• TOD includes a mix of commercial,
residential, office, and entertainment
centered around or located near a
transit station
• Dense, walkable, mixed-use
development near transit attracts
people and adds to vibrant, connected

TURNEY ROAD | TOD STUDY
• Turney Road has been identified by GCRTA as a Priority Corridor—
designated roadways for capital investment in street infrastructure to
improve bus speed, reliability, and rider convenience—as part of their
2020 Strategic Plan
• These corridors are potential candidates for supporting transit-oriented
development through zoning and incentives that encourage density,
offer a mix of uses, have reduced parking requirements, and are
pedestrian-focused

PLANNING PROCESS/OVERVIEW
• The City of Garfield Heights and the Cuyahoga County Planning
Commission, in coordination with GCRTA, are conducting a study along
Turney Road to evaluate the corridor’s potential and readiness for
Transit-Oriented Development (TOD)
• This study will produce implementation strategies and targeted
redevelopment scenarios for the Turney Road corridor

• Business owners, workers, property owners, etc. were emailed and/or
sent a postcard advertisement about completing the survey
• The survey was open from January 26, 2024 - March 3, 2024

Turney Road and its future in Garfield Heights?
“I think the most important thing is safety when it comes to the
future of Turney Road. I would like for our students to feel safe
when they leave the school building.”
“Sidewalks and care for those sidewalks are essential. Our
students must walk to school, and we are creating a dangerous
situation specifically in the winter when the sidewalks are not
plowed or taken care of.”
“A redevelopment of the Turney Road corridor is an opportunity to
provide the city with a central location for community business
and gathering.”
”I would love to see Turney Road develop into a health-oriented
corridor that supports diversity and is attractive to multiple ethnic
income backgrounds.”
“It has the potential to be a place people frequent and could be
proud of, but the lack of building maintenance and physical safety
concerns have the power to limit the possibilities.”
“Safety for businesses is a big concern.”
“Turney Road needs a turning lane for its entire length through
Garfield Heights.”
“Please do not decrease lanes. Traffic is already bad when schools
let out.”
“More security, especially after school. More options for public
transit.”
“Make sure to factor in the dismissal of school children and that
there is a logical place for them t walk home form school down
Turney Road.”
“I would like to see Turney Rd. as a thriving, clean, and safe district
full of a variety of restaurants, entertainment venues, and foot
traffic.”
“Make the connection to Garfield Park Reservation more
prominent and use the park as an asset.”
“The sewers near high school have been a problem ever since they
tore down the old junior high school in the early 2000s.”

TURNEY ROAD | TOD STUDY • Turney Road has been identified by GCRTA as a Priority Corridor— designated roadways for capital investment in street infrastructure to improve bus speed, reliability, and rider convenience—as part of their 2020 Strategic Plan • These corridors are potential candidates for supporting transit-oriented development through zoning and incentives that encourage density, offer a mix of uses, have reduced parking requirements, and are pedestrian-focused WHY NOW?

TURNEY ROAD | TOD STUDY PLANNING PROCESS/OVERVIEW • The City of Garfield Heights and the Cuyahoga County Planning Commission, in coordination with GCRTA, are conducting a study along Turney Road to evaluate the corridor’s potential and readiness for Transit-Oriented Development (TOD) • This study will produce implementation strategies and targeted redevelopment scenarios for the Turney Road corridor

I would like for our students to feel safe when they leave the school building.” “Sidewalks and care for those sidewalks are essential. Our students must walk to school, and we are creating a dangerous situation specifically in the winter when the sidewalks are not plowed or taken care of.” “A redevelopment of the Turney Road corridor is an opportunity to provide the city with a central location for community business and gathering.” ”I would love to see Turney Road develop into a health-oriented corridor that supports diversity and is attractive to multiple ethnic income backgrounds.” “It has the potential to be a place people frequent and could be proud of, but the lack of building maintenance and physical safety concerns have the power to limit the possibilities.” “Safety for businesses is a big concern.” “Turney Road needs a turning lane for its entire length through Garfield Heights.” “Please do not decrease lanes. Traffic is already bad when schools let out.” “More security, especially after school.
