Displaying the cultural competency behaviors of active listening, empathy, and effective engagement can help us to create a welcoming environment and establish the appreciation of similarities and differences among cultures.
Cultural competence is the ability of a person to effectively interact, work, and develop meaningful relationships with people of various cultural backgrounds. Cultural background can include the beliefs, customs, and behaviors of people from various groups. Gaining cultural competence is a lifelong process of increasing self-awareness, developing social skills and behaviors around diversity, and gaining the ability to advocate for others. It goes beyond tolerance, which implies that one is simply willing to overlook differences. Instead, it includes recognizing and respecting diversity through our words and actions in all contexts.
Why Is Cultural Competence Important?
Demographic shifts and an increasingly diverse population
The United States has always had an ethnically diverse population, including African Americans, Native Americans, and Japanese Americans, to name a few. In recent years, our country has undergone dramatic shifts in its population, particularly as rapid migration has changed its landscape. For example, the Hispanic population in the U.S. rose from approximately 12.5 percent in 1990 to over 16 percent by 2009, and is anticipated to comprise 25 percent of the population by 2050. The U.S. Census Bureau estimates that by 2043, the U.S. will become a “majority minority” country. This means that although the non-Hispanic white population will still be the biggest group, a single group will no longer make up the majority. More than 50 percent of the population will identify as belonging to an ethnic minority group or any group other than non-Hispanic white.
In other words, although we have always lived in an ethnically diverse society, we are all operating in an increasingly culturally diverse environment where we need to be able to interact, communicate, build relationships, and work effectively with people from diverse cultural and ethnic backgrounds. Moreover, those of us working with youth need to prepare them to operate in a society that will be even more diverse in terms of religion, ethnic background, and sexual orientation.

Many people who face abandonment from their family members have to live in streets. Refugees and asylum seekers also have to pass several years in transition. Sometimes parents and guardians are not able to support their children with appropriate provision of food and shelter. Displaced people may come from a variety of backgrounds and cultures. Exposure to trauma and conflict also limits their ability to resettle in their life. Homelessness and poverty-related issues are faced. People coming from culturally and linguistically diverse backgrounds may pose a range of challenges when arrangements for emergency accommodation are made. Long-term housing and additional support to these individuals need a lot of work. Lack of understanding of foreign language and culture also makes it harder to communicate. Vulnerability also increases to a great extent when social services are being provided. Linguistic barriers, racial and cultural differences make provision of necessary service a big issue. In areas where overstretched homeless service system is needed, it becomes harder to utilize resources efficiently. Culturally diverse support models often do not work (McBrain, 2011). Finally, homeless people from a different cultural background remain neglected. The present research will focus on the challenges faced while dealing with homeless and poor people. The main area that will be dealt with here will include homeless individuals of Baltimore.
Homeless and Poor in Baltimore:
In 2014 a research was done to find out the facts about homeless people of Maryland. It was documented that 7,856 people were homeless. Homeless people of Baltimore included abandoned individuals, mentally and physically disabled and immigrants from other states or countries. About 35 percent of the total homeless population of Maryland lived in Baltimore city. Homeless people of Baltimore came from various cultures and backgrounds (Department of Legislative Services Maryland, 2015). A diverse range of people is facing homelessness, poverty, and ill health issues. The identities and experiences of homeless people of Baltimore are different from the mainstream population. They may include refugees, aboriginals, racialized individuals and people with physical or mental disabilities.
Unavailability of Culturally Appropriate Services:
Michaelson (2009) writes that people from cultural and linguistically diverse backgrounds (CALD) are more likely to suffer the issues of ill-health and violence. Many of them are not aware of the services they can avail in a particular area. In addition to this, funding limitations also do not let workers assure culturally suitable service provision. Barriers are also created because of the lack of bilingual staff and unavailability of translation services.
McBrain (2011) is of the view that the models of homelessness are not always appropriate to the cultural norms. People come from a diverse background and they have different priorities. For instance.

