Proposal from the UNESCO for Statistics to monitor

  1. 1. UNESCOInstituteforStatistics Monitoring indicators for tracking progress towards effective learning outcomes for all: A Proposal from the UNESCO Institute for Statistics to monitor SDG 4.1
  2. 2. UNESCOInstituteforStatistics Target and priority indicators for SDG 4.1 2 Target Priority Indicators By 2030, ensure that all girls and boys complete free, equitable and quality primary and secondary education leading to relevant and effective learning outcome Percentage of children/young people at the end of each level of education achieving at least a minimum proficiency level in (a) reading and (b) mathematics. Theses minimum proficiency levels will be defined with reference to a new universal learning scale which is being developed to allow for the calibration of different assessments according to a common metric. Disaggregation: sex, location, wealth (and others where data are available)
  3. 3. UNESCOInstituteforStatistics Proposed levels of monitoring Level Details of monitoring National Link to national plan and including input, processes, outcomes; consult wide group of stake-holders; recognize context and address inclusion (e.g., specific vulnerable groups, broader learning goals, etc.) Regional Indicators to monitor relevant frameworks validated by regional groupings (e.g, African Union decades, Europe 2020, etc.) Thematic (Education) Broader set of indicators which cover well the range of sectoral priorities (35-40 indicators) Global (SDGs) Limited and focused set of globally comparable indicators based on clear criteria (6 or 15-20 indicators) 3UN Secretary General’s Synthesis Report, December 2014
  4. 4. UNESCOInstituteforStatistics The Proposal: Monitoring Learning Outcomes The UNESCO Institute for Statistics is proposing a three-pronged strategy aiming at:  Stream 1. Leveraging existing resources at the national level to propose initial indicators for monitoring learning outcomes  Stream 2. Fostering an international collaboration for generating global snapshots using cross-national learning assessments  Stream 3. Exploring the feasibility of advancing the creation of universal learning scale against which countries can monitor progress 4
  5. 5. UNESCOInstituteforStatistics Stream 1: Leveraging Existing Resources at the National Level 5 INDICATORS: What? TIMELINE: When? How often? TECHNICAL LEAD AND DATA COLLECTION: UNESCO INSTITUTE FOR STATISTICS … 2022: New data release 2019: New data release 2016: First global database 2015/6: Initial database release UIS Learning Outcomes INDEX Indicators on basic assessment characteristics Index of Access to Information on Education Countries Regular survey on learning assessments and outcomes/ Catalogue 5
  6. 6. UNESCOInstituteforStatistics Stream 2: Global snapshots using cross- national learning assessments 6 INDICATORS: What? Ares/Subjects? TIMELINE: When? How often? (tb decided) TECHNICAL LEAD : UNESCO INSTITUTE FOR STATISTICS Indicator(s) in ISCED 1 Indicator(s) in ISCED 2 and/or 3 Indicator(s) for youth and adult capabilities Data collection Countires Technical approaches Cross-national initiatives Academics and researchers Support TAG Donors When? Start discussions now Aim for global snapshots for each ISCED level by 2020 How often? Aim for once or twice between now and 2030 (for each snapshot, by ISCED- level and learning domain)
  7. 7. UNESCOInstituteforStatistics Stream 3: Exploring the feasibility of creating a Universal Learning Scale (ULS) 7 INDICATORS: What? TIMELINE: When? How often? HOW TO OBTAIN DATA: Too soon to be determined TBD, dependent on the process, discussions and deliberations We must first answer these questions: For which ages or which grades? Curriculum based or not? Which learning domains? Will this be about formal schooling only? other? 2027 to 2030: Reporting. Reporting indicators and analyses 2021 to 2026: Implementation stage. Research, field trials, data collection 2015 to 2020: Capacity building and raising awareness stage. Defining the desired product, consulting about a plan to achieve it, engaging member states in the conversation TECHNICAL LEAD?: PARTNERSHIP BETWEEN UNIVERSITIES
  8. 8. UNESCOInstituteforStatistics To sum up, here is the proposed roadmap 2030…2025…202020192018201720162015 8 Stream 1: Ongoing Stream 2: Global snapshots Stream 3: Towards a ULS by 2030
