MAGHRENOV deliverable 3.4: Catalogue of evaluated competenceMaghrenov
A Competence Mapping is a strategic exercise that intends to map against identified priorities the existing competencies of players in a specific domain.
In MAGHRENOV, the intention is to deploy the Competence Mapping methodology in order to characterize the regional innovation competencies in the fields of Renewable Energy and Energy Efficiency. Similar to the KIC InnoEnergy methodology, the objective is to characterize these competencies against Maghrenov’s identified priorities, as contained in Maghrenov’s Strategy and Roadmap and to identify best players and competencies in these priorities. To date, Maghrenov Roadmaps cover 47 priorities in Renewable Energies, and 78 priorities in Energy Efficiency, for a total scope of 125 priorities overall.
This document presents a vision for establishing an ERA-NET+ platform to continue the work of the MAGHRENOV project in a sustainable way after the project ends. It assesses the feasibility of an ERA-NET+ through a questionnaire of the MAGHRENOV network. It also explores two alternative options: continuing joint calls for proposals or establishing a joint undertaking with public and private organizations. The document concludes that political will and financial guarantees would be needed to establish any long-term cooperation beyond the project, and an ERA-NET+ or similar platform could help consolidate achievements if these challenges can be addressed.
This document outlines the key steps involved in developing an EU-funded project from idea to completion, including developing the project idea, building a consortium, writing the proposal, evaluation, contract negotiations, project start, and completion. The main stages are: 1) developing the innovative project idea and checking its fit with funding priorities; 2) building a balanced international consortium; 3) writing the detailed proposal; 4) undergoing rigorous evaluation; 5) negotiating contracts if successful; 6) starting the funded project work; and 7) completing the project objectives over several years. Attention to eligibility rules, evaluation criteria, and management structures is essential to success.

Burness NHS Procurement Seminar - 30 March 2010Elaine Creamer
How does the NHS ensure that it obtains best value when procuring its construction needs? No doubt this will be a question that will increasingly concern the NHS should they be called upon to bear a share of the widely anticipated cuts in public spending.
Over the last 18 months, the NHS has sought to achieve best value through the application of Frameworks Scotland. HFS Frameworks Scotland operates on a design and build basis along with a target cost payment mechanism. Will HFS Frameworks Scotland always be the most appropriate way to procure the construction needs of the
NHS? Can local frameworks be used to procure projects for which Frameworks Scotland is not suitable? Burness, with the assistance of procurement specialists within the NHS and the private sector, will be offering answers to these questions.
Frameworks are no longer the only option for the NHS and a new era of the hub is now dawning. How will hub operate and how will it interact with national and local frameworks? Burness, as legal advisors to the hub South East Territory, is ideally placed to offer views of these important issues.

7. Tricks to avoid!
Beware of mandatory page limits !!! (Annex of Guide for
applicants and see participant portal for more info) – Experts
will disregard excess pages
Beware of additional eligibility criteria (funding limits, SMEs)
Beware of the SMEs issue in general and in your budget ! To
check if your organisation complies with SME definition, check:
http://ec.europa.eu/enterprise/enterprise_policy/sme_defini
tion/index_en.htm
Do not submit at the last minute (submit drafts before the final
version)
Do not touch your budget anymore once it has been finalised.
Do not change anything just before submitting!
8. Tips for drafting a good proposal
☺Read and understand all the necessary documents (WP and
annexes + Guide for Applicants ; see on participant portal
website)
☺Make sure you comply with all eligibility criteria (usual and
additional)
☺Havethe right partners (adequacy and complementarity of
competences), a good consortium:
Avoid “sleeping” partners without real contribution,
Avoid redundant partnerships
Look for the right expertise needed for reaching the proposal
objectives: end users, private and public, academia, industry,
SMEs, etc:
The size of projects and of consortia should be the result of
the intended project objectives and not the other way round!
9. Tips for drafting a good proposal
☺When you draft your proposal:
Clearly present the state of the art!
Check/link the project with relevant ongoing or finished
EU/international research projects
Structures (e.g. management) are clearly presented
Clearly explain/justify the project budget
Dissemination and communication aspects are well
addressed
☺Make the reading of an evaluator easy:
Use a simple and clear language
Be short and concise
Clearly define objectives, milestones and deliverables
Clearly present the state of the art!
☺Have your proposal proof-read by a ‘neutral’ person
