This document defines totalitarianism as a government that oppresses its people through fear and surveillance. It then provides examples of totalitarian leaders such as Vladimir Lenin in Russia, Joseph Stalin in the Soviet Union, Mao Zedong in China, and Adolf Hitler in Germany. It describes some of their policies and goals, including Lenin's New Economic Policy, Stalin's five-year plans and purges, Mao's Cultural Revolution and Great Leap Forward, and Hitler's book Mein Kampf and use of the Reichstag fire.
