OUTREACH AND RECRUITMENT
Responsible for the development of the marketing and recruitment strategy for the 17 Intelligence Community
Agency members. Represents the IC at events across the country where veterans’ recruitment and wounded
warrior transition issues are being discussed. Works with representatives from the Office of the Secretary of
Defense (OSD) and the Office of Personnel Management (OPM) to ensure that IC member agencies have the
tools needed for their national outreach efforts, placing and filling available positions that wounded ill or injured

ACCOMPLISHMENTS
Due to the challenges of the number of wounded, ill & injured service members recovering at national military
treatment centers along with the shortage of trained caregivers, transition coordinators, recovery care
coordinators and nurse case managers, I have developed an effective onsite recruitment strategy where I
streamlined security clearance processing and revamped the way warriors were vetted and placed within the
IC. Through the IC WW Internship Program’s working group meetings, I share best practices to assist other
agencies in developing a more effective program. Because of these changes and through targeted National
recruitment efforts, the WW intern participation levels for the IC have increased by 30% and permanent
employment has increased by 40%. The IC WW Internship Program has now been recognized by OSD as the
best place for wounded warriors to intern and gain possible permanent employment, effectively integrating
disabled veterans into the federal workforce.

Even though DIA had a large number of facilities, 110 locations worldwide, there were only 2 wounded warrior
interns assigned because we had a bad reputation among the wounded warrior population due to a poor track
record in getting warriors processed. As a new DIA employee, I came in and did an evaluation of the program
and its policy and found it did not effectively address the program key components of Security, Human
Resources processing and Workplace Accommodations. As a new hire for Recruitment and Outreach, I was
asked to revamp and invigorate the DIA WW Internship Program because they wanted to have the best
program in the IC and they wanted to become the Executive Agent for the Intelligence Community Wounded
Warrior Program. I worked closely with DIA’s security, our HR points of contact and senior level leaders to
revamp and re-launch the DIA program by briefing DIA leadership on the changes needed to make the
necessary changes. I received agency approval so I developed a new security screening and processes to
change our outreach, maintaining a weekly presence at area military treatment facilities. As a result of the
hard work and diligence with the program, the program numbers quadrupled within 6 months and DIA
improved from one of the smallest programs in the Intelligence Community to the largest program within a 12
month period. In July 2014, DIA was nominated as Executive Agent for the Intelligence Community Wounded
Warrior Internship Program and I was appointed the Program Manager.

ACCOMPLISHMENTS
The conflict in Iraq and Afghanistan caused the number of recovering Service members to rise to over 10,000
and ODNI’s WW program goal was to increase the WW program awareness and participation across the 17
members of the IC. As the ODNI IC WW Program Coordinator, I was challenged to increase the number of
wounded, ill or injured service members who were seeking nationwide internship opportunities. Since the
Intelligence Community offered internship opportunities that were preferred by wounded warriors, we were
asked to see if we could facilitate a larger number of internships nationally. The program intern opportunities
had been focused primarily in the Washington DC area; however, the increased numbers of warriors were
spreading nationally. After a careful evaluation of our overall operations, I immediately started identifying the
national locations that the IC could support, worked with the Office of the Secretary of Defense (OSD)
Operation Warfighter Program and the military service components warrior internship program offices (Navy
Safe Harbor, Air Force WW Program, The Army WW Transition Command and USMC Wounded Warrior
Regiment) to create a streamlined process. We were able to set up a more robust, national program with a
10% increase in participation initially and then a new model was established where internships would be
facilitated for warriors who lived within 50 miles of an Intelligence Community facility. Working closely with our
IC WW Program Managers and the Operation Warfighter Regional Coordinators, the number of security
clearance submission requests, internships and permanent employment opportunities for wounded warriors
increased. The Intelligence Community Program was recognized by OSD as the top program for wounded
warrior internships and eventual employment and the IC received the Intelligence Community Award for
Program Excellence.

Army Functional Components, US Army’s Recruitment Command, Military Entrance Processing Stations and
Army Training and Indoctrination centers to determine the requirements, the fill rates we could handle and the
timelines the troops would be available for deployments. I conducted high level meetings with the parties
involved and adjusted our enlistment bonus program to target the military occupational specialties that were
required to meet our most crucial surge needs. Because we were on the east coast, I divided our office to
create a team that could handle our higher volume west coast centers, which processed a large volume of our
new recruits. As of the result of my accomplishment, I was selected for attendance at the prestigious Army
Sergeants Major Academy which has a selection rate of 3%.

