In 2013, rooftop solar photovoltaic installations in Hawaii continued to grow strongly, with over 17,000 new solar installations adding over 129 megawatts of capacity across the Hawaiian Electric, Maui Electric, and Hawaii Electric Light grids. This represented 39% growth over 2012. As of the end of 2013, over 40,000 solar installations with a total capacity of 300 megawatts were interconnected across the utilities' grids. However, extremely high penetration of solar on some distribution circuits slowed growth in the last quarter due to the need for interconnection studies and safety upgrades. The utilities remain committed to a strong solar industry while ensuring safety and reliability.

Funding commercial solar
1) ARENA has committed almost $700 million to solar PV and thermal projects, including $177.8 million to R&D and $161.9 million to demonstrations. Large scale grid connected deployment received $358.8 million.
2) This funding has supported a variety of commercial solar projects across Australia, including large utility-scale plants, off-grid mining installations, and off-grid community systems.
3) Solar is now competitive with diesel generation for off-grid applications due to falling costs. A recent project at an Australian mine received funding from ARENA and the CEFC to displace 25% of annual diesel consumption with a 10MW solar and 6MW battery storage system.

Welcome to the 21st edition of the international survey report on Trends in Photovoltaic (PV) Applications up to 2015, provided to you by the IEA PVPS Programme.
The “Trends Report” is one of our flagship publications and a worldwide reference regarding the global photovoltaic market development. The unique series of “Trends Reports” has covered the transition of PV technology from its early and expensive niche market developments in the 1990s to the recent large scale global deployment and increased competitiveness. In contrast to 2014, 2015 has seen an impressive growth and acceleration of the global market deployment with about 50,7 GW of additional installed capacity, 26,5% above 2014, of which about 40 GW were installed in IEA PVPS member countries (2014: 34 GW). As in 2014, China, Japan and the USA lead this important growth, accounting for 33 GW of installed capacity in these 3 countries alone. 8 countries have installed more than 1 GW while another 7 countries have markets above 300 MW. The globally installed total PV capacity is estimated at roughly 228 GW at the end of 2015. Although the price reduction for PV systems has continued its trend for a slower decline in 2015, this year (2016) shows evidence of a more rapid cost reduction, in parallel with a trend towards higher overcapacities in the industry. Concerning PV generation costs and more precisely recently contracted power purchase agreements (PPAs), new record values of below 3 USDcents/kWh have been announced, confirming what is achievable today under very good market and solar resource conditions. The other side of the coin is the observation that large parts of the global PV market (78%) are still driven by financial incentives, accompanied by an increasing share of selfconsumption or net-metering (15%) and about 6% of the market coming from competitive tenders.

Solar energy has high potential to address these issues due to India's abundant solar resources, but solar makes up a small fraction of current capacity and growth has slowed recently. However, regulatory policies like renewable purchase obligations and central and state initiatives aim to boost solar capacity to large targets over the coming decades, which could total over 34 GW just from meeting RPO requirements. A new national government may help accelerate decision making and progress towards developing India's solar energy potential.

Funding commercial solar
1) ARENA has committed almost $700 million to solar PV and thermal projects, including $177.8 million to R&D and $161.9 million to demonstrations. Large scale grid connected deployment received $358.8 million.
2) This funding has supported a variety of commercial solar projects across Australia, including large utility-scale plants, off-grid mining installations, and off-grid community systems.
3) Solar is now competitive with diesel generation for off-grid applications due to falling costs. A recent project at an Australian mine received funding from ARENA and the CEFC to displace 25% of annual diesel consumption with a 10MW solar and 6MW battery storage system.

