The regional seminar aimed to facilitate an exchange of knowledge and experiences around education finance and decentralization in Asia. It sought to promote policy dialogue on improving education service delivery through a focus on financing and financial management under decentralization. Major themes included the role of non-state actors in education financing and delivery, funding arrangements for decentralized education, and practical issues in designing and implementing decentralized education finance systems. The expected outcomes were to identify achievements and gaps in decentralized education service delivery, areas for possible collaboration, and the establishment of an expert policy network, as well as agreed benchmarks or a compilation of good financing practices.
Academic Institutions as Change Agents for Territorial DevelopmentJames Wilson
1. The document discusses the potential role of academic institutions in becoming change agents for territorial development. It uses the case study of Orkestra, the Basque Institute of Competitiveness, created in 2006 to support the Basque Country's competitiveness through research, teaching, and stakeholder engagement.

Development of Tejgaon was started during 1950s by Public Works Department (PWD) as an industrial area. The first Master Plan of Dhaka (1959) also supported industrial development in Tejgaon. Later in 1968, the then DIT (Dhaka Improvement Trust) planned Tejgaon as light industrial area. After liberation, Tejgaon became the major attraction for immense industrial activity to meet the ever increasing demand of growing population and found its location in the core of the city from the peripheral location as designated in 1959 master plan. Incessant changes in land uses have altered the physical characteristics of the area from the state as it was designed by Dhaka Improvement Trust (DIT) in 1968. Recently government of the People’s Republic of Bangladesh has taken a decision to develop the area as a commercial cum residential hub. Therefore this research intends to explore development trend of Tejgaon industrial area mainly from land use perspective. Based on plot level data it studies existing land value, ownership pattern of 430 plots of Tejgaon industrial area. Structure type and height on these plots, floor wise space uses are also analyzed.
Development trend of the study area is investigated by means of information like growth of major land uses in the study area, change in land use pattern, structure type and structure height within the plots, change in ownership pattern and land value. This research can act as a base line study for future development plan related to the study area.

KU Leuven - Stellenbosch University Think Tank EADTU
This document outlines an extracurricular honors program between KU Leuven and Stellenbosch University called the Think Tank. It involves up to 15 students from each university working together virtually and during campus visits on an interdisciplinary research project over 10 months. Students define the research topic within a given theme and are coached by academic and administrative staff. The program aims to broaden students' knowledge across disciplines and cultures through activities like workshops, speaker sessions, and campus visits. Past themes have focused on art and science, technology and society, and urban planning. Feedback from participants highlighted the benefits of international collaboration and being challenged outside one's comfort zone. Lessons learned included adding an additional mid-term campus visit and providing clearer goals

A Strategic Approach: GenAI in EducationPeter Windle
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.