By this point in the volume, the need for dialogue in public spaces
may seem obvious. But having this conversation occur in shared, respect-
ful, and productive ways is not easy in diverse, pluralistic settings. It may
be even more difficult in those settings where differences in race, gender,
sexual orientation, and language are awarded pride of place or position. In
this chapter Sonia Nieto advances the conversation about the educational
implications of some of the ideas we grappled with in Part Two: if
democracy involves people creating common and uncommon worlds in
order to define themselves and live together, what are some of the hori-
zons of significance available for this kind of education? Nieto captures
the challenge as how to live together and thrive amidst what seems
inevitable interracial misunderstanding and conflict explained by
differences in ethnicity, color, language—often referred to as cultural
differences.
Nieto reminds us that culture is not a given, but a human creation,
dependent on particular geographical, temporal, and sociopolitical con-
texts and therefore vulnerable to issues of power and control. She unpacks
some of the features that follow from this understanding—culture
as dynamic, multifaceted, embedded in context, influenced by social,
economic, and political factors, socially constructed, learned,
and dialectical—often drawing on her personal experience to illustrate
her points.
Sonia Nieto is Professor Emerita of Language, Literacy, and
Culture in the School of Education, University of Massachusetts,
Amherst. Her books include Affirming Diversity: The Sociopolitical
Context of Multicultural Education (5th edition, 2008, with Patty Bode),
What Keeps Teachers Going? (2003), and the edited volumes Puerto Rican
Students in U.S. Schools (Lawrence Erlbaum, 2000), Why We Teach
(Teachers College Press, 2005), and Dear Paulo: Letters from Those Who
Dare Teach (Paradigm Publishers, 2008). She has taught at the elemen-
tary grades through graduate school and continues to speak and

In 2014 a research was done to find out the facts about homeless people of Maryland. It was documented that 7,856 people were homeless. Homeless people of Baltimore included abandoned individuals, mentally and physically disabled and immigrants from other states or countries. About 35 percent of the total homeless population of Maryland lived in Baltimore city. Homeless people of Baltimore came from various cultures and backgrounds (Department of Legislative Services Maryland, 2015). A diverse range of people is facing homelessness, poverty, and ill health issues. The identities and experiences of homeless people of Baltimore are different from the mainstream population. They may include refugees, aboriginals, racialized individuals and people with physical or mental disabilities.
Unavailability of Culturally Appropriate Services:
Michaelson (2009) writes that people from cultural and linguistically diverse backgrounds (CALD) are more likely to suffer the issues of ill-health and violence. Many of them are not aware of the services they can avail in a particular area. In addition to this, funding limitations also do not let workers assure culturally suitable service provision. Barriers are also created because of the lack of bilingual staff and unavailability of translation services.
McBrain (2011) is of the view that the models of homelessness are not always appropriate to the cultural norms. People come from a diverse background and they have different priorities. For instance.

By this point in the volume, the need for dialogue in public spaces
may seem obvious. But having this conversation occur in shared, respect-
ful, and productive ways is not easy in diverse, pluralistic settings. It may
be even more difficult in those settings where differences in race, gender,
sexual orientation, and language are awarded pride of place or position. In
this chapter Sonia Nieto advances the conversation about the educational
implications of some of the ideas we grappled with in Part Two: if
democracy involves people creating common and uncommon worlds in
order to define themselves and live together, what are some of the hori-
zons of significance available for this kind of education? Nieto captures
the challenge as how to live together and thrive amidst what seems
inevitable interracial misunderstanding and conflict explained by
differences in ethnicity, color, language—often referred to as cultural
differences.
Nieto reminds us that culture is not a given, but a human creation,
dependent on particular geographical, temporal, and sociopolitical con-
texts and therefore vulnerable to issues of power and control. She unpacks
some of the features that follow from this understanding—culture
as dynamic, multifaceted, embedded in context, influenced by social,
economic, and political factors, socially constructed, learned,
and dialectical—often drawing on her personal experience to illustrate
her points.
Sonia Nieto is Professor Emerita of Language, Literacy, and
Culture in the School of Education, University of Massachusetts,
Amherst. Her books include Affirming Diversity: The Sociopolitical
Context of Multicultural Education (5th edition, 2008, with Patty Bode),
What Keeps Teachers Going? (2003), and the edited volumes Puerto Rican
Students in U.S. Schools (Lawrence Erlbaum, 2000), Why We Teach

What impact do a common language and shared cultural values appear to have on their interactions? To what extent have cultural differences created family conflicts and reduced the status of elders? Solution The elders who are refugess are not directly in contact with their children and grand children. They don't have any kind of family bond with them. Being far away from the families, they loose their bond with them and cannot led a nonrmal life with them. The elderly refugees will be make the most of healthcare and communal facilities in current country instead of returning to their nation state of birth, these services should arrange for augmented cultural and language variety amongst users. This may perhaps involve establishment of interpreters, precise outreach programmes, and socially modified services to come across elderly from varied language, spiritual, and social circumstances. The cultural differences creates the family conflicts when their comes the difference in the thougts of the family members and the elders. they find it difficult to adjust among themselves being diverse in the cultural aspects and the diversed linguistic problems. but the status of the elders should not be reduced as they are still the same elders.
