending on the waterquality after treatment #industrialwater #drinkingwater etc.
All plotting based on commonsense, mine, I prefer labels. They could become circles indicating the ''size'' of the risk/opportunity topic/issue as extra information as can be an issue with materiality maps. For CEOs & retail investors' #KIID.

1. Waar blijven de Christelijke Social Impact Bonds?
Social Impact Bonds (SIBs) zijn private equity leningen voor uitvoeringsorganisaties waarbij private investeerders
worden terugbetaald door de overheid op basis van de geleverde prestaties die zowel doelen als besparingen realiseren
voor die overheid. Denk bijvoorbeeld aan training en werk voor specifieke doelgroepen en de daarmee bespaarde
(bijstands)uitkeringen. De uitvoeringsorganisatie werkt op basis van een beproefde effectieve werkwijze en soms
preventief, iets waar overheden moeilijk budget voor vrij kunnen maken, Zeker in tijden van bezuinigingen. De
investeerders zijn vaak vermogensfondsen met doelstellingen die aansluiten bij de intentie van de Social Impact Bond
en die de uitvoeringsorganisatie al langer ondersteunen bij het ontwikkelen van hun werkwijze.

2. Opschaling door groeikapitaal
Met de Social Impact Bond investering kan het werk worden opgeschaald, het is dus een groeikapitaal investering
alleen worden de investeerders terugbetaald door de overheid en niet door de uitvoeringsorganisatie. Als het lukt.
Groeikapitaal is een soort venture capital investering en als het project toch mislukt krijgen de private investeerders
hun geld niet terug. Maar het kan ook zijn ze (veel) meer terugkrijgen, de investering plus hoge(re) rente op basis van
de geboekte resultaten. In de VS worden Social Impact Bonds, die nog geen 10 jaar leden in het Verenigd Koninkrijk
zijn uitgevonden dan ook Pay-for-Success bonds genoemd. Het VK is SIB kampioen met 3 dozijn SIB's, maar de VS,
Australië en andere mn Westerse landen en Israël hebben ook al SIBs gelanceerd. Het model is ook inspiratie geweest
voor Development Impact Bonds, bijvoorbeeld voor beter meisjesonderwijs in India en trekt zowel traditionele
vermogensfondsen aan als bedrijfsfondsen. Nederland heeft nu 2 SIBs, bij beiden is de Start Foundation
investeerder. In Rotterdam samen met het ABNAMRO Social Impact Fund voor werk of opleiding voor jongeren. In
Utrecht investeerde het met de Rabobank Foundation in groeikapitaal voor de opschaling van een activiteit die door
beiden al langer werd ondersteund: een opleidings- en leertraject voor jongeren in de horeca: lokale Rabo
bedrijfsrestaurants.
De Start Foundation werkt voor kwetsbare mensen met afstand tot de arbeidsmarkt. Dat kan zijn door situationele,
persoonlijke, lichamelijke en geestelijke beperkingen en uiteraard de werkgelegenheid die door de crisis sterk
verslechterd is. Het geeft en leent geld aan ondernemers en ondernemingen die werk bieden aan haar doelgroep
Nederland heeft nu 2 SIBs, bij beiden is de Start Foundation investeerder. In Rotterdam samen met het ABNAMRO

in mijn visie zijn er 5 types Impact Investing: het Amerikaanse model classic impact investing (type 1) en het
Brits?/Europese model Philanthropic Impact investing (type 2) Social Impact Bonds zijn type 2 philanthropic impact
investing.

4. Kerken zijn Impact Investors
In 2011 onderzocht de Vereniging voor Beleggen in Duurzame Ontwikkeling voor investeringsfonds Oikocredit wat
Christelijke kerken en instellingen doen op het gebied van impact investing en missie gerelateerd investeren. Daar
kwam een verbluffend hoog percentage uit: ruim de helft is impact investor. Met het vermogen door duurzame
beleggingen en obligaties in Oikocredit (voor kleine boeren en coöperaties) en in het Protestants Diakonaal Krediet
Nederland (PDKN) voor niet gesubsidieerde welzijnsprojecten. En door leningen aan grote en kleine lokale initiatieven.
Zo werd de Wereldwinkel in Scheveningen opgestart met leningen van lokale kerken die na kerkdiensten de verkoop
van eerlijke koffie en andere fair trade producten organiseerden.

Het wachten is nu op Christelijke Social Impact Bonds. Met de ruime ervaring in impact investing en het breed
vertakte netwerk van lokale sociale organisaties kunnen kerken aan cherry picking doen om de beste organisaties en
projecten via groeikapitaal flink op te schalen. De relaties met gemeenten zijn theoretisch uiteraard beperkt door de
scheiding van kerk en staat, maar op lokaal niveau komen ze elkaar veelvuldig tegen en werken samen aan allerlei
sociale doelstellingen die onder Binnenlands Diakonaat vallen. Denk aan jongeren-, ouderen- en gehandicaptenwerk,
ondersteuning van vluchtelingen, daklozen, ex-gedetineerden etc. Kortom men weet wat men aan elkaar heeft.
Remmende voorsprong?
Wellicht lijden Christelijke kerken en fondsen een beetje aan de Wet van de Remmende Voorsprong. Met de vele impact
investeringen en ruime ervaring kan een Social Impact Bond als ''nieuw'' financieringsinstrument een ''innovatie'' zijn
die op het eerste gezicht weinig toevoegt, behalve dat het risico wegneemt van de overheid als eind-financier. Dat is
ook wel verfrissend in plaats van structureel eindoplossingen of het budget ervoor als verantwoordelijkheid van
overheid te bestempelen.
Behalve Social Impact Bonds die ingebouwde incentives hebben voor optimale sociale impact. Ofwel hoe meer
mensen echt geholpen worden, hoe meer de gemeente kan uitkeren aan de uitvoeringsorganisatie en de (voor)
investeerders. Dat klinkt opeens heel erg als de parabel van de talenten uit Mattheus 25**. Die over de man die op
reis ging en drie dienaren geld gaf: ieder naar wat hij aankon. De dienaren deden wat zij konden, twee dreven handel
en verdienden er meer en iets minder geld mee. Maar de derde verstopte het geld uit angst alles te verliezen. Bij
thuiskomst werden de ondernemende dienaren beloond en kregen meer geld om mee aan het werk te gaan. De bange
dienaar werd gestraft

