SCENARIO BEFORE 18TH AMENDMENT
 Federal Ministry of Education (FMoE) responsible for formulating education
policy
 Ministry played role in coordination
 Education was at the concurrentlist.
 Key role of FMoE as described in rule of business 1973 was
1. Formulationof national education policy
2. Collectionof vital statistics
3. Diagnose system & performance issue
4. Development of physical & financial norms
5. Implement and monitor PSDP
6. Authorityof finalization of curriculumand books rested with FMoE
SCENARIO BEFORE 18TH AMENDMENT
University Grant Commission (1976) looked after higher
education named as HEC in 2002.
National Institute of Science and Technical Education (NISTE)
regulated technical education in Pakistan.
 The provincial department of education was headed by Minister
of education, secretary and provincial directorate.
18th amendment to the 1973 constitution revised the power distribution
between center and provinces.
 Legislative and executive jurisdiction has shifted from center to provinces
Followingare the major changes
 Introductionof article 15-A
Removal of concurrentlist which resulted in the legislative and executive
shift of curriculum, syllabi, planning, policy, center of excellence, standard of
educationand Islamic education to provinces.
 New entries in federal legislative list in the mandate of Council of Common
Interest like regulatory authorities established underfederal law.
SCENARIO AFTER 18TH AMENDMENT
▪ Omission of 6th and 7th schedule, 6th schedule
authorize president to take over private school and
colleges (article 268(a) and 7th schedule (article
270(a)) were amended. The Statue of Agha Khan
University, National College of Textile Engineering
and Lahore University of Management Science can
now be changed as ordinary legislation.

PROVINCIAL DEPARTMENTS OF EDUCATION
 After 18th amendment, education has been included in the
legislative and executive list so, it has become totally the
provincial responsibility.
 There is federal Ministry of education who is responsible for
the federal matters of education. Punjab, Sindh, KP and
Baluchistan have their independent ministries of education
 They develop their own education policies
Director Public Instruction (DPI)
 Directorate of Public Instruction was established in 1856 and since then it is
functioning. In 1956 when the four provinces i.e. Punjab, Sindh, NWFP and
Baluchistan were merged and named as West Pakistan, the Directorate of Public
Instruction was renamed as Director Public Instruction (West Pakistan) and four
Regional Directorates i.e., Lahore, Peshawar, Quetta and Hyderabad were setup.
 In 1962, the Regional Directorate Lahore was further bifurcated into two Region i.e.
Lahore Region (Lahore, Multan and Bahawalpur Division) and Rawalpindi Region
(Rawalpindi, and Sargodha Division) respectively.
 In 1973, Education Department was reorganized with Five Divisional Directorates
(Lahore, Rawalpindi, Multan Bahawalpur, and D. G. Khan). Later on, the number of
Divisions raised to eight
Director Public Instruction (DPI)
 In 1982, the Provincial Directorate was further divided into two separate
independent functional units i.e. DPI (Colleges), and DPI (Schools). In 1993, on
the recommendations of the International Donor Agencies, Directorate of Public
Instruction (Schools) was further divided into three wings i.e. DPI (secondary
Education), DPI (Elementary Education) and Directorate of Staff Development
(Training Wing).
 Divisional Directorates abolished in 2001 and School Education devolved to
District Governments.
Key Functions of Director Public Instruction (DPI)
a. Implement government policies, directions and orders
b. To assess the needs and requirements of the colleges and
provision of funds, staff and buildings
c. To assist the government in formulating policies in respect of
academics, financial and administrative matters
d. To act as coordinator between the government and other
agencies including the Director /District Education Officers

Director Public Instruction (DPI) (Continue)
d. Maintenance of the career record of teaching staff of colleges (BPS 17, 18, 19 &20)
and preparation of their promotion.
e. Administer inter, degree and post-graduate colleges
f. Arrangements for teacher training
g. Registration of private colleges
h. Conduct of inquiries
i. Settlement of audit paras
j. Technical and administrative inspection of colleges
k. Inter-district transfers of teaching and non-teaching staff up to BPS 19
l. Sanction of Leave up to maximum of 365 days up to BPS 20, except ex-Pakistan
leave

