Recognizing the value of enterprise mobility for DoD, Government Business Council (GBC) and Verizon undertook a research campaign involving secondary research, a survey of defense managers, and a live discussion of the findings with a panel of experts in the defense community. The research indicates that expanded, enterprise mobility will greatly enhance mission effectiveness for DoD, whether end users are in the field coordinating airstrikes, rescuing civilians lost at sea, or in garrison collaborating wirelessly with colleagues.

THE VALUE OF MOBILITY Intoday’sworld,wheremorepeopleintheU.S. areexpectedtoaccesstheinternetthrough mobiledevicesthandesktopcomputersin 2015,developingcomprehensivemobility servicesisarequirementjusttoremain relevant.3 ForDoD,allowingseamlessaccess toinformationflowsviamobiledevicesfor thoseingarrisonandinthefieldalsopromises toenhancemissioneffectivenessandhelp maintaintechnologicalsuperiority. Many respondents also indicate more efficient operations (48 percent) and increased information sharing (46 percent) are important benefits. Thatremotedataentryandaccesstopsthelistof benefitsforDoDmanagerssurveyedindicatesthat leveragingmobilityinthefieldisparamountforthe Pentagon.EnhancedmobilitywillhelpDoDpersonnel bemoreefficientandproductiveinofficesettings,but theybelievethebiggestaddedvalueliesinthetactical realm.Infact,morethanthreequartersofGBC’ssurvey respondents(77percent)saytheabilitytoleverage mobilityatthetacticallevelisimportantorvery importanttoachievemission. AtanOctober23eventinWashingtonD.C.,apanelof expertsfrominsideandoutsidethegovernmentdefense communityelaboratedonkeymobilitybenefitsforDoD. SonyaClark,VicePresidentofDefenseandNational Security,PublicSectorMarketsforVerizonEnterprise Solutions,saidtheultimategoalistocreateanagile forceand“grantsecureaccesstostrategicassets.”With mobility,shecontinued,“youareaddingcapabilitytothe missionwithoutburdeningthemission.” LinusBarloonII,formerUSAF(Maj,Ret)andSenior CyberSecurityEngineerattheVirginiaTechApplied ResearchCorporation,statedthatreachingapointwith mobilitywhereagencieshave“theabilitytocollaborate inthesameenvironmentwithatechnology-agnostic perspectivefordeviceswillallowforfasterdecision making,morecollaboration,andmoresituational awarenessoneitherthebattlefrontorinaregular operationalmission.” Thepanelemphasizedmobility’svalueintheaterin particular.LieutenantCommanderVinceTaylor,U.S. CoastGuardBranchChiefforSupportandLogistics, EnterpriseInformationSystemsInfrastructureProduct Line,TelecommunicationandInformationSystems CommanddescribedtheCoastGuard’smobilitygoals asattaining“onecomprehensive,holisticmodelforour users,”andensuring“theabilityforourendusersorour firstrespondersoutinthefieldtobeabletofocuson thejobitself,savingpeople’slives,asopposedtotrying tofigureouthowtheinformationsystemsthey’reusing work.” Inadditiontoenhancingmission-effectiveness,panelists discussedthepotentialcostsavingsofexpanding defensemobilityservices.RobertAndersonIII,Chief ofHQMCC4/CV(VisionandStrategyDivision)atthe U.S.MarineCorpspointedoutthatwhereasthecurrent “averagecostis$480adevice”fortheNavy,hebelieves “theaveragecostisgoingtoberightaround$40ayear” foranewrollout.