Italy was initially divided into six different states with the Papal States controlled by France. The Kingdom of Piedmont-Sardinia, led by Prime Minister Cavour, helped unite Italy by annexing Lombardy in 1859 and Veneto in 1866 with the help of France and an Austro-Prussian war. Nationalist Giuseppe Garibaldi led an uprising in 1861 and offered Southern Italy to Piedmont, helping complete Italian unification. Victor Emmanuel II was proclaimed the first King of Italy in 1861. Rome was made capital after France annexed the Papal States in 1870 while fighting Prussia.
