4. There are 129 Members of the Scottish Parliament (MSPs), 73 Constituency and 56 represent the eight regional areas. At Scottish Parliament election each voter has two votes: one for their constituency and one for their region. Elections take place every 4 years and voting system is a type of proportional representation

7. Debating Chamber Chamber business can include… TIME FOR REFLECTION: this is when an invited person addresses the Parliament DEBATES: these are discussions between MSPs normally based on a motion. FIRST MINISTER’S QUESTION TIME: this is when MSPs ask questions of the First Minister. Six questions are selected by the Presiding Officer QUESTION TIME: this is when MSPs ask questions of Cabinet Secretaries and Ministers. MINISTERIAL STATEMENTS: these are used by Ministers to inform the Parliament about urgent matters or to make announcements on policy. DECISION TIME: this is when MSPs decide on the motions discussed that day often by voting. MEMBER BUSINESS: this is a debate proposed by an MSP who is not a member of the Scottish Government … People can see the MSPs’ debates also on television and on the internet too…

Making laws A public bill can be introduced by members of the Scottish Government, by parliamentary committees or by individual MSPs STAGE 1: the appropriate parliamentary committee(s) produce a report on bill’s general principles. A meeting of the Parliament debates about them and if MSPs disagree, the bill falls STAGE 2: the bill is considered in detail and amendments can be made to the bill STAGE 3: the Parliament debates and decides whether to pass the bill in its final form. After 4 weeks during which it may be challenged if it is believed to be outside the law-making powers of the Scottish Parliament, it is submitted by the Queen. On receiving royal assent, the bill becomes an Act of the Scottish Parliament.
