In August of 2010, after serving nearly 10 years in prison for two bank robberies, Lance
Brown walked out of a North Carolina prison a free man. Since his release he has been
struggling with poverty and homelessness and was forced out of a homeless shelter for
fighting with another patron. In April of 2012, Brown approached his parole officer and
asked what he needed to do to get put back in prison! His parole officer referred him to
a series of agencies and support services that Brown did not pursue. Instead, he walked
into the local courthouse in Columbus Georgia and threatened to kill the president of the
United States. However, officers did not believe that Brown’s threats were credible and
thus there were no consequences. Apparently frustrated, Brown exited the courthouse
and promptly threw a brick through the glass front door of the courthouse. Brown was
held in jail for 9 months awaiting trial. At trial he was sentenced to 1 month in jail and
3 years probation for malicious mischief. In court, Brown noted that his behavior would
result in shelter in a facility in which at least, “someone’s going to offer me a sandwich
and drink” (Associated Press, 2012, p. 1).
Many experts believe that the problem of crime in America is grounded in larger issues
of social structural marginality. Thus, issues like the economy, poverty, health care, and
education may be central in an encompassing crime-control strategy.
10.1 The Challenge of the Status Quo
One of the paramount challenges in criminology is developing systematic, evidence-driven and practical public policies to address the crime problem. However, pub-lic policy does not exist in a vacuum; developing, implementing, and evaluating
cost-effective and pragmatic crime-control policies is only part of the challenge. Many
experts highlight that changes in criminal justice policy include a series of obstacles. There
are ideological barriers to change given America’s historic support of “tough on crime”
policies. There are individuals and industries that benefit from the criminal justice system

Throughout history, the American criminal justice system has experienced a myriad of challenges and changes along its evolutionary journey. Ever since the inception of our nation’s first police agency, law enforcement has been charged with the responsibility of instituting public policy and initiative that exhibits a clear perspective on how to detect, deter, and prevent crime.
These perspectives set the foundation for the way our criminal justice system addresses the contemporary issues facing modern law enforcement in the 21st century. The evidentiary shift from traditional criminal justice practices to a more innovative, contemporary law enforcement strategy arose from research-based theory and practice. Three contemporary tools deserving a deeper level of explanation and analysis include the following elements:
evidence-based practices (EBP),
crime mapping, and
community and problem-oriented policing.
These tools are key to what is referred to as predictive policing. The premise behind predictive policing rests on the idea that society will be much safer if we do not wait to make an arrest after a crime has been committed, but rather, we prevent the crime in the first place (Maguire & Okada, 2015).
Evidence-based policing, simply stated, is the marriage between scientific research and taking that evidence and those results and putting them into practice with the use of guidelines and policy. This notion has been used in medicine when doctors use advanced training as it pertains to the scientific method and follow the most recent evidence available derived from research (Sherman, 1998). We see this firsthand with Berkeley Police Chief August Vollmer in the early 1970s when he began implementing a radical approach to practical policing with innovations such as the patrol car, profiling, and forensics to name a few.

Abstract
Using data collected by the Richmond, Virginia Police Department, this article applies conflict theory to police
traffic stop practices. In particular, it explores whether police traffic stop, search, and arrest practices differ
according to racial or socioeconomic factors among neighborhoods. Three principal findings emanate from this
research. First, the total number of stops by Richmond police was determined solely by the crime rate of the
neighborhood. Second, the percentage of stops that resulted in a search was determined by the percentage of
Black population. Third, when examining the percentage of stops that ended in an arrest/summons, the analyses
suggest that both the percentage of Black population and the area crime rate served to decrease the percentage of
police stops that ended in an arrest/summons. Implications for conflict theory and police decision-making are
addressed.

Introduction
Conflict theory holds that law and the mecha-
nisms of its enforcement are used by dominant
groups in society to minimize threats to their interests
posed by those whom they label as dangerous,
especially minorities and the poor. Over the past
several years, racial profiling by police has become
an issue of national significance. In his first speech to
Congress on February 27, 2001, President Bush
addressed racial profiling and directed Attorney Gen-
eral John Ashcroft to develop a set of recommenda-
tions to end racial profiling by America’s police
forces. Although empirical data on racial profiling
is scarce (Government Accounting Office, 2000),
conflict theory suggests that police may indeed target
minorities when conducting traffic stops or field
interrogations.
Using data collected by the Richmond, Virginia
Police Department, this article tests the application of
conflict theory to police traffic stop practices. In
particular, it explores whether police traffic stop,
search, and arrest practices differ according to racial
or socioeconomic factors among neighborhoods (e.g.,
Smith, 1986). Previous research on conflict theory
and the police used data from multiple cities or states
to examine differences in minority treatment by the
police at the macro level. This article extends the
current research by presenting a micro-level analysis
of police practices using census tract data from a