“Wewillsavethetaxpayers$144 millionayear.” ThepanelandGBC’ssurveyrespondentsclearlybelieve thatDoDwillyieldsignificantbenefitsfromenhanced mobilityservices.Therealquestionsurroundingdefense enterprisemobility,however,ishownotwhy. CHALLENGESTO EXPANDING MOBILITY Thedepartmenthasmadesignificantprogress creatinganinitialmobilityecosysteminFY2014. DISArolledoutamobiledevicemanagementsystem, amobileapplicationstore,andexpandeditsclassified mobilitypilotprograms.5 Moreover,DISAplansto supportupto2,000mobiledevicescapableofsecurely transmittingclassifiedinformationasearlyasFebruary 2015.6 However,DoDcontinuestostruggletoscale comprehensivemobilityservicestotheenterpriseand policiesstilldifferamongtheservicebranches. GBC’ssurveyrespondentsrevealthatthereareindeed fundamentalchallengestoDoD’senterprisemobility project.Inparticular,majoritiesofrespondentssay thatDoDneedstoimprovewirelesscoverage(53 percent)andusersupport(52percent),aswellasexpand integrationwithDoDnetworks(52percent),forits unclassifiedmobilityservices. Whenaskedaboutsignificanthurdlestofully leveragingmobilityservices,nearlytwothirdsofsurvey respondents(64percent)pointtobudgetconstraints. MajoritiesalsoindicatethatcompatibilitywithlegacyIT infrastructure(58percent)andsecurity(54percent)are seriouschallenges. Alargeminority(47percent)suggest thataculturalresistancetochangeisanadditionalissue. TheOctober23eventpanelelaboratedonthese obstaclesandmore.Clarkpointedoutthatamajor challengeissimplykeepingupwiththepaceof technologicalchange.“Alotoftimes,thesolution,once itgoesthroughthatfull[accreditation]process,lacks thesameamountofrelevanceitmayhavehad.”Anderson addedthatthepaceoftechnologicaldevelopment hasrenderedeventhemostrecentpolicypublications obsolete.“Because[common]operatingsystemsare becomingsogood,reallyweneedtogobackandlookat [recentpolicypublications]againeventhoughthey’ve justbeensigned.”Toachievestate-of-the-artmobility services,DoDwillhavetofigureouthowitcanstreamline set-upandaccreditationprocesses. This,however,isnosimpletask.ForBarloon,installing thesystemsandprocessesneededtoensurethe integrityofmobiledevicesanddataisamajorchallenge inandofitself.“It’snotjustassimpleasinstallinga mobiledevicemanagementsystem,installinganapp storeandinstallingservices;it’sinstallingthosethings andthentrainingtheadministratorstousethose capabilities…andthentrainingusers.”Eachofthese stepscanbecomplexandgeneratesrisk. LCDRTayloraddedthatanothermainchallengeis avoidingendusers“havingtolearnsixtosevendifferent interfaces”tousetheITservicestheyneedtodotheir jobs.“Whenwestarteddownthisavenueofmobility,we startedbuildingoutacompletenewinfrastructurein additiontowhatwe’vepreviouslyhad.”Ineffect,“we’ve takenanewcomponentcalledmobilityandbolteditonto theside”oftheexistingITinfrastructure.Thekey,hecontinued,will beputtingallthepiecesintoasingle,integratedsuiteofITtools. MOVING MOBILITY FORWARD GBCandVerizon’sresearchcampaignindicatesthatexpanded, enterprisemobilitywillgreatlyenhancemissioneffectivenessfor DoD.Whetherendusersareinthefieldcoordinatingairstrikes, rescuingcivilianslostatsea,oringarrisoncollaboratingwirelessly withcolleagues,mobilitycanhelpthedefensecommunitybecome moreproductiveatlowercost. Butasthesurveyandpaneldiscussionrevealed,achieving comprehensive,enterprisemobilityisatallorderforDoD.Toget there,theDepartmentshouldfocuson: • FurtherdevelopingitsbasicITinfrastructuretoseamlessly integratemobilenetworksandservices.Here,aparticular emphasisshouldbeplacedonenhancinginteroperabilityacross DoDcomponentsandservicestoextendthebenefitsofmobility intojointoperationalenvironments. • Enhancingunderstandingofhowendusersactuallyoperate mobiledevicesinallrelevantsettingsinordertooptimizeand streamlinesecurityprotocolsandsupportsystems. • Determiningcoresecurityprinciplesagainstwhichallmobility servicescanbemeasured.