5. Dus Christelijke fondsen en instellingen, grote en kleine kerkelijke gemeenten en parochies: kijk eens in jullie giften
investeringen portfolio en zoek kandidaten voor een Social Impact Bond. Organisaties die hun voetsporen hebben
verdiend, maar door gebrek aan budget en krediet niet kunnen groeien en zo meer kunnen betekenen, Hoe meer ze
kunnen doen, hoe meer verschil ze kunnen maken. En daarmee de samenleving versterken en gemeenten helpen
Kortom kerken: doe en zeg dingen die dicht bij de kerndoelen blijven!

14 Of het zal zijn als met een man die op reis ging, zijn dienaren bij zich riep en het geld dat hij bezat aan hen in

Drs Alcanne Houtzaager MA was voordat zij zich op Impact Investing stortte landelijk campagneleider voor grote
fondsenwervers zoals de Hart- en Nierstichting. Van 2005-2008 voor Kerk in Actie, het fondsenwervingsmerk van de
Protestantse Kerk in Nederland en een aantal kleinere kerken zoals de Remonstranten. De merkbekendheid van
KerkinActie steeg door mijn campagnes met 18% naar 79% door de missionaire campagne de Kerk viert Feest! (en ook
de inkomsten stegen weer). Ook de Kerstcollecte campagne voor AIDS wezen in Afrika: Welkom op het grote
Geboortefeest leverde 33% meer op dan daarvoor.
IINieuws CHARITIES & FOUNDATIONS
Kerken kiezen voor missie gerelateerd beleggen
Kerken blijken missie gerelateerd investeerders en impact investors! De VBDO onderzocht voor Oikocredit het
vermogensbeheer door (92) kerken, parochies en instellingen. De helft heeft geen (formeel) duurzaam beleggingsbeleid
geformuleerd, concludeert de VBDO nogal streng. Het uitsluitingsbeleid (negative screening) bevat opvallend veel
criteria. Actief aandeelhouderschap, (of engagement, een VBDO stokpaardje) daarentegen, wordt bijna nergens
toegepast.
Noot van de Blogger: Maar uit het onderzoek blijkt ook dat meer dan de helft missie gerelateerde investeringen heeft
(44 respondenten) en/of impact investments (7) heeft! Kerken pakken door en stomen meteen door naar duurzaam
beleggen 2.0!
Beleid
Lokale gemeenten en instellingen van de Protestantse Kerk (64) en Rooms-katholieke parochies (14) en congregaties
(14) beheren hun vermogen als vermogensfonds: voorzichtig. Er is een voorkeur voor cash, deposito's en obligaties en
het rendement wordt gebruikt voor de doelstellingen. Als het vermogen meer dan 100.000 euro bedraagt (55% van de
respondenten) is er het meeste aandacht voor de duurzaamheid van de beleggingen. Na instand-houding van het
vermogen is beleggen in fondsen of bestemmingen en bedrijven die hun missie ondersteunen favoriet (Grafiek 3). Ook
interessant: als er geen 'beleid' is, is dat bij 13 respondenten omdat de missie al in praktijk wordt gebracht door door

7. giften of renteloze/laagrentende leningen aan diverse instellingen. (Tabel 5).
Favorieten
Bestemmingen zijn bijvoorbeeld Oikocredit en PDKN (Protestants Diaconaal Krediet Nederland), bij beiden is financieel
rendement van minder belang. Oikocredit is in 1975 opgericht door leden van de Wereldraad van Kerken en noemt zich
'pionier in microkrediet', ze geeft leningen aan arme mensen (wereldwijd 472miljoen euro). Oikocredit is een 'gewoon'
beleggingsfonds (koers 202euro, rendement 1,5%). Al in 1968 ontstond bij een Wereldraad van Kerken vergadering het
idee voor een 'ethical investment channel that would support Christian teachings of peace and universal brotherhood'.
De PDKN is opgericht in 2005 en onderdeel van de Protestantse Kerk in Nederland (PKN). De PDKN belegt langdurig in
niet-gesubsidieerde diaconale (welzijns) projecten. Ze heeft nu 10 projecten gefinancierd (in Nederland). De PKN werkt
aan een boek over duurzaam beleggen Investeren in je/de missie; duurzaam beleggen door kerken.
Noot van de Blogger: Het aantal respondenten dwingt (inderdaad) tot bescheidenheid. Er zijn ongeveer 2000 PKN
gemeenten in Nederland en 1400 Parochies, maar er wordt overal flink gefuseerd. Daarnaast zijn er allerlei stichtingen
actief in 'het verlengde van het werk” van gemeenten en parochies, zoals bijv de Stichting de Hoop voor zwerfjongeren,
een van de PDKN investeringen.