In August of 2010, after serving nearly 10 years in prison for two bank robberies, Lance
Brown walked out of a North Carolina prison a free man. Since his release he has been
struggling with poverty and homelessness and was forced out of a homeless shelter for
fighting with another patron. In April of 2012, Brown approached his parole officer and
asked what he needed to do to get put back in prison! His parole officer referred him to
a series of agencies and support services that Brown did not pursue. Instead, he walked
into the local courthouse in Columbus Georgia and threatened to kill the president of the
United States. However, officers did not believe that Brown’s threats were credible and
thus there were no consequences. Apparently frustrated, Brown exited the courthouse
and promptly threw a brick through the glass front door of the courthouse. Brown was
held in jail for 9 months awaiting trial. At trial he was sentenced to 1 month in jail and
3 years probation for malicious mischief. In court, Brown noted that his behavior would
result in shelter in a facility in which at least, “someone’s going to offer me a sandwich
and drink” (Associated Press, 2012, p. 1).
Many experts believe that the problem of crime in America is grounded in larger issues
of social structural marginality. Thus, issues like the economy, poverty, health care, and
education may be central in an encompassing crime-control strategy.
10.1 The Challenge of the Status Quo
One of the paramount challenges in criminology is developing systematic, evidence-driven and practical public policies to address the crime problem. However, pub-lic policy does not exist in a vacuum; developing, implementing, and evaluating
cost-effective and pragmatic crime-control policies is only part of the challenge. Many
experts highlight that changes in criminal justice policy include a series of obstacles. There
are ideological barriers to change given America’s historic support of “tough on crime”
policies. There are individuals and industries that benefit from the criminal justice system

Throughout history, the American criminal justice system has experienced a myriad of challenges and changes along its evolutionary journey. Ever since the inception of our nation’s first police agency, law enforcement has been charged with the responsibility of instituting public policy and initiative that exhibits a clear perspective on how to detect, deter, and prevent crime.
These perspectives set the foundation for the way our criminal justice system addresses the contemporary issues facing modern law enforcement in the 21st century. The evidentiary shift from traditional criminal justice practices to a more innovative, contemporary law enforcement strategy arose from research-based theory and practice. Three contemporary tools deserving a deeper level of explanation and analysis include the following elements:
evidence-based practices (EBP),
crime mapping, and
community and problem-oriented policing.
These tools are key to what is referred to as predictive policing. The premise behind predictive policing rests on the idea that society will be much safer if we do not wait to make an arrest after a crime has been committed, but rather, we prevent the crime in the first place (Maguire & Okada, 2015).
Evidence-based policing, simply stated, is the marriage between scientific research and taking that evidence and those results and putting them into practice with the use of guidelines and policy. This notion has been used in medicine when doctors use advanced training as it pertains to the scientific method and follow the most recent evidence available derived from research (Sherman, 1998). We see this firsthand with Berkeley Police Chief August Vollmer in the early 1970s when he began implementing a radical approach to practical policing with innovations such as the patrol car, profiling, and forensics to name a few.

Abstract
Using data collected by the Richmond, Virginia Police Department, this article applies conflict theory to police
traffic stop practices. In particular, it explores whether police traffic stop, search, and arrest practices differ
according to racial or socioeconomic factors among neighborhoods. Three principal findings emanate from this
research. First, the total number of stops by Richmond police was determined solely by the crime rate of the
neighborhood. Second, the percentage of stops that resulted in a search was determined by the percentage of
Black population. Third, when examining the percentage of stops that ended in an arrest/summons, the analyses
suggest that both the percentage of Black population and the area crime rate served to decrease the percentage of
police stops that ended in an arrest/summons. Implications for conflict theory and police decision-making are
addressed.

