Code for America is creating these simple, beautiful interfaces and showing what's possible; we want more UX practitioners to join the cause!

Code for America recruits leading web and tech professionals and recent graduates who have a passion for public service to become Code for America fellows. They accept only 5.5% of applicants into their fellowship program where fellows work with city governments to help fix issues through developing technology solutions. Some ways they aim to fix government include stopping the reinvention of existing solutions, making data more useful, letting citizens help fill service gaps, making bureaucracy more efficient, leveraging demographic trends, and listening to millennials.

The letter responds to a request for comments on updating the Communications Act of 1934. It argues that the Act needs modernizing because technologies have drastically changed since it was last updated 17 years ago. A key problem is how the Act divides regulations based on outdated classifications like "telephone" or "cable" services, which does not address modern technologies that blend elements. Updating the Act to promote competition would benefit consumers and social ventures. The writer's company helps the 60 million Americans who do not know how to use the internet, and clarity around future regulations is important for their education services. Civic tech can't make the impact it needs to if those working in the sector don't understand that more than half of the world's population doesn't use the internet. Blending my knowledge of digital exclusion, digital inclusion and the digital divide, and my time on the Speaker's Commission for Digital Democracy, this speech asks some difficult questions about how we can work in partnership to make real impact for the people who need better democracies and better lives.

E-governance refers to the use of technology like the internet and mobile devices by government to improve efficiency and services for citizens, businesses, employees, and other government agencies. It discusses the different types of e-governance like G2C (government to citizen), G2B (government to business), G2E (government to employee), and G2G (government to government). Malaysia initiated e-governance in 1996 through the Multimedia Super Corridor to modernize public administration. Major e-governance projects included the myGovernment portal, HRMIS, GOE, electronic procurement, and e-Services. These provided online government information and transactional services to citizens. Key challenges included integrating legacy systems and ensuring privacy and security as services moved online. Malaysia ranked 24th globally for e-governance in a 2013 UN survey.

E-democracy comprises using electronic communications like the Internet to enhance democratic processes. One obstacle is citizen identification for secure elections and transactions while preserving privacy. Another is that direct democracy may threaten some political and business interests.
The digital divide refers to unequal access to digital technology and skills between those who have effective access and those with limited or no access. It can be classified by gender, income, race, and location. While access is increasing globally, divides still exist such as between rich and poor in Canada and a growing divide in China. In Europe, age and education are primary factors in the digital divide.

Miloshevic also discussed accountability issues regarding ICANN, the IANA transition, NetMundial, and WSIS+10. Her presentation focused on threats to permissionless innovation, multistakeholder processes, and governance institutions. She emphasized reestablishing trust and balance among stakeholders as a key obstacle to overcome.

Building Digital Learning Practises for Finnish Government
1) Petteri Kallio discussed building digital learning practices for the Finnish government by shifting from an industrial learning paradigm to a network learning model suited for today's networked society.
2) He outlined key competencies needed by civil servants, including skills related to digitalization, management, communication, and lifelong learning.
3) Kallio proposed a playbook for designing and executing digital learning projects in a collaborative manner through co-creation workshops, manuscript development, production, and evaluation.

Climate impact / sustainability of software testing discussed on the talk. ICT and testing must carry their part of global responsibility to help with the climat warming. We can minimize the carbon footprint but we can also have a carbon handprint, a positive impact on the climate. Quality characteristics can be added with sustainability, and then measured continuously. Test environments can be used less, and in smaller scale and on demand. Test techniques can be used in optimizing or minimizing number of tests. Test automation can be used to speed up testing.
Building Production Ready Search Pipelines with Spark and Milvus
Spark is the widely used ETL tool for processing, indexing and ingesting data to serving stack for search. Milvus is the production-ready open-source vector database. In this talk we will show how to use Spark to process unstructured data to extract vector representations, and push the vectors to Milvus vector database for search serving.
Artificial Intelligence for XMLDevelopment
In the rapidly evolving landscape of technologies, XML continues to play a vital role in structuring, storing, and transporting data across diverse systems. The recent advancements in artificial intelligence (AI) present new methodologies for enhancing XML development workflows, introducing efficiency, automation, and intelligent capabilities. This presentation will outline the scope and perspective of utilizing AI in XML development. The potential benefits and the possible pitfalls will be highlighted, providing a balanced view of the subject.
We will explore the capabilities of AI in understanding XML markup languages and autonomously creating structured XML content. Additionally, we will examine the capacity of AI to enrich plain text with appropriate XML markup. Practical examples and methodological guidelines will be provided to elucidate how AI can be effectively prompted to interpret and generate accurate XML markup.
Further emphasis will be placed on the role of AI in developing XSLT, or schemas such as XSD and Schematron. We will address the techniques and strategies adopted to create prompts for generating code, explaining code, or refactoring the code, and the results achieved.
The discussion will extend to how AI can be used to transform XML content. In particular, the focus will be on the use of AI XPath extension functions in XSLT, Schematron, Schematron Quick Fixes, or for XML content refactoring.
The presentation aims to deliver a comprehensive overview of AI usage in XML development, providing attendees with the necessary knowledge to make informed decisions. Whether you’re at the early stages of adopting AI or considering integrating it in advanced XML development, this presentation will cover all levels of expertise.
By highlighting the potential advantages and challenges of integrating AI with XML development tools and languages, the presentation seeks to inspire thoughtful conversation around the future of XML development. We’ll not only delve into the technical aspects of AI-powered XML development but also discuss practical implications and possible future directions.
Removing Uninteresting Bytes in Software Fuzzing
Imagine a world where software fuzzing, the process of mutating bytes in test seeds to uncover hidden and erroneous program behaviors, becomes faster and more effective. A lot depends on the initial seeds, which can significantly dictate the trajectory of a fuzzing campaign, particularly in terms of how long it takes to uncover interesting behaviour in your code. We introduce DIAR, a technique designed to speedup fuzzing campaigns by pinpointing and eliminating those uninteresting bytes in the seeds. Picture this: instead of wasting valuable resources on meaningless mutations in large, bloated seeds, DIAR removes the unnecessary bytes, streamlining the entire process.
In this work, we equipped AFL, a popular fuzzer, with DIAR and examined two critical Linux libraries -- Libxml's xmllint, a tool for parsing xml documents, and Binutil's readelf, an essential debugging and security analysis command-line tool used to display detailed information about ELF (Executable and Linkable Format). Our preliminary results show that AFL+DIAR does not only discover new paths more quickly but also achieves higher coverage overall. This work thus showcases how starting with lean and optimized seeds can lead to faster, more comprehensive fuzzing campaigns -- and DIAR helps you find such seeds.
