Definitions
• A Safety Critical Element (SCE) is any part of the
facilities (installation hardware and equipment
related software):
a) the failure of which could cause or contribute
substantially to a Major Accident Hazard (MAH), or
b) the purpose of which is to prevent or limit the
effects of a major accident.
• Performance Standards describe how a SCE must
perform in terms of its functionality, availability,
reliability and survivability, and also identify any
interdependence between SCEs.

Verification of
Performance Standards
The verification of the SCEs and Performance Standards have been performed by an Independent verification
Body BUREAU VERITAS SA. Typical extract below from a typical SCE Design Verification Report NAWCPF-

activity carried out
throughout the life
cycle:
BV for Design Phase;
and
RINA for Procurement,
Construction and
Commissioning Phases
– this is done on a
sample basis.
