SDG 4 and thematic indicators
8
UIS has been leading work on the development of a larger set of
thematic indicators for monitoring SDG 4 and the Education 2030
Agenda with TAG members.
Focus on:
Quality
Should focus on small set of outcomes measures
Should have direct measures of learning and skills
Other quality measures also considered important
Equity
Disaggregate indicators where possible, strengthening messages on
gender equity
Ensure that multiple disadvantage is captured
Ensure that disadvantaged groups and contexts difficult to measure
receive special attention

New dimension: Learning Outcomes
Of the seven targets five focus on learning outcomes
and skills. This is a major departure from previous
agenda’s targets (access and completion)
But,
What does it mean to be ready for learning?
How to monitor learning outcomes globally? Are countries
ready for measuring and tracking these new targets?
9
10. UNESCOInstituteforStatistics
What is this consultation for?
To gain insight on:
countries’ views and expectations regarding the
assessment of learning outcomes
how countries are currently monitoring of their own
national learning goals.
To seek opinion on:
the relevance of cross-national monitoring of learning
outcomes in national policy making
potential options for monitoring learning globally
Thus, it fulfills with UIS’ mandate of elaborating
methodologies, collecting data and monitor trends in
education 10