ORGANIZATION OF FGEI DIRECTORATE
FUNCTIONS OF FGEI DIRECTORATE:
 Implementation of National Education Policy.
 Laying down of uniform syllabi, textbooks and schedule of examinations.
 However, syllabi and schedule of Matric, FA/FSc, BA/BSc & MA exams are controlled
by FBISE and the Universities.
 Maintenance of high academic standards and quality of education.
 Selection and recruitment of categories of all categories of teaching and nonteaching
staff except Grade 16 and above.
 Management, posting, promotions, transfers, welfare and disciplinary/ administrative
actions regarding civil staff. Promotion/disciplinary actions against Grade 16 and above
are dealt with by Ministry of Defense and Establishment Division.
 Preparation and processing of budget establishment, Annual Development Programs/
Plans in respect of FGEIs and procurement of necessary funds from the Ministry of
Defense.
 Execution of development projects through MES
FUNCTIONS OF BOARD OF INTERMEDIATE
AND SECONDARY EDUCATION
 To organize, regulate, develop and controlintermediate educationand
secondary education.
 To hold and conductall examinations pertaining to intermediate
education, secondaryeducation, Pakistani and internationallanguages
and such otherexaminations as may be determined by the Government.
 To lay down conditionsfor recognition of institutions
 To supervise the residence, health and discipline of the studentsof
recognized institutionswith a view to promote their general welfare.
 To instituteand award scholarships, medals and prizes in the prescribed
manner.
 To organize and promoteextra-curricularactivities on and for recognized
institutions

PROVINCIAL DEPARTMENTS OF EDUCATION  After 18th amendment, education has been included in the legislative and executive list so, it has become totally the provincial responsibility.  There is federal Ministry of education who is responsible for the federal matters of education. Punjab, Sindh, KP and Baluchistan have their independent ministries of education  They develop their own education policies
  • 13. Director Public Instruction (DPI)  Directorate of Public Instruction was established in 1856 and since then it is functioning. In 1956 when the four provinces i.e. Punjab, Sindh, NWFP and Baluchistan were merged and named as West Pakistan, the Directorate of Public Instruction was renamed as Director Public Instruction (West Pakistan) and four Regional Directorates i.e., Lahore, Peshawar, Quetta and Hyderabad were setup.  In 1962, the Regional Directorate Lahore was further bifurcated into two Region i.e. Lahore Region (Lahore, Multan and Bahawalpur Division) and Rawalpindi Region (Rawalpindi, and Sargodha Division) respectively.  In 1973, Education Department was reorganized with Five Divisional Directorates (Lahore, Rawalpindi, Multan Bahawalpur, and D.   • 14. Director Public Instruction (DPI)  In 1982, the Provincial Directorate was further divided into two separate independent functional units i.e. DPI (Colleges), and DPI (Schools). In 1993, on the recommendations of the International Donor Agencies, Directorate of Public Instruction (Schools) was further divided into three wings i.e. DPI (secondary Education), DPI (Elementary Education) and Directorate of Staff Development (Training Wing).  Divisional Directorates abolished in 2001 and School Education devolved to District Governments.

FUNCTIONS OF FGEI DIRECTORATE:  Implementation of National Education Policy.  Laying down of uniform syllabi, textbooks and schedule of examinations.  However, syllabi and schedule of Matric, FA/FSc, BA/BSc & MA exams are controlled by FBISE and the Universities.  Maintenance of high academic standards and quality of education.  Selection and recruitment of categories of all categories of teaching and nonteaching staff except Grade 16 and above.  Management, posting, promotions, transfers, welfare and disciplinary/ administrative actions regarding civil staff. Promotion/disciplinary actions against Grade 16 and above are dealt with by Ministry of Defense and Establishment Division.  Preparation and processing of budget establishment, Annual Development Programs/ Plans in respect of FGEIs and procurement of necessary funds from the Ministry of Defense.  Execution of development projects through MES