As a new hire for Recruitment and Outreach, I was asked to revamp and invigorate the DIA WW Internship Program because they wanted to have the best program in the IC and they wanted to become the Executive Agent for the Intelligence Community Wounded Warrior Program. I worked closely with DIA’s security, our HR points of contact and senior level leaders to revamp and re-launch the DIA program by briefing DIA leadership on the changes needed to make the necessary changes. I received agency approval so I developed a new security screening and processes to change our outreach, maintaining a weekly presence at area military treatment facilities. As a result of the hard work and diligence with the program, the program numbers quadrupled within 6 months and DIA improved from one of the smallest programs in the Intelligence Community to the largest program within a 12 month period. Assisted WW program alumni in their job search, facilitating hundreds of permanent employment opportunities for wounded warriors after their discharge from military service. OUTREACH AND RECRUITMENT Recruited wounded warriors for all 16 Intelligence Agencies from medical treatment facilities within the Military District of Washington and surrounding areas. Continually refined the Agency's recruitment plan/strategy to ensure alignment with organizational goals and objectives. Screened and processed wounded warriors for TS clearances and Counter Intelligence polygraphs required for internship opportunities. ACCOMPLISHMENTS The conflict in Iraq and Afghanistan caused the number of recovering Service members to rise to over 10,000 and ODNI’s WW program goal was to increase the WW program awareness and participation across the 17 members of the IC. As the ODNI IC WW Program Coordinator, I was challenged to increase the number of wounded, ill or injured service members who were seeking nationwide internship opportunities. Since the Intelligence Community offered internship opportunities that were preferred by wounded warriors, we were asked to see if we could facilitate a larger number of internships nationally. The program intern opportunities had been focused primarily in the Washington DC area; however, the increased numbers of warriors were spreading nationally. After a careful evaluation of our overall operations, I immediately started identifying the national locations that the IC could support, worked with the Office of the Secretary of Defense (OSD) Operation Warfighter Program and the military service components warrior internship program offices (Navy Safe Harbor, Air Force WW Program, The Army WW Transition Command and USMC Wounded Warrior Regiment) to create a streamlined process. We were able to set up a more robust, national program with a 10% increase in participation initially and then a new model was established where internships would be facilitated for warriors who lived within 50 miles of an Intelligence Community facility. Working closely with our IC WW Program Managers and the Operation Warfighter Regional Coordinators, the number of security clearance submission requests, internships and permanent employment opportunities for wounded warriors increased. The Intelligence Community Program was recognized by OSD as the top program for wounded warrior internships and eventual employment and the IC received the Intelligence Community Award for Program Excellence. Managed administrative support services, military Human Resource functions and training support for all United States Army personnel assigned to this joint activity. Provided technical and operational advice and guidance on Army Human Resource issues to the joint staff. Served as joint multi-service corporate board member in the Office of Human Resources, NRO. Recruited, interviewed and selected employees to fill vacant positions. Actively worked recruitment and the clearing of wounded warriors for the NRO Wounded Warrior program which became the basis for the IC WW Program. Planned and conducted 3 highly successful wounded warrior career fairs. Successfully assisted dozens of wounded warriors to obtain permanent employment. Screened and cleared wounded warriors for internship opportunities (TS/SCI and CI Polygraph). Planned and carried out policies relating to all phases of personnel activity. Planned and conducted new employee orientation to foster positive attitude toward company goals. Demonstrated the competencies to select employees with a diverse set of qualifications and high personnel security requirements for immediate placement into critical assignments and positions.

Shared a wealth of military experience and obtained a firm understanding of the strategic goals of our country and the common understanding of the Army's direction on strategic and operational levels. Department of Defense July 2002 – July 2003 Army Human Resources Command, Accessions Management Section Alexandria, VA Non-Commissioned Officer in Charge Managed the Initial Entry Training (IET) program for the Total Army using the Recruit Quota System to allocate and manage IET training spaces; Worked in concert with Army Recruiting Command to recruit and place over 96,000 new recruits annually to maintain the Army’s targeted strategic strength level. Controlled training seats, enlistment bonuses and specialized training programs. Served as the PERSCOMpoint of contact on matters pertaining to Total Army recruiting policy and procedures, affecting over 160,000 civilian and military personnel vacancies. Attended meetings of managers, supervisors and work units facilitating effective interpersonal communication among participants to improve human relations and work related problems. ACCOMPLISHMENTS As the Army Human Resources Command Program Manager, I led a recruitment surge of 40%, 6000 new enlisted members who were recruited, trained and deployed within a 6 month window due to the war in Iraq, meeting the targeted recruitment goals for the first time in 3 years. To accomplish this goal, I worked with the Army Functional Components, US Army’s Recruitment Command, Military Entrance Processing Stations and Army Training and Indoctrination centers to determine the requirements, the fill rates we could handle and the timelines the troops would be available for deployments. I conducted high level meetings with the parties involved and adjusted our enlistment bonus program to target the military occupational specialties that were required to meet our most crucial surge needs. Because we were on the east coast, I divided our office to create a team that could handle our higher volume west coast centers, which processed a large volume of our new recruits. As of the result of my accomplishment, I was selected for attendance at the prestigious Army Sergeants Major Academy which has a selection rate of 3%. S Army, Alexandria, VA Responsible for the security pre-screening and processing of over 8,000 new Army recruits from 64 military entrance processing stations, nationwide. Supervised 54 Army Senior NCOs spread across 45 locations to ensure that only qualified applicants were offered occupations that required Top Secret clearances and Personnel Reliability Program (PRP) as part of their job requirements. Managed a $26 million budget which provided security clearance processing and area coverage for remote locations. Reviewed, granted, and denied applicants for security clearances at Secret and Top Secret levels. Maintained an office budget of $300k and initiated investigations of fraud, theft, or accounting. Supervised and coordinated the activities of personnel engaged in conducting private investigations.
