Leydesdorff, 2006). The Organization for Economic Co-operation and Development (OECD) defines a country
with a knowledge-based economy as one where “the production, diffusion and use of technology and information
are keys to economic activity and sustainable growth” (OECD, 1999). Such an economy depends on the adaptive
and creative thinking skills of individuals to come up with solutions for problems prevalent in their society. This
shows that a “knowledge-based economy” and a “knowledge-society” are mutually interactive and positively
correlated. Furthermore, it means that a knowledge-based economy depends on the human capital as the major
source of new and innovative ideas, which is enabled by the Information and Communications Technology (ICT). It
is thus an open source economy of ideas intended to invent a future state for a better society and, ultimately, a more
sustainable world than the present state (OECD, 1996).

Small and medium Enterprises (SMEs) play an important role in the modern economy; the research aims to identify the role of small and medium enterprises in the economic development in the Arab Republic of Egypt and identify the most important problems and obstacles facing these projects , The results show that, Egypt has 2.5 million small, medium and micro enterprises, representing 99% of the total non-agricultural projects, about 78% of these projects did not receive any banking facilities, The performance SMEs is very weak in terms of export to foreign markets. SMEs can contribute in the process of accelerating development because it does not require huge investments at the same time, and is able to increase employment and mobilize small individual savings, as well as help in the preparation of technical cadres. It also enables the development of exports, including the acquisition of foreign currency and thus improving the balance of payments of developing countries, in addition to their contribution to the formation of a balanced industrial sector that serves the national economy, However Small and medium enterprises in Egypt face many problems that limit the ability to develop them. This sector is still suffering from basic obstacles such as difficulty obtaining finance and guarantees, and many other difficulties related to the inappropriate business environment, laws and regulations, poor infrastructure and banking so that Egyptian government must put a clear approach and specific objectives for the development of these projects.

Small and medium Enterprises (SMEs) play an important role in the modern economy; the research aims to identify the role of small and medium enterprises in the economic development in the Arab Republic of Egypt and identify the most important problems and obstacles facing these projects , The results show that, Egypt has 2.5 million small, medium and micro enterprises, representing 99% of the total non-agricultural projects, about 78% of these projects did not receive any banking facilities, The performance SMEs is very weak in terms of export to foreign markets. SMEs can contribute in the process of accelerating development because it does not require huge investments at the same time, and is able to increase employment and mobilize small individual savings, as well as help in the preparation of technical cadres. It also enables the development of exports, including the acquisition of foreign currency and thus improving the balance of payments of developing countries, in addition to their contribution to the formation of a balanced industrial sector that serves the national economy, However Small and medium enterprises in Egypt face many problems that limit the ability to develop them. This sector is still suffering from basic obstacles such as difficulty obtaining finance and guarantees, and many other difficulties related to the inappropriate business environment, laws and regulations, poor infrastructure and banking so that Egyptian government must put a clear approach and specific objectives for the development of these projects.
Omar Mohamed Ahmed Al-Bedwehy has over 15 years of experience in economic research and analysis. He received his Ph.D. in Economics from Cairo University, where he also obtained his B.Sc. and M.Sc. in Economics. Abstract
Egypt is facing many difficult challenges such as securing good job opportunities,
energy shortage, water supplies, poverty, health care, etc. In order to meet these
challenges, the nation should follow a model based on knowledge and innovation, as
per the global trend that is heading toward a knowledge based economy (KBE). The
proportion of young people in Egypt (15-24 years) is about 19% and they are suffering
from the highest youth unemployment rates across the world. This rate is more than
25% (14.7% Male and 54.9% Female), which is twice the global youth unemployment
rate and about twice the general unemployment rate in Egypt (13%). This and other
factors will address great challenges and big needs for the transformation of the
present economy to knowledge based economy and consequently build a model, road
map and action plan for implementing this economy. The main strategy is based on the
vision of transformation to KBE within 10-15 years considering that Egypt economy will
be among the biggest top 20 economies and the economy indicators for innovation,
competitiveness and KEI will be within the top 30. Also, the main strategy is based on
four main pillars: Development and creation of the main national strategies,
Development of legislations and laws, Construction of a national system for the
measurement and monitoring of the innovation indicators and KEI's and finally
exploring the detailed action plan for the implementation of the strategy.