Introduction
Conflict theory holds that law and the mecha-
nisms of its enforcement are used by dominant
groups in society to minimize threats to their interests
posed by those whom they label as dangerous,
especially minorities and the poor. Over the past
several years, racial profiling by police has become
an issue of national significance. In his first speech to
Congress on February 27, 2001, President Bush
addressed racial profiling and directed Attorney Gen-
eral John Ashcroft to develop a set of recommenda-
tions to end racial profiling by America’s police
forces. Although empirical data on racial profiling
is scarce (Government Accounting Office, 2000),
conflict theory suggests that police may indeed target
minorities when conducting traffic stops or field
interrogations.
Using data collected by the Richmond, Virginia
Police Department, this article tests the application of
conflict theory to police traffic stop practices. In
particular, it explores whether police traffic stop,
search, and arrest practices differ according to racial
or socioeconomic factors among neighborhoods (e.g.,
Smith, 1986). Previous research on conflict theory
and the police used data from multiple cities or states
to examine differences in minority treatment by the
police at the macro level. This article extends the

Most of these goals were aimed at addressing the issues that faced the world at that time. Though efforts were made to attain those goals, most of these goals have not been achieved. The failure to achieve those goals was as a result of poor planning and placing unreasonable timelines. The issues of hunger, disease control, access to water and electricity, mortality rate and internet use in the developing countries have only be achieved at very low levels. However, some policies like increased women participation in employment, access to better jobs and universal education have performed above average an illustration of the commitment of the signatories to this Course.
Having gotten to the set deadline. There is a lot to be achieved. In the new goals for the period beyond 2015, the summit needs to prioritize on areas that performed poorly on the first period. Given that the society is aware of the challenges that are likely to be faced during the implementation process, the policy makers need to set target limit that will be attainable over the next development period. Emphasis needs to be placed on global basic education, universal access to healthcare and eradication of hunger and poverty. These three remain to be the most pertinent issues affecting the current society. Additionally, there are some issues that were minute in 2000but have gained global attention in the world especially in regard to world peace. The developers need to incorporate security goal as the other goals are all dependent on security. This will go far in enabling the global society attain the vision of millennium dream.

In 2000, the Millennium Development Goals were established. The plan was for all 189 nations to come together and develop goals to improve people’s life. With the goal going as planned, 8 goals was set which was, extreme poverty, universal primary education, gender equality, child mortality, maternal health, HIV/AIDS and other diseases, environmental sustainability, and to develop a global partnership for development. All the goal that has been set have exact dates which they plan to reach. Over the year so of the goal has not been met due to the time frame that was set for them. In other goals thins has changed but at a very small scale. Things such as gender equality has become better than in the past. Also globalization has been a major tool to reach their goals. Due to globalization information for health care has been available for many other people. There are several large differences between the immigrants of Cohen’s and Martinez’s books, even thought both cover two cultures who are very similar in their views of family. In Cohen’s
Workshop to Office
the Italian families have migrated as a whole to America seeking a better life for the entire family. They would stay and live together in tight knit groups and communities working tirelessly as a unit to achieve their version of the American Dream. Cohen’s book is set in the 1900s-1950s when the view on immigration was different but paints a clear picture of family involvement as a unit, “for as long as anyone could remember the daily activities of southern Italian girls involved tasks that contributed to the family economy” (Cohen, 19). Cohen very clearly illustrates that the young girls to mature females all made a very important contribution in their own to the well being of their family. The young girls would often look over their siblings as mothers worked non skilled labor factory jobs, “thirteen-year-old Michelina gets up at 5:30 every morning, prepares her father’s breakfast and crochets Irish lace before going to school, works again two hours after school and takes care of the baby” (Cohen, 50). Keeping the family intact was a very large and important difference for the two cultures because Cohen’s Italian families were able to rely on each other for support.
The view towards immigration, especially Mexican immigrants, is very different in Martinez’s
Crossing Over
which was written in the late 1990’s. A time during which America was experiencing an economic boom, while Mexico was experiencing an economic depression. As more Mexican immigrants crossed the border for jobs, they were met with more violent opposition, “a videotape reminiscent of the Rodney King footage had aired on the evening news showing Riverside sheriff’s deputies beatings beating unarmed Mexican migrants, none of them visibly resisting, by the side of a Southern California freeway at rush hour” (Martinez, 7). Still more migrants crossed the border, knowing they could be met with sometimes violent opposition, because they wanted to financially support their families in Mexico. Mostly it is men who cross the border, leaving their families behind so they could do migrant labor work and send their earnings back home. Some men have the goals of obtaining an education for their own children, so they could one day have a better life “the future is in an American education for his daughter, Yeni, a nice apartment, a new car for himself, and some land here in Cheran” (Martinez, 66). Though the family in
Crossing Over
would love an apartment stateside, at the end of they day they see Mexico as their home.
Having read over both texts I believe that there is a large difference between the families fractured by immigration and those who chose to stay and immigrate together. The fam.