Welcome to the 21st edition of the international survey report on Trends in Photovoltaic (PV) Applications up to 2015, provided to you by the IEA PVPS Programme.
The “Trends Report” is one of our flagship publications and a worldwide reference regarding the global photovoltaic market development. The unique series of “Trends Reports” has covered the transition of PV technology from its early and expensive niche market developments in the 1990s to the recent large scale global deployment and increased competitiveness. In contrast to 2014, 2015 has seen an impressive growth and acceleration of the global market deployment with about 50,7 GW of additional installed capacity, 26,5% above 2014, of which about 40 GW were installed in IEA PVPS member countries (2014: 34 GW). As in 2014, China, Japan and the USA lead this important growth, accounting for 33 GW of installed capacity in these 3 countries alone. 8 countries have installed more than 1 GW while another 7 countries have markets above 300 MW. The globally installed total PV capacity is estimated at roughly 228 GW at the end of 2015. Although the price reduction for PV systems has continued its trend for a slower decline in 2015, this year (2016) shows evidence of a more rapid cost reduction, in parallel with a trend towards higher overcapacities in the industry. Concerning PV generation costs and more precisely recently contracted power purchase agreements (PPAs), new record values of below 3 USDcents/kWh have been announced, confirming what is achievable today under very good market and solar resource conditions. The other side of the coin is the observation that large parts of the global PV market (78%) are still driven by financial incentives, accompanied by an increasing share of selfconsumption or net-metering (15%) and about 6% of the market coming from competitive tenders.

Investigating Business Models for Building Integrated Photovoltaics (BIPV)

As of now, BIPV is generally more expensive than ordinary building applied PV installations (BAPV) or regular building components, which means there is a need to include other values in BIPV business models. This webinar presents the results from an inventory of existing business models and case studies, performed within the work of IEA-PVPS Task 15.
IEA Technology roadmap solar photovoltaic energy 2014
This document provides a summary and update of the International Energy Agency's 2014 technology roadmap for solar photovoltaic energy. It envisions solar PV providing up to 16% of global electricity by 2050, compared to 11% in the 2010 roadmap. Significant cost reductions have already been achieved, with further reductions possible through targeted research and development. Large-scale integration of variable solar PV will require measures to ensure grid stability and flexibility. Clear and predictable policy support is needed to continue driving down costs and overcoming non-economic barriers to deployment in order to achieve the roadmap's vision.

Now that the European Commission’s ‘winter package’ has been released, it is critical to consider the potential for a radically different EM&V regime for Europe – i.e., one that can ensure that Member States are delivering real savings through 2020 (and beyond). This webinar will provide a ‘refresher course’ to those with a basic understanding of EM&V methods and focus on a few best practices examples including EM&V methodologies for efficiency obligation schemes, white certificate schemes, and voluntary measures. Participants will learn what types of EM&V might work best within different policy contexts, regulatory drivers and other constraints (e.g., data availability).
The iea’s 25 energy efficiency policy recommendations
The document summarizes the International Energy Agency's 25 energy efficiency policy recommendations. The recommendations were developed through dialogue with political leaders and aim to promote large, low-cost energy savings by overcoming barriers. They cover seven priority areas: cross-sectoral policies; buildings; appliances and equipment; lighting; transport; industry; and utilities. Some key recommendations include mandatory building energy codes, minimum efficiency standards for appliances, phasing out inefficient lighting, fuel efficiency standards for vehicles, energy management in industry, and energy efficiency obligations for utilities.

The IEA’s Implementing Agreement on Renewable Energy Technology Deployment (IEA-RETD) has commissioned a study on the integration of variable renewable (VRE) generation in the electricity systems (RE-INTEGRATION). The objective of the RE-INTEGRATION study is to generate new insights for key decision makers in governments and private sector regarding the following research questions:
◦What are typical sets of country specific system and regulatory factors that determine the choice of a given portfolio of flexibility options?
◦What does a – case study based – thorough assessment of the portfolios of flexibility options along the different analytical dimensions conclude on the applicability and the effectiveness of the options?
◦What general lessons might be drawn by countries with similar underlying conditions?
The RE-INTEGRATION builds on recent and on-going IEA-RETD and IEA work, in particular IEA-RETD RES-E-NEXT, IEA-RETD RE-COST 1 and IEA GIVAR III.
The study, carried out by Mott MacDonald, U.K., concludes that the continued increase of levels of penetration of VRE technologies requires new policies in order to secure a successful integration of VRE’s into markets and power systems. The study finds that there is no ‘one size fits all’ approach: policy makers will need to tailor their policy interventions to suit their country specific factors, though many VRE integration policies have the additional benefit of promoting efficient markets. Countries with weak interconnection and electrical system flexibility will face the greatest challenge, and so they will need to implement appropriate VRE integration measures at lower levels of VRE penetration.
The Volume I: Main Report outlines the overall approach taken, the background and methodology behind the study and key findings. The study undertook a more detailed analysis, through case studies, of 10 jurisdictions around the globe. The case studies included: Canada (Alberta, Ontario), Denmark, Germany, Great Britain, Ireland, Japan (Hokkaido), Spain and USA (California, Texas (ERCOT)). Detailed information relating to each jurisdiction can be found in Volume II: Case Studies.

