This document proposes a Unique Citizen Card (UCC) system for India to address issues with multiple identity cards and lack of a unified identity database. The proposed UCC system would issue each citizen a UCC card and PIN number to access all their government information through a single unique database. This would ensure integrated data and allow citizens to access services like bills, taxes, voting, passport, and more using only their UCC card. The system would use smart card readers deployed across government departments and card-based identity verification.

3. Issues with Existing System
 Multiple Identity cards for a single person. No unique
identity in India.
 Different Identities for a person in different
departments.

 Possibility of documents being lost or damaged.
 No Unified Database for all Government Agencies.

 Used to access all information about the citizen.
 Unique database of government agencies
 Ensures non redundant & integrated data.
 Citizen carries only single card with him.
 Card Readers deployed in different departments.
 Can pay their bills & taxes through that card only(Recharge or Payment
Gateway or Cash).
 At Polling Booth, card readers may be installed to verify the person.

8.  Card may be deactivated while lost.
 Status of Person like BPL, APL etc. can be verified through card.
 Bank Account can be linked with Card.
 Subsidy & Ration issues can be solved.
 E-Mails or SMS can be sent to citizen regarding the bills & their payment.
 Subsidy can be transferred into bank account & it will be accountable.
 Population Census can be conducted easily.

 Smart Card Technology is well known.
 It is very easy to use.
 Java as programming language will be suitable.
OPERATIONAL FEASIBITY :
Card Reader will be deployed to read the card.
PIN Number will be used as password.
Further activities will be self guided.
Works just like ATM Card.
ECONOMICAL FEASIBILITY :
Budget has been mentioned previously
Overall Budget will be quite less.