How can you know for sure the energy you’ve saved through your building renovation? The answer is that you can’t! But, by measuring energy consumption and taking account of other factors, such as the weather and building occupancy, you can make a much better estimate than by simply relying on installers’ claims of effectiveness. This is well understood in industry, where contracts for energy efficiency projects are routinely set up to reward energy service companies for the savings made, based on measurement and verification protocols such as IPMVP. This shifts much of the technical risk of underperformance onto the energy service contractor, aligning incentives and driving better performance. Policy makers in the US have begun to apply these principles to utility-delivered energy efficiency programmes in the buildings sector as part of efforts to drive up performance and provide better value for money for bill payers. The EU now has the opportunity to follow suit.

Many remote areas and islands (RAI) are deploying renewable energy (RE), some with ambitious plans to meet 100% of their electricity or even final energy needs with renewables. For most of them, roof-top PV systems offer clear advantages but most of their deployment potential still remains largely untapped. The setup of consistent prosumer policies can provide a means to achieve the islands’ objectives faster and with lower costs to society.
This report provides guidance to policy makers on the drivers, opportunities, challenges and implementation strategies of PV prosumer policies that can be considered within a comprehensive renewable energy strategy for RAI. It is based on the frameworks and methodologies developed on the IEA-RETD publications RE-PROSUMERS (2014) and REMOTE (2012).

Five actions fit for 55: streamlining energy savings calculations
During the first year of the H2020 project streamSAVE, multiple activities were organized to support countries in developing savings estimations under Art.3 and Art.7 of the Energy Efficiency Directive (EED).
A fascinating output of the project so far is the “Guidance on Standardized saving methodologies (energy, CO2 and costs)” for a first round of five so-called Priority Actions. This Guidance will assist EU member states in more accurately calculating savings for a set of new energy efficiency actions.

Prior to the current soaring energy prices across Europe, the European Commission proposed, as part of the FitFor55 climate and energy package, the EU Social Climate Fund to mitigate the expected social impact of extending the EU ETS to transport and heating.
The report presented in this webinar provides an update of the European Energy Poverty Index, published for the first time in 2019, which shows the combined effect of energy and mobility poverty across Member States. Beyond the regular update of the index, the report provides analysis of the existing EU policy framework related to energy and transport poverty. This policy brief analyzes the main interacting mechanisms between the Energy Efficiency Directive (EED) and the EU Emission Trading Scheme (ETS). It presents a detailed top-down approach, based on the ODYSSEE energy indicators, to identify energy savings from the EU ETS.
The main task consists in isolating those factors that contribute to the change in energy consumption of industrial branches covered by the EU ETS, and the energy transformation sector (mainly the electricity sector).

Mutation Testing for Task-Oriented Chatbots
Conversational agents, or chatbots, are increasingly used to access all sorts of services using natural language. While open-domain chatbots - like ChatGPT - can converse on any topic, task-oriented chatbots - the focus of this paper - are designed for specific tasks, like booking a flight, obtaining customer support, or setting an appointment. Like any other software, task-oriented chatbots need to be properly tested, usually by defining and executing test scenarios (i.e., sequences of user-chatbot interactions). However, there is currently a lack of methods to quantify the completeness and strength of such test scenarios, which can lead to low-quality tests, and hence to buggy chatbots.
To fill this gap, we propose adapting mutation testing (MuT) for task-oriented chatbots. To this end, we introduce a set of mutation operators that emulate faults in chatbot designs, an architecture that enables MuT on chatbots built using heterogeneous technologies, and a practical realisation as an Eclipse plugin. Moreover, we evaluate the applicability, effectiveness and efficiency of our approach on open-source chatbots, with promising results.
